ROLE SUMMARY:\n\n

Reporting to the\nProgram Manager (PM), the Project Officer is responsible for the effective聽聽聽聽administration of the project, ensuring\ncompliance with Right To Play (RTP) methodologies and standards and reporting\non project outcomes to internal and external stakeholders.\n\n

聽\n\n

This position will be\nbased in Ramallah and involves working closely with local and national NGOs,\nfocusing on capacity building and partnership management. You will manage the\nEQIE 2.0 (Enhancing Quality and Inclusive Education) project, a five-year\nprogram running from 2025 to 2029, which aims to improve reading skills and\npsychosocial well-being of primary school children in non-formal education\nsettings by utilizing play-based learning approaches.\n\n

WHAT YOU'LL DO:\n\n

#1: Project Administration\n(35% of Time):\n\n

  • Contributes to the formulation of the project strategic plans\nfeeding into the overall country strategic plan.
  • Prepares and leads the implementation plan of project activities\nfrom existing operational plan.
  • Guides Project Coordinators on executing the activities in each\nproject location.
  • Ensures that activities are compliant with RTP methodology and\nstandards.
  • Oversees community events such as Play Days to promote\ntopics/issues related to their needs.
  • Develops and strengthens understanding of our project management\ncycle with project staff and partners.
  • Compiles reports received from the Project Coordinators and\nsubmits monthly activity reports to PM.
  • Completes monthly budget projections and tracks expenditures.
  • Participates in the planning of budget and tracks activity expenses\noccurred against cash projections.
  • Procures project equipment (in coordination with Logistics\nOfficer/Assistant where applicable), within authorization levels set in the\nIn-Field Authorization Levels policy.
  • Coordinates facility upgrades based on the needs of the project\nsite.
  • Arranges for storage and delivery of sport equipment to\nparticipating schools.
  • Coordinates with other NGOs/Community-Based Organizations (CBOs)\nto ensure participation in partner events.
  • Monitors security situation in project location and reports to the\nPM.
  • Follows up on\nlogistics issues at project location and ensure assets, including project\nvehicles are maintained.\n\n

    #2: Partnership\nOversight and Compliance Management (25% of Time):\n\n

    • Works closely with Civil Society Organization (CSO) partners to\nset whole-centre reading targets and provide Psychosocial Support (PSS) and Psychological\nFirst Aid (PFA) services.
    • Facilitates organizational capacity building for CSOs, including\ntraining on Play-Based Learning (PBL) methodologies, monitoring, and\nsafeguarding.
    • Oversees the implementation of sub-grants to partners, ensuring\nadherence to RTP financial policies and procurement guidelines.
    • Monitors and supports the progress of children's literacy and\npsychosocial wellbeing through partner-delivered interventions.
    • Conducts assessments of potential partners and initiate\ncollaborations to ensure alignment with EQIE 2.0 objectives.
    • Oversees and ensures partners' compliance with established\npolicies and protocols, including safeguarding, safety and security, finance,\nprocurement, logistics, and other operational guidelines, while providing\nsupport for effective implementation and risk management in conflict-sensitive\nenvironment.\n\n

      #3: Team\nManagement (15% of Time):\n\n

      • Conducts performance appraisals for all direct reports and\nprovides regular feedback on performance.
      • Oversees performance of any contract staff such as security guards\nwhere applicable.
      • Ensures staff understand and complies with policies of RTP.
      • Assesses training needs of all direct reports with from\nproject staff, partners and stakeholders.
      • Oversees training of coaches delivered by Field Facilitators and\nobserves coaches' performance for certification.
      • Follows existing systems to reasonably safeguard the overall\nhealth, welfare and security of the project staff.\n\n

        #4: Networking,\nrepresentation and partnership building (10% of Time):\n\n

        • Shares activity plans with local NGOs, CSOs, CBOs, and government\nstakeholders identifying collaboration opportunities.
        • Maintains a positive working relationship with Ministry of\nEducation, United Nations Relief and Works Agency for Palestine Refugees (UNRWA),\nand local partners and CSOs.
        • Represents RTP at education and humanitarian forums to increase\nvisibility and advocate for project goals.
        • Ensures implementation of Memorandum of Understanding (MoUs) and\nagreements with local representation of Government, UN Agencies and partner\norganizations.
        • Facilitates collaboration and networking with other organizations,\ngovernment and other relevant institutions to enhance RTP visibility and\nproject activities.
        • Coordinates planning meetings with partners and represents RTP in\nvarious platforms.
        • Conducts an assessment survey to determine the NGOs that RTP could\npartner with and initiates partnerships.
        • Ensures partners are in compliance with RTP Code of Conduct and Global\nSafeguarding Policy.\n\n

          #5: Monitoring\nand Reporting (10% of Time):\n\n

          • Conducts regular field visits to oversee project activities,\nevents, and partner performance, and collect information for reporting on\nperformance outcomes.
          • Ensure accurate lection and timely submission of monitoring\ninformation using RTP tools.
          • Provide quarterly updates of lessons learned and best practices to\nproject teams and stakeholders.
          • Ensures accurate lection and timely submission of quantitative and\nquantitative monitoring information according to RTP monitoring tools.
          • Submits regularly reports to PM and occasionally to external stakeholders\nincluding Ministries, partners and donors.
          • Provides quarterly updates of lessons learned and best practices\nto project team, stakeholders and the PM.\n\n
