Result of ServiceThe consultantโs work will result in strengthened institutional, policy, and technical capacities for the effective implementation of Montreal Protocol projects across West Asia. This includes the development and adoption of updated regulatory frameworks, operationalization of digital systems for refrigerant licensing and technician certification, delivery of targeted awareness campaigns, and successful coordination of capacity-building activities in the RAC servicing sector. These outcomes will support Article 5 countries in meeting their obligations under the Montreal Protocol, contribute to the sustainable phase-out of HCFCs, promote the adoption of low-global warming potential (GWP) alternatives, and enhance long-term refrigerant management practices across the region. Work LocationHome-Based Expected duration18 months Duties and ResponsibilitiesOrganizational Setting: The United Nations Environment Programme (UNEP) is the leading global environmental authority, setting the global environmental agenda, promoting the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serving as an authoritative advocate for the global environment. UNEP serves as an Implementing Agency of the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. This role is carried out through the Law Divisionโs OzonAction Branch, whose goal is to enable developing countries to meet and sustain compliance obligations under the treaty. The OzonAction Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist these countries. As part of its efforts, OzonActionโs West Asia CAP provides policy and technical support to West Asia Member States in complying with the Montreal Protocol for the phase-out of ozone-depleting substances (ODS). Duties and Responsibilities: The Consultant will provide the needed technical support for the implementation of Montreal Protocol projects in the West Asia region and facilitate the delivery of planned activities for the RAC servicing sector in various West Asian countries. The key duties and responsibilities include: Providing Technical Support for Project Implementation โ Support the execution of Montreal Protocol-funded projects approved for West Asia countries, ensuring effective and timely delivery of activities. Supporting Policy and Regulatory Framework Development โ Assist in the drafting and revision of policies and regulations, including legal procedures related to RAC technician certification, refrigerant management, and safety standards in servicing workshops. Coordinating Capacity Building and Training Activities โ Organize and support training workshops for customs officers, RAC technicians, educators, and assessors; contribute to the implementation of national technician certification and assessment programmes. Designing and Supporting System Deployment โ Provide input on the design, customization, and rollout of digital platforms such as e-licensing and e-registration systems for refrigerants and technicians, including mobile apps, databases, and user training guides. Leading Awareness and Outreach Campaigns โ Develop and support national awareness-raising campaigns and outreach strategies on HCFC phase-out, low-GWP alternatives, technician certification schemes, and the climate and energy efficiency benefits of compliance. Assisting with Project Monitoring and Data Collection โ Support data collection, stakeholder mapping, and institutional analysis, particularly for refrigerant bank inventories; contribute to performance monitoring and reporting. Facilitating Stakeholder Coordination Across Countries โ Coordinate with National Ozone Units, training institutions, enforcement agencies, and other relevant stakeholders to ensure the effective implementation of activities across the West Asia region. Reporting Line: The Consultant will conduct the home-based assignment under the direct supervision of and in close coordination with the Montreal Protocol Regional Coordinator in West Asia. Qualifications/special skills- University degree in a relevant field such as Mechanical or Chemical Engineering, Refrigeration and Air Conditioning (RAC) Technology, , or related disciplines. - A postgraduate qualification or certification in policy development, environmental governance, or digital systems is an asset. - Minimum 10 years of professional experience in the implementation of projects related to the Montreal Protocol, environmental management, or cooling sector development, is required. - Practical experience in developing or advising on policies, regulations, or standards related to refrigerant management or RAC servicing, is required - Familiarity with Multilateral Fund-funded projects or experience working with international organizations or national environmental authorities is required. - Knowledge of or involvement in digital system implementation (e.g., e-licensing, certification platforms) is desirable.
