Organizational Setting and Reporting Relationship
The position of Project Officer is assigned in the Agriculture, Food, Nature, and Rural Development Sector Office (SD-AFNR) within the Sectors Department 2 (SD2). SD2 aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB's strategic agenda in the region. SD2, which is comprised of SD-AFNR, the Water and Urban Development Sector Office, and the Digital Sector Office: delivers or supports sovereign, non-sovereign, and advisory operations; delivers knowledge services; supports regional departments (RDs) and resident missions (RMs) in engaging with ADB's developing member countries (DMCs); and ensures ADB's technical leadership internally and externally.
SD-AFNR leads policy development and dialogue, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance (TA) processing and administration in the Agriculture, Food, Nature, and Rural Development Sector. You will be based at our Headquarters in Manila, Philippines.
You will report to the designated Technical International staff and senior Technical Local staff (as applicable).
Your Role
As Project Officer, you will contribute to pipeline management, portfolio management, project administration, budget preparation and monitoring, and project processing activities related to loans, grants and TA projects, and knowledge management. You will be assigned to projects, knowledge work, budget management, or other activities to cover assigned geographies within the sector or different practice areas, subject to the skills, experience, career preference and goal of the staff, and business needs of the team.
You will:
- Contribute to pipeline management by: (i) systematically organizing, maintaining and updating the team's lending and nonlending pipeline database/monitoring tool for effective pipeline monitoring and reporting; (ii) monitoring and reporting on the team's pipeline achievements against targets as indicated in the workplan, as needed; (iii) monitoring status of the team's pipeline by downloading from SovOps for milestone updates ensuring that key processing dates are up to date to align with Front Office downloads; and (iv) coordinating with project teams to verify accuracy of eOps and SovOps entries and providing detailed processing status, highlighting delays and reasons for delays as well as issues and constraints that could potentially cause delays.
Qualifications
You will need:
Bachelor's degree in in finance, business administration or related fields; preferably with advanced training. At least 8 years of relevant professional experience. Work experience or understanding of agriculture and natural resources sector would be beneficial. Knowledge of a multilateral organization's policies in a wide range of areas including project processing, administration, accounting and general administration. Ability to research, analyze and check data from external and internal sources, reconcile or explain inconsistencies and perform statistical calculations. Proficiency in database management method/s. High level of proficiency in use of the Internet and standard computer applications Ability to interact in a professional manner with ADB staff and Government officials. Ability to work collaboratively with teams as a constructive team member. Ability to guide Administrative Staff (AS) to facilitate work planning, delivery, and quality review.
