    Organizational Setting and Reporting Relationship

    The position of Project Officer is assigned to the Financial Sector Office (SD3-FIN) within the Sectors Department 3 (SD3). SD3 aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB's strategic agenda in finance, human and social development, and public sector management and governance in the region and with ADB's clients. SD3, which is comprised of three sector offices, delivers or supports sovereign, nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RDs) and resident missions (RMs) in engaging with developing member countries (DMCs); and ensures ADB's technical leadership externally and internally.

    FIN leads policy development and dialogue, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance (TA) processing and administration in the financial sector.

    You will be based at our Headquarters in Manila, Philippines.

    You will report to the designated Technical International staff and Officer (as applicable).

    Your Role

    As Project Officer, you will contribute to portfolio management, project administration, budget preparation and monitoring, and project processing activities related to loans and TA projects, and knowledge management. You will be assigned to projects, knowledge work, budget management, or other activities to cover assigned geographies within the sector or different practice areas, subject to the skills, experience, career preference and goal of the staff, and business needs of the team.

    You will:

  • Contribute to portfolio management activities by: (i) developing and maintaining a database of key performance indicators and project administration issues and actions; (ii) preparing or clearing consolidated and analytical portfolio management reports; (iii) ensuring that necessary actions are being taken by the concerned IS and AS without delay; and (iv) providing any stop gap support as necessary.
Analyze the sector portfolio performance, project administration workload, and provide guidance to other members of the team. Closely coordinate with the project administration teams across the sector office. Contribute to the analysis and review of mission reports and aide memoires, progress reports, and other available project performance indexes on a regular basis and ensure quality, prepare country portfolio review mission materials and tripartite portfolio review meeting documents. Contribute to addressing project administration red flags for timely corrective actions. Prepare portfolio analysis reports in Excel and presentation format for effective communication both internally and externally. Monitor and review the accuracy and consistency of data to ensure the quality of individual Project Performance Report, monitors, and analyzes the team's projection and performance on contract awards/disbursement and makes recommendations to achieve targets, when necessary, and provide inputs and review project completion and technical assistance completion reports. Review and clear loan, grant, and/or TA processing and administration documents for approval of the Technical International Staff, PAU Head and/or Director. Coordinate and provide inputs and feedback to sector office initiatives in project administration, reflecting the operational issues and experience from the team and executing agencies (EAs)/implementing agencies to ensure system improvement leads to more efficient portfolio outcomes. Ensure compliance with the checklist on use of no objection procedure for loans, grants, guarantees, multitranche financing facility, policy-based lending, results-based lending, or any other newly introduced instrument's quality. Contribute to project administration tasks for assigned loans and TAs, especially in procurement and other project administration actions, and provides guidance to EAs on ADB's procurement guidelines and policies. Provide guidance to project processing staff in the preparation of project reports, concept notes, Report and Recommendation of the President, and linked documents. Support project processing missions in designing project implementation arrangements, including procurement/disbursement procedures and project management set up, and review of financing plans; and participate in project administration missions as required. Contribute to the preparation of annual portfolio management program (i.e., consolidates and prioritizes required project supervision missions), assesses resource implications, and monitors achievement of program. Provide support to priority initiatives of the finance sector office, such as the capital market development pilot in the Philippines and other operations to promote capital market development in ADB's DMCs, including through policy dialogue and knowledge events. Working closely with the Director and PAU Head, contribute to the preparation of work program and budget resource requirements, based on the Three-Year Rolling Work Program and Budget Framework and its related annual/mid-year budget estimates, and monitor budget utilization. Work with the Budget Coordinator in monitoring progress and issues in budget utilization for efficient and effective resource use and ensure that deviations are properly accounted for and justified. Mentor and oversee junior staff. Performs other duties that may be assigned as reflected in the incumbent's workplan.

Qualifications

You will need:

Bachelor's degree or equivalent in finance, business administration, economics, engineering, public administration, or related disciplines; preferably with advanced training. At least 8 years relevant professional experience in project process or administration. Excellent written and verbal communication skills in English is required. Strong skills with computer-based applications including spreadsheets and word processing software. Comprehensive knowledge of ADB's operational processes and administration guidelines. Ability to work with good analytical thinking and problem solving. Ability to work with individuals from different cultural/national backgrounds. Additional Information

This application is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.
