Work LocationAthens Expected duration6 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the United Nations systemโ€™s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UN Environment Programmeโ€™s ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The Mediterranean Action Plan (MAP) is one of the UN Environment Programmeโ€™s Regional Seas Programs encompassing a comprehensive system of activities for the protection and the sustainable development of the Mediterranean region based on a legal framework (the Barcelona Convention and its Protocols). The Convention involves the 21 countries bordering the Mediterranean Sea as well as the European Union. The Individual Contractorโ€™s assignment is for the Mediterranean Action Plan (MAP), Athens, Greece. Under the supervision of the UNEP/MAP Coordinator (Designated Official; DO) and with the Regional Security Assistant (RSA) direct technical guidance to support the Security Management Team (SMT) /UN Coordination Team (UN CT) in drafting / implementing the Security Risk Management (SRM) and Security Plan and all matters related to the safety and security of UN personnel / their dependents in addition to liaison with the Law Enforcement Agencies and relevant Host Government entities. The assignment includes the following key tasks: โ€ข Closely monitor conditions and general security in Greece both in the capital and the rest of the country. The LSA should be prepared to intervene immediately anywhere in Greece to provide support to UN staff members. This intervention would be under the guidance of the RSA (based in Belgrade, Serbia) and in collaboration with relevant local officials and UN managers. โ€ข Directly intervene when alerted in the event of security related incidents such as traffic accidents, or criminal activity which affects UN personnel / their officially recognized dependents and arrange for the required police assistance. โ€ข Provide assistance in the conduct and follow up of investigation and reports on the security related incidents affecting UN UN personnel / their officially recognized dependents, offices, programs and assets. And maintain an accurate and detailed record of all security incidents. โ€ข When needed assist in the preparation of security reports (Security Incidents, Security Assessments and Quarterly Incident Reports). โ€ข Maintain active liaison with relevant host nation government officials, UN managers and staff to ensure timely input regarding potential threats to UN facilities, programs assets and personnel. โ€ข Draft the SRM (Security Risk Management) and Country Security Plan updates in coordination with UN AFPs SFPs and with the RSA as per the directives set forth by UNDSS Headquarters. โ€ข Assist in the monitoring and compliance of the Greece Physical Security Assessment (PSA - II) for UN facilities and RSM (Residential Security Measures) for UN international staff. โ€ข Assist in the monitoring and compliance of the Greece Physical Security Assessment (PSA-II) for UN facilities and RSM (Residential Security Measures) for UN international staff. โ€ข Be proficient using emergency communication equipment such as VHF radios and satellite phones. โ€ข Take part in conducting security evaluations and surveys in order to provide advice on security measures for the residences of the UN staff members and UN offices both within and outside Athens, in accordance with the countryโ€™s RSM and PSA-II. โ€ข When called upon be prepared to represent the RSA at meetings. โ€ข Provide support in organizing and conducting training courses on security issues/awareness and preparedness that include newly assigned staff members. Security orientation briefing is also given to new staff members upon arrival at the duty station. โ€ข Assist the Wardens in the discharge of their responsibilities and monitor the status of their security preparedness at all times. โ€ข Provide dedicated support for all specific security issues and logistical needs for those UN client agencies in Greece that operate under an elevated organizational profile and a higher security risk for their in country operations, to include support to vital and sensitive visiting missions, as well as covering security administrative matters for long-term personnel and resident staff. โ€ข Perform other duties and assist DO and RSA with any other task, as may be needed. Qualifications/special skillsMinimum High School Degree is required. 5 years of relevant working experience with Greek police or military commissioned or senior non-commissioned officer is required. Previous field experience in a security related position with a UN agency, international NGO or UN Peacekeeping mission is desirable. Computer literacy (Word, Excel and PowerPoint) is required.
