The purpose of the Protection Information Management Technical Officerโs position is to provide technical information management accompaniment to the protection programme, especially NRCโs Protection Monitoring approach, through which NRC identifies and reaches out to conflict-affected people at risk of protection violations.

The Protection Information Management Technical Officer will contribute to the development, rollout and maintenance of NRCโs crucial information management systems supporting protection monitoring activities, spanning from observation and community level data to household level protection monitoring data.
โช Work closely with Protection Specialist to roll out a standardised protection monitoring approach across NRCโs areas of implementation.
โช Support and contribute to the development of protection monitoring data management systems through documentation, implementation, and coordination of standardised tools and information flows.
โช Develop, implement, manage and administer protection monitoring databases and secure information systems, including automated data validation, cleaning, and backup procedures.
โช Design and implement data solutions for managing beneficiary data, ensuring systems are user-friendly and data protection compliant.
โช Facilitate introduction of new ideas, technology, methods and approaches in order to improve the quality of protection data management in the programme.
โช General follow-up of the NRC routines in relation to protection project documentation.
โช Provides quality control and oversight of the data that is being collected and identify and address errors in collection, input and output. Extract and analyse information from primary and secondary sources with further processing and representation.
โช Contribute to donor, internal and other types of reports; strategy documents, preparing and providing of interactive dashboards, statistical charts, tables, and other visualisation methods as required.
โช Prepare and develop status reports, regular protection monitoring reports and other reporting tools as requested by the Protection Specialist.
โช Support integration of qualitative data into protection monitoring analysis, including tools for categorizing, summarizing, and reporting narrative data.
โช Submit reports with the extraction of data from IM platforms and lessons learnt as requested by the Protection Specialist.
โช Ensure field teams and partners are supported with user-friendly digital data collection tools, including deployment, testing, and training of tools such as KoboToolbox or ODK.
โช Coordinate with MEAL and other information management teams to ensure consistency in data definitions, disaggregation, and indicator tracking across NRC programming.
โช Contribute to specific protection risks and needs analyses.
โช Contribute to designing of protection response to identified risks and needs.
โช Facilitate capacity-building of staff by creating guidelines, checklists and other tools as required.
โช Ensure capacity building of project staff and transfer key skills to Protection team in relation to Protection Information Management and Protection Monitoring tools, processing and use of protection data.
โช Ensure teams are trained on data protection mechanisms and ensure compliance with data protection protocols.
โช Facilitate development of guidelines and checklists, to strengthen protection information management systems.
โช Ensure adherence with NRC policies, tools, handbooks and guidelines.
โช Perform any other tasks as requested by Protection Specialist.
โข University degree in Information Technology, Computer Science, Statistics, Data science, Data management or analytics or a related field.
โข Minimum 2 years of relevant experience (e.g. managing large sets of protection data from various sources).
โข Experience working in a humanitarian/recovery context on protection programming, especially protection monitoring highly desirable.
โข Experience in developing and coding questionnaires (e.g on KOBO) as well as cleaning and analyzing data (e.g using Excel or Power BI) and developing calculation methodology.
โข Knowledge of different data collection methodologies (qualitative data and mixed-methods analysis), including mobile data collection.
โข Experience in data quality assurance frameworks (understanding of data quality procedures and verification methodology)
โข Experience in building secure information systems is desirable.
โข Solid background in usage of Microsoft Office software package (MS Excel advanced).
โข Knowledge of data analysis and visualisation solutions such as PowerBI.
โข Experience with ActivityInfo or similar humanitarian reporting tools, desirable.
โข Experience with VBA developments is desirable.
โข Background with relational databases and web development is an advantage.
โข Knowledge of GIS, GIS programs and geolocation software (e.g. QGIS) and practices is an advantage.
โข Good written and spoken English.
โข Strong analytical, research and reporting skills.
โข Capacity to train and support non-technical field staff.
โข Ability to solve problems quickly and proactively anticipate bottlenecks.
