Org. Setting and ReportingThe temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The Property Management Officer reports to the Chief of Unit. The incumbent supports the Chief of Unit in the management of all property management support operations of the field mission. The incumbent efficiently and effectively manages property management support operations within the entire asset life cycle (receiving, controlling, disposal and reporting) of UN property in the Mission. The temporary position is based in Port au Prince and is located in the Property Management Unit, and reports to the Chief of Unit, Property Management, P4. ResponsibilitiesWithin limits of delegated authority, the Property Management Officer, FS6 will be responsible for the following duties: โ€ข Plans the property management support operations, monitors progress through statistical analysis of database records and monthly progress reports for the Unit; โ€ข Monitors ongoing operations of the Unit, undertaking regular site visits of field mission offices and carries out physical inspections and verification of UN property; โ€ข Liaises with the Technical Units, Procurement Section and Movement Control Section at the mission on matter related to Inventory Control, Receiving and Inspection as well as Disposal activities of UN Property; โ€ข Responsible for the maintenance of accurate and auditable records for accountability of UN Property at the mission in conformance with Administrative โ€ข Ensures proper utilization and enhancement, as required, of the established business intelligence and management tools to monitor and evaluate the overall progresses of the Missionโ€™s property management; โ€ข Processes all incoming shipments through Umoja and prepares reports in the Inventory Management System; โ€ข Monitors the Inventory Management database, ensuring anomalies are identified in Discrepancy Reports and addressed immediately; โ€ข Prepares periodic performance reports in line with the quarterly reporting regime, review and ensure accuracy of data; โ€ข Prepares accurate and auditable statistical reports for management in missions and drafts correspondence, as required; โ€ข Drafts Standard Operating Procedures (SOP) and flow charts relating to all aspects of Property Management activities within the context of the overall mandate of the Unit, including terms of reference and job descriptions for the Staff in the Unit; โ€ข Identifies issues and implements solutions to problematic areas related to Property Management; โ€ข Ensures proper maintenance of the fixed assets register by recording information related to fixed assets, ensures accuracy and integrity of property records; โ€ข Ensures accurate tracking of existing fixed assets, implements and monitors the periodic physical verification process; โ€ข Prepares and verifies periodic IPSAS financial reports on PP&E and Inventory (year-end reports, monthly reports), ensures timely submission. โ€ข Performs other duties as required. EducationHigh School Diploma is required. Job - Specific QualificationCertification in Supply Chain (SCOR-P, CSCP or equivalent) or Lean Six Sigma is desirable. Training in inventory and asset management is desirable; Work ExperienceA minimum of ten (10) years of progressively responsible professional and supervisory level experience in the area of property management, inventory control, logistics management or related field is required. The minimum years of relevant experience is reduced to 5 years for the candidates who possess a first university degree. Experience with United Nations-system financial and property management policies and practices, as well as financial regulations and rules is desirable. Experience with MRP (Materials Requirements Planning), ERP (Enterprise resource planning), e.g. SAP ECC (ERP Central Component), or SRM (Supplier Relationship Management) in the areas of production planning, scheduling, inventory control, procurement and logistics processes is desirable. Experience working with data analytics and visualization tools and developing data analytics and visualization reports and dashboards for supply chain is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required. French is desirable.
