Position: Provincial Coordinator- PSM
The Provincial Coordinator, PSM is responsible for working closely at with the assigned Provincial Health Logistics Management Center (PHLMC), province health stakeholders, districts, and local level governments to improve PSM at the subnational level as part of the Meeting Targets and Maintaining Epidemic Control (EpiC) project. The individual will pay particular attention to inventory management; waste and drug disposal; the efficient and effective distribution of medical equipment; and forecasting and quantification activities. Coordinators will build strong local networks with various partners and government agencies, while collaborating with peers in other provinces and the FHI 360 Country Office team to ensure alignment of project activities and the scaling of key learnings nationwide.
KEY RESPONSIBILITIES
- Represent FHI 360 Nepal at provincial, district, and municipal level, building good rapport and relations with government and other stakeholders.
- Provide the project with data, inputs to reporting, gaps in project performance, sharing of success stories, case studies, information on new events, developments, and suggestions for interventions to monitor and improve supply chain management in the health sector.
- Proactively approach officials at Provincial Health Directorate (PHD), Provincial Health Training Center (PHTC), PHLMC, Health Office (HOs), lower-level government (LLG) authorities, and health facilities, to understand the procurement and supply chain situation, share best practices, and strengthen the PSM system to improve life-saving health services.
- Strengthen key PSM functions in the province through mentoring and coaching and other capacity building efforts.
- Provide TA and support the province, district, and LLGs to organize forecasting and quantification exercises, for inventory management, procurement, and good warehousing practices and for safe disposal of expired and unusable commodities in district stores and health facilities.
- Assist the province, district, and LLGs to use the Public Asset Management (PAMS) system and support any lingering data backlogs.
- Support to monitor the stock status of commodities and plan for distribution and redistribution as required.
- Participate in Provincial Supply Chain Management Working Group meetings to identify challenges and potential ways EpiC can support.
- Organize supportive supervision together with Government of Nepal officials to district, LLGs and service delivery points to strengthen the overall supply chain, good storage, system utilization and recording and reporting.
- Keep track of important province level information and work with officials at health facilities, LLGs, Public Health Officers (PHOs) and PHD to avoid duplication of data and information in PAMS.
- Perform consumption data quality check at various levels and verify the stock status of key commodities to make sure the stock is adequate.
- Follow-up on PAMS reporting at district, LLGs, and health facilities to ensure target reporting rates are achieved.
- Monitor and report stock status of key nutrition and maternal, newborn, and child health (MNCH) commodities in central, province, district, LLGs, and health facilities.
- Utilize available data in decision making and monitor stakeholder use of new data available from PAMS.
- Understand and provide updates on the prevailing context, progress, gaps, and challenges related to the health commodity supply chain and PAMS for the province.
- Other tasks assigned by supervisor or technical directors and Country Representative/Project Director.
REQUIREMENTS
- Bachelorโs degree in health-related field, public health, supply chain management and pharmacy with three years of experience in supply chain implementation, oversight, and monitoring (preferably of health commodities).
- Knowledge of in public health supply chain management, knowledge of PAMS strongly preferred.
- Previous experience in public health commodity management will be an asset.
- Experience working effectively across various teams within the project and organization and building and sustaining positive working relationships with nongovernmental organizations, the private sector, government, and other stakeholders.
- Proactive in managing multiple tasks, managing and working in a virtual work environment, and flexible and open for managing time working with different teams in different time zones as needed.
- Excellent interpersonal, organizational, communication, team building and management, and problem-solving skills.
- Excellent oral and written English and Nepali including documentation skills.
