Work LocationHome based Expected duration156 days Duties and ResponsibilitiesABOUT BRS SECRETARIAT The Secretariat of the Basel, Rotterdam and Stockholm Conventions (BRS Secretariat) brings together the three leading multilateral environmental agreements that share the common objective of protecting human health and the environment from hazardous chemicals and wastes. The services required under these terms of reference are part of the scientific support for Parties to the Stockholm Convention and international cooperation and coordination for the BRS conventions. In its decision SC-12/5, the Conference of the Parties (COP) welcomed the guidance on best available techniques and best environmental practices (BAT/BEP) for the management of sites contaminated with persistent organic pollutants (POPs), and encouraged Parties and others to use the guidance when developing, updating and implementing their strategies for identifying sites contaminated with POPs and conducting environmentally sound management, in order to minimize and prevent releases of POPs from those contaminated sites. In their decision BC-17/23โRC-12/10โSC-12/24, the COPs of the three conventions took note of the report on how the Basel, Rotterdam and Stockholm conventions might contribute to the implementation of the 2030 targets and 2050 goals of the Kunming-Montreal Global Biodiversity Framework. Furthermore, pursuant to decisions BC-16/23, RC-11/10 and SC-11/22 on clearing-house mechanism, the COPs of the three conventions requested the BRS Secretariat to implement the activities of the workplan for the biennium 2024-2025, including sharing the most recent developments in scientific findings (paragraph 30 of sub-activity 2 on maintenance of BRS websites and underlaying information systems). REPORTING AND COMMUNICATION The consultant will be reporting to the Programme Management Officer, the Programme Officer and the Information Officer of the Secretariat of the Basel, Rotterdam and Stockholm Conventions. DUTIES AND RESPONSIBILITIES The consultant will produce publications of the report on the contributions of the chemicals and waste international agreements and frameworks to the Kunming-Montreal Global Biodiversity Framework, and of the guidance on BAT/BEP for the management of sites contaminated with POPs. The consultant will also create online interactive versions of the report and guidance hosted on the BRS and Stockholm Convention website, respectively, to highlight key findings and information from these products, as part of the joint clearing-house mechanism for information exchange for the Basel, Rotterdam and Stockholm conventions. Under the supervision of the Programme Officers, the consultant will perform the following tasks: A) Publication of the report on the contributions of the chemicals and waste conventions to the Kunming-Montreal Global Biodiversity Framework (UNEP/CHW.17/INF/59 โ UNEP/FAO/RC/COP.12/INF/30 โ UNEP/POPS/COP.12/INF/49) - A1: Graphic design definition and layout planning (19 days) โฆ Output A1.a (9 days): In close collaboration with the BRS Secretariat, the consultant will compile the content of the report, along with the development of visual elements including charts, tables, and illustrations. โฆ Output A1.b (10 days): The consultant will define the design layout, including style sheets, typography, and navigation logic, based on the BRS branding guidelines. A prototype will be prepared in InDesign and submitted for validation for both the PDF and web versions of the report. - A2: Repackaging and formatting of the PDF version (25 days) โฆ Output A2: The consultant will import all finalized content into InDesign and format it according to the approved design. The consultant will also re-package, where possible, the developed charts, graphics and tables to be incorporated in the publication. Furthermore, the consultant will perform the necessary adjustments to adapt the publication to a PDF version of the report optimized for screens and the online web-based version of the report. The PDF version of the report will be delivered. - A3: Indexing and tagging for online version (10 days) โฆ Output A3: The consultant will review existing taxonomies used by the BRS Secretariat to index information. The consultant will then import the necessary taxonomy in InDesign and tag reports sections, chapters and other content to facilitate navigation, searchability and readability of the interactive web version of the report. - A4: Development of an online interactive version (15 days) โฆ Output A4: The consultant will export the reportโs content and indexes from InDesign into XML, or another database, and perform the necessary cleanup to ease performance. The consultant will integrate the report, its visuals, navigation elements and search functions into the BRS conventionsโ website. The consultant will also generate animations and specific interactivity functions for an agreed selection of key charts. B) Publication of the guidance on BAT/BEP for the management of sites contaminated with POPs (https://www.pops.int/tabid/9649) - B1: Content preparation and layout planning (20 days) โฆ Output B1: In close collaboration with the BRS Secretariat, the consultant will compile the content of the guidance, along with its tables and diagrams. The consultant will define the layout for both the light PDF and the indexed, interactive web version, using existing BRS visual standards. - B2: Light formatting of the PDF version (10 days) โฆ Output B2: The consultant will format the guidance using a clean and simple layout in InDesign. The PDF version will include a consistent typographic style and screen-optimized settings. It will serve as a printable and accessible version, with minimal graphic enhancements. - B3: Indexing and tagging for online version (15 days) โฆ Output B3: The consultant will review existing taxonomies used by the BRS Secretariat to index information. The consultant will then import the necessary taxonomy in InDesign and tag reports sections, chapters and other content to facilitate navigation, searchability and readability of the interactive web version of the guidance. - B4: Development of an online interactive version (25 days) โฆ Output B4: The consultant will export the reportโs content and indexes from InDesign into XML, or another database, and perform the necessary cleanup to ease performance. C) Delivery and integration of the final outputs of the Biodiversity report and BAT/BEP guidance (17 days) - Output C1: The consultant will deliver all files for both products. The consultant will ensure that all web versions are functional and integrated into the BRS and Stockholm Convention websites, respectively. Qualifications/special skillsAn advanced university degree (Master's degree or equivalent) in graphic design, marketing, computer science, digital media, or related field is required. A first level university degree in combination with two additional years of relevant professional experience may be accepted in lieu of the advanced university degree. A minimum of 5 years of progressively responsible working experience in the field of web design, digital media, or graphic design is required. Experience in the design and layout of publications, including digital reports, brochures, fact sheets, and other informational materials using InDesign is required. Experience in indexing and cataloguing information using taxonomies is desirable. Experience in developing information packages for websites based on the DotNetNuke content management system is desirable. Experience in working with information on hazardous chemicals and wastes is desirable. Experience in working with international organizations dealing with environmental issues is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Fluency in another UN official language is desirable.
