DUTIES AND RESPONSIBILITIES
Under the overall guidance of the Director, Regional Office for Asia and South-West Pacific and the direct supervision of the Representative for the South-West Pacific and in coordination with the Head of the Project Development and Management Unit (PDMU), the Project Officer will contribute to the planning and delivery of WMO projects in Regional Association V (South-West Pacific). The incumbent will collaborate closely with relevant WMO departments, Members and partner organizations. The Project Officer's primary responsibility is to ensure that the projects are delivered in accordance with the project documents, to the required standard of quality and within the specified constraints of time and cost. The incumbent will perform the following duties:
a) Lead the development and management of project work plans ensuring that the projects meet delivery and expenditure targets in accordance with the approved resources, outcomes and performance indicators outlined in the project documents. Monitor project deliverables and outputs accordingly;
b) Liaise with project technical focal points (identified by relevant departments) to ensure projects are implemented according to WMO policies, technical standards and guidelines;
c) Organize Project Steering Committee meetings with relevant partners, and coordinate narrative and financial reports as required by WMO and donors;
d) Collaborate with relevant colleagues and development partners in developing new projects and mobilizing financial resources including engaging development partners such as CREWS, Adaptation Fund and the Green Climate Fund; Ensure alignment with broader strategic objectives and initiatives of WMO and development partners;
e) Track and manage project expenditures in accordance with the approved project budget and WMO financial procedures, ensuring transparency, responsibility and timely fulfilment of both programmatic targets and budgetary targets;
f) Maintain up to date and accurate project data, information and documentation to facilitate monitoring and evaluation of project activities, and to institutionalize and disseminate knowledge;
g) Track, monitor and manage project risks, identify emerging risks, address project delays, propose and implement mitigation measures as needed;
h) Plan, coordinate and participate in project missions at regional, sub-regional, national and sub-national levels as appropriate;
i) Support the development of relevant communication materials, awareness and visibility raising materials;
j) Prepare relevant documentation for the WMO Project Management Board;
k) Coordinate the work of consultants and service providers engaged in the projects, with support from relevant technical units;
l) Perform other relevant duties to ensure successful projects implementation and coordination. QUALIFICATIONS
Education
Master's degree or equivalent in in natural sciences, meteorology, climatology, international relations/international development, business administration or a closely related field. A first level university degree with two additional years of qualifying experience will be accepted in lieu of a Master's degree.
Experience
- A minimum of five (5) years of combined national, regional and international progressively responsible experience in project or programme management.
- Experience in the administration and oversight of financial resources including project budget planning and reporting.
- Experience in project development and a good understanding of the processes and requirements of key international donors, in particular the Climate Risks and Early Warning System (CREWS), Adaptation Fund (AF) and the Green Climate Fund (GCF).
Other requirements
- Understanding of challenges related to the development and implementation of projects particularly in Least Developed Countries (LDCs), Small Island Developing States (SIDS) and Developing Countries.
- Strong analytical, organizational and problem-solving skills.
- Excellent communicator and facilitator with a wide-range and multi-culture stakeholders including national governments, development partners, inter-governmental regional organizations and non-governmental organizations.
- Ability to work in a multicultural environment and to foster diversity, team spirit and collaboration.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.
(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) The position is funded from extra-budgetary resources.
New appointments on fixed-term contract of one year or more shall be subject to an initial one-year probation period. SALARY AND ALLOWANCES
Annual net base salary on initial appointment is: US$ 70212
Annual post adjustment on initial salary is: US$ 23240 (in addition to the net base salary) Additional Information:
