    Organizational Setting and Reporting Relationship

    While the position of a Real Estate Management Specialist resides with the Institutional Services Division (CSIS) within the Corporate Services Department (CSD), you will be strategically assigned to Thailand within the Southeast Asia Department based at our Thailand Resident Mission (TRM) Office in Bangkok supporting a portfolio of ADB Field Offices.

    The positions will report to the Director CSIS and will have matrix reporting to Country Director, TRM and will oversee junior team members.

    Your Role

    As a Real Estate Management Specialist, you will coordinate the delivery of identified services and responsibilities to ADB field offices. You will provide technical and procedural guidance to the Field Offices to ensure management of ADB's global real estate portfolio within a framework of broad policies and internal controls.

    You will:

  • Work directly with the ADB field offices to manage projects related to life-cycle facilities management of the portfolio; and capital expenditure projects including expansion, refurbishment, relocation, and construction, of Field Offices.
Plan projects with clear and measurable milestones, schedule, performance metrics, and monitor actions, corrective actions, and overall progress. Provide technical advice and implementation support to Field Offices on matters of facilities management, including Health, Safety, Environment and Quality (HSEQ), sustainability, and workplace wellness. Manage the life cycle of properties and projects and build comprehensive pipeline of projects. Produce business case and documents for management approval. Coordinate project interdependencies and resource allocation in ADB's capital expenditure budgetary processes with stakeholders. Coordinate project resources in collaboration with stakeholders, including the engagement and management of third-party vendors for outsourced services, inclusive of ensuring appropriate functional terms in contracts, and monitoring and reviews of their performance and milestone activities following ADB procedures. Coordinate, assess, and report on the progress of the projects against the plan ensuring its delivery within schedule, scope, budget, and quality requirements. Conduct activities needed for preliminary assessment of properties, concept planning, design development, budget control, drafting of procurement documentation, review of technical materials and procurement of different goods and services to complete the project within the timeline. Report and escalate issues as the need arises and maintain project documentation present periodic report to stakeholders. Perform other duties that may be assigned and reflected in your workplan.

Qualifications

You will need:

Master's degree in project management, construction management, civil engineering, building science, architecture, business administration or equivalent; or University degree in related fields and at least 5 years specialized experience relevant to the position can be considered. At least 6 years' relevant work experience. International experience working in several countries. Professional certifications in project management, corporate real estate, LEED, workplace wellness and facility management are desirable. Knowledge of best practices in workplace strategy and planning, activity-based working, working environments, space use for cost-effective commercial real estate solutions, and adapt to new trends and industry innovations. Demonstrated creativity and independence while managing tasks in high-pressure situations across multiple tasks. Intermediate experience in data gathering, cleaning, analysis, and drawing conclusions on data sets. Solid budget management (capital and administrative expense) experience. Experience collaborating with all types of internal and external clients, and to manage both staff and outsource agency personnel in project management and related fields. Demonstrated expertise in analysis, mediation, and interpersonal interaction within a multicultural business environment. Excellent command of written and verbal communication skills in English. This position is for outposting to Thailand Resident Mission and is open to internal and external applicants. If you are an external candidate, you may initially be based in HQ before being outposted. If you are an internal candidate, the outposting will be immediate.

Actual position title and grade will be based on your qualifications, experience and job scope that will be assigned to the selected candidates.
