Org. Setting and ReportingThe temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The Rations Officer assists the Chief of the Rations Unit in the management of the effective supply of rations and other food-related services to the Mission under services and goods contracts which include, but are not limited to: canned, dry, fresh and frozen rations, bottled water, prepared food, combat ration packs (CRP), and catering services. The temporary position is based in Port au Prince and is located in the Life Support Section. The incumbent will report to the Chief of the Rations Unit, Supply Officer P4. ResponsibilitiesWithin delegated authority, the Rations Officer will be responsible for the following duties: โ€ข Plan, execute, and manage rations operations and other food-related services to the Mission during the start-up phase, development and close-out of the Mission under supply contracts which include, but are not limited to: canned, dry, fresh and frozen rations, bottled water, prepared food, combat ration packs (CRP), and catering services; โ€ข Monitor and oversee contractor mobilization for warehouse and catering facility setup. โ€ข Ensure compliance with UN food safety, quality, and delivery standards. โ€ข Coordinate ERMS implementation and integration, including staff training. โ€ข Conduct risk assessments and develop contingency plans for supply chain continuity. โ€ข Assist in the establishment of the supply chain and management of Combat Rations Packs (CRP) and emergency bottled water, including sourcing, storage, and contingency distribution plans. โ€ข Provide the Chief of the Rations Unit with input on procurement process, e.g. assist in preparing statement of work/specifications, requisitions, contracts and participating in technical evaluations and submissions to Local Committee on Contracts as required; โ€ข Provide contribution in the rations budget preparation and acquisition planning; โ€ข Effective record keeping, reporting and audit response; โ€ข Assist in the development and/or update of Standard Operating Procedures (SOPs) related to any aspects of the food contracts, Quality Management, ordering and invoice processing and other aspects of the food supply chain; โ€ข Ensure implementation and compliance with SOPs โ€ข Train and manage mission ration staff in the coordination and implementation of food safety, and food quality programs; โ€ข Monitor and analyze rations and catering contracts performance to ensure compliance with contract terms, schedules and cost objectives; โ€ข Liaise with the Contract Management Section/Unit in the resolution within the terms and conditions of the contract of conflicts/problems in the course of contract implementation; โ€ข Support with the implementation of the Rations Unitโ€™s work program; โ€ข Supervise personnel under his/her supervision โ€ข Perform other duties, as assigned. Work ExperienceAt least five (5) years of progressively responsible experience in the areas of supply chain management, project/contract management or logistics support in the field of food and rations supply operations is required. Experience in managing food contracts in support of field operations (inclusive of peacekeeping operations, special political missions, agencies funds and programmes), or other similar international organization is required. Experience in food safety, HACCP principles and/or ISO-22000 is desirable. Experience working in category management for food and rations is desirable. Experience in food quality and safety auditing is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required.
