The European Union Support to Clearance Action for Safety and Security in Explosive Ordnance- Affected Communities in Armenia (EU CASSIA), implemented by UNDP in partnership with the Centre for Humanitarian Demining and Expertise (CHDE), aims to enhance the safety and security of communities impacted by explosive ordnance (EO) in Armenia. EU CASSIA Project focuses on land release operations, strengthening the capacities of National Mine Action Authorities, ensuring full compliance with International Mine Action Standards (IMAS).

The overall objective of the EU CASSIA Project is to improve the safety and well-being of at least 27,500 women, men, and children residing in EO-affected border communities, as well as to enhance the security of mine action professionals operating at both local and national levels. Through targeted land release operations, EO-affected communities will benefit from a safer environment in which to live and work, including expanded opportunities for agricultural activities and sustainable livelihoods.

The EU CASSIA Project will focus on two major outputs:

Output 1.ย Affectedย communities are cleared from mines and Explosive Remnants of War (ERWs). Output 2. Capacitiesย of mine action authorities for coordinating the mine action sector and operating in compliance with IMAS are enhanced.

The Project needs Project Task Analyst, who will support the effective implementation of the EU CASSIA Project, ensuring the achievement of project objectives through close coordination with partners, consultants, and other stakeholders. The incumbent will provide both technical and operational support across planning, implementation, monitoring, reporting, and visibility efforts, with particular responsibility for supporting mine action activities, capacity-building, and compliance with International Mine Action Standards (IMAS). She/he will also play a key role in ensuring the administrative, financial, and logistical efficiency of project operations.

Duties and Responsibilities

Project Implementation and Technical Support

Support the Project Manager in the day-to-day coordination and oversight of project activities to ensure timely and quality implementation. Provide substantive technical inputs to the development and review of the annual workplan and budget, ensuring the integration of safeguarding measures, effective monitoring, and quality assurance across all project activities.ย  Coordinate closely with the CHDE, consultants, government counterparts, and other stakeholders to facilitate efficient project delivery. Support the operation of the National Mine Action Coordination Platform (NMACP) and its thematic working groups, including the organization of meetings, preparation of agendas, background notes, and documentation of outcomes. Ensure timely execution of project milestones in accordance with the approved work plan and budget. Contribute to the development of operational guidelines, training modules, and knowledge products related to mine action across all related pillars in compliance with IMAS. Support Project Manager in identifying and mobilizing national and international consultants, service providers, and technical experts required for project delivery. Serve as the primary liaison between the project management team and local actors involved in project delivery. Support thematic analysis, stakeholder mapping, and contextual research related to Project. Contribute to resource mobilization strategies and foster partnerships, networks, and platforms for knowledge exchange among stakeholders.

Planning, Monitoring and Reportingย 

Support the Project Manager in design and implementation of monitoring frameworks, tools, and indicators, aligned with project outcomes and donor requirements. Contribute to the collection, processing, and analysis of project data to track progress. Monitor project progress against results frameworks and annual targets, identifying implementation gaps and proposing timely corrective measures. Collect, analyze, and present data to track project performance (e.g., land release, training outcomes, equipment procurement, gender mainstreaming). Draft and contribute to high-quality donor reports, internal progress updates, analytical briefs, and presentation materials. Participate in review meetings, learning sessions, and evaluations; provide input for adaptive management and knowledge transfer.

Administrative and Financial Coordination

Support the Project Manager in budget monitoring, financial tracking, and accurate expenditure reporting. Prepare purchase requests, coordinate procurement processes, and liaise with vendors/service providers. Prepare requisitions and assist in procurement planning and coordination in accordance with UNDP procedures and donor guidelines. Liaise with vendors, consultants, and service providers to ensure timely delivery of goods and services. Maintain organized records of financial documents, receipts, contracts, and audit-relevant material. Coordinate travel arrangements, per diems, and other logistics for project staff and consultants. Liaise with UNDPโ€™s operations (human resources, finance, and procurement teams) to ensure full compliance with UNDP Programme and Operations Policies and Procedures (POPP).

Event Management and Visibility

Plan, organize, and oversee project events, workshops, consultations, and trainings, ensuring logistical preparedness and inclusive participation. Contribute to communication strategies, including drafting content for social media, press releases, newsletters, and other outreach materials to highlight project achievements and promote awareness. Document and disseminate lessons learned, success stories, and best practices related to project implementation.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Institutional Arrangements:

The Project Task Analyst works under the supervision of the Project Manager and the overall guidance of UNDP CO Democratic Governance Programme Analyst / Team Leader, and closely collaborates with UNDP CO Programme and Operations team, as appropriate.ย 

The Project Task Analyst will be given access to relevant information necessary for the execution of the tasks under this assignment. Materials provided to the Project Task Analyst and all proceedings shall be regarded as confidential both during and after the contract term. Violation of confidentiality requirements may result in an immediate termination of contract.

The Project Task Analyst will be based in Yerevan with travel to Syunik, Vayots Dzor, Gegharkunik and Tavush provinces of Armenia.ย

Required Skills and Experience

Education:

Advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Social Sciences, Economics or a related field is required, orย  A first-level university degree (bachelorโ€™s degree) in the areas mentioned above in combination with 2 additional years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

Applicants with a Masterโ€™s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelorโ€™s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in project implementation and management.ย 

Required skills:

Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management system.ย 

Desired skills and competencies:

Experience in design planning and implementation of projects, preferably in development sector, mine action, disaster risk reduction, public sector reforms or related fields.ย  Experience in working, liaising and collaborating with Government counterparts, private and international organizations. Proven experience in supporting development projects, preferably with international donors. Familiarity and theoretical knowledge in International Mine Action Standards (IMAS) and humanitarian-development-peace (HDP) nexus. Proficiency in data analysis, reporting, and monitoring tools. Experience in development of analytical documents and briefs. Excellent collaboration skills, with ability to work and handle multiple activities concurrently. Ability to work independently and to participate effectively in team-based information sharing.ย  Prior experience with the UN/UNDP.

Languages:

Fluency in English and Armenian languages is required.
