Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction
The ILO aims to build a growing footprint in advancing Just Transition in Bangladesh and will support the Government in implementing its commitments under the Just Transition chapter of NDC 3.0. As part of this effort, the ILO is working with the Laudes Foundation and actively seeking additional partners to strengthen complementary areas. Within this broader agenda, the Advancing Just Transition in Bangladesh initiative serves as a first, catalytic investment to institutionalize and implement Just Transition through a nationally anchored, multi-stakeholder platform, sectoral roadmaps, and pilot interventions that promote environmental sustainability and green decent jobs.
The Project Officer (NOA) will provide direct operational and technical support to the Technical Officer in the planning, implementation, monitoring, and reporting of project activities. The incumbent will help ensure high-quality delivery, effective coordination with partners, and consistency with ILO procedures and standards.
Description of Duties
Project implementation
โฆ Support the organization, timely and quality delivery and follow-up of project activities.
โฆ Assist in preparing activity proposals, procurement requests, and terms of reference for consultants, service providers, and implementing partners.
โฆ Coordinate logistical and substantive arrangements for workshops, training sessions, field missions, and consultations.
โฆ Monitor implementation schedules, deliverables, and expenditures, maintaining regular communication with the Project Assistant, CO-Dhaka operations and finance teams.
โฆ Assist in maintaining project files, correspondence, and databases to ensure accurate and up-to-date documentation, and availability of information to team members and partners as needed.
Analytical support
โฆ Provide research and analytical inputs to the preparation of policy briefs, background papers, and technical notes on Just Transition and NDC implementation.
โฆ Assist in the coordination of sectoral diagnostics, field assessments, and stakeholder consultations, ensuring data collection and synthesis support for technical reports.
โฆ Contribute to drafting summaries, meeting notes, and follow-up documentation for tripartite and multi-stakeholder engagements.
โฆ Support the identification and documentation of lessons learned, case studies, and good practices from project activities.
Monitoring, reporting, and knowledge management
โฆ Support tracking progress against the projectโs results-based management (RBM) framework and performance indicators.
โฆ Assist in the preparation of periodic progress reports, donor updates, and presentations for internal and external audiences.
โฆ Contribute to internal learning and knowledge exchange with other ILO projects and the Regional Office to strengthen synergies and visibility.
Communication
โฆ Assist in maintaining effective liaison and coordination with government counterparts, employersโ and workersโ organizations involved in Just Transition and climate initiatives.
โฆ Support communications and visibility activities, including preparation of short updates, briefs, and content for outreach materials.
โฆ Perform other relevant duties as required by the Project Coordinator
Required qualifications
Education
First level university degree in economics, public policy, international development, or another relevant field.
Experience
โฆ At least two years of professional experience in project coordination or implementation, preferably in areas related to decent work and environment.
โฆ Experience working with the UN, government, employersโ and workersโ organizations, and/or development partners.
โฆ Experience in results-based monitoring, reporting, or data management is an advantage.
Languages
Excellent command of English and Bangla, both written and spoken.
