Organizational Setting and Reporting Relationship
The position of Regional Cooperation Officer is assigned to the Mongolia Resident Mission within the East Asia Department (EARD). You will be based at our Resident Mission Office in Ulaanbaatar, Mongolia.
You will report to the Senior Country Economist and Officer (as applicable).
Your Role
As a Regional Cooperation Officer, you will help promote ADB's regional cooperation and integration (RCI) work in Mongolia and ensure its effectiveness in contributing to the country's long-term development goals. You will provide expertise in regional cooperation, including trade facilitation and transport, private sector engagement, and on Mongolia's participation in regional groupings/bodies. You will apply this knowledge in country strategy and business plan development, project preparation, project administration, and knowledge work. You will also work with the EARD team supporting the Regional Knowledge Sharing Initiative (RKSI) and the East Asia Forum (EAF) and the Regional Cooperation and Integration Unit (CWRC) within the Central and West Asia Department (CWRD) supporting the Central Asia Regional Economic Cooperation Program.
You will:
Country and Regional Strategy
- Prepare RCI inputs for country strategies, assessments, knowledge products, briefings and talking points.
Project Development and Administration
Develop and support RCI-related projects. Support identification and appropriate classification of RCI projects. Review and advise on ADB projects to ensure relevance and quality of RCI elements. Administer RCI-related technical assistance and participate in related reviews.Regional Knowledge and Outreach
Enhance RCI knowledge through events, publications, and networks. Identify knowledge gaps and promote capacity building opportunities. Communicate insights through media, seminars, and ADB publications and platforms.Others
Help with high-level mission preparations and representation tasks. Perform other tasks as assigned.Qualifications
You will need:
Bachelor's degree in economics or related field,; preferably with advanced training. At least 8 years relevant professional experience in an RCI-related field. Relevant experience in Mongolia working on RCI issues and demonstrated knowledge of Mongolian RCI legislation and practices, and government institutional /administrative systems related to RCI. Written and verbal proficiency in English and local language (as applicable). Please refer to the link for ADB Competency Framework for Technical Local Staff Grade 5.

This appointment is open to internal and external applicants.
This opening is a local staff position. It is open only to nationals and permanent residents of Mongolia.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
