    Organizational Setting and Reporting Relationship

    The position of Project Officer is assigned in the Agriculture, Food, Nature, and Rural Development Sector Office (SD-AFNR) within the Sectors Department 2 (SD2). SD2 aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB's strategic agenda in the region. SD2, which is comprised of SD-AFNR, the Water and Urban Development Sector Office, and the Digital Sector Office: delivers or supports sovereign, non-sovereign, and advisory operations; delivers knowledge services; supports regional departments (RDs) and resident missions (RMs) in engaging with ADB's developing member countries (DMCs); and ensures ADB's technical leadership internally and externally.

    SD-AFNR leads policy development and dialogue, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance (TA) processing and administration in the Agriculture, Food, Nature, and Rural Development Sector. You will be based at our Headquarters in Manila, Philippines.

    You will report to the designated Technical International staff and senior Technical Local staff (as applicable).

    Your Role

    As Project Officer, you will contribute to pipeline management, portfolio management, project administration, budget preparation and monitoring, and project processing activities related to loans, grants and TA projects, and knowledge management. You will be assigned to projects, knowledge work, budget management, or other activities to cover assigned geographies within the sector or different practice areas, subject to the skills, experience, career preference and goal of the staff, and business needs of the team.

    You will:

  • Contribute to pipeline management by: (i) systematically organizing, maintaining and updating the team's lending and nonlending pipeline database/monitoring tool for effective pipeline monitoring and reporting; (ii) monitoring and reporting on the team's pipeline achievements against targets as indicated in the workplan, as needed; (iii) monitoring status of the team's pipeline by downloading from SovOps for milestone updates ensuring that key processing dates are up to date to align with Front Office downloads; and (iv) coordinating with project teams to verify accuracy of eOps and SovOps entries and providing detailed processing status, highlighting delays and reasons for delays as well as issues and constraints that could potentially cause delays.
Contribute to portfolio management activities by: (i) developing and maintaining database of key performance indicators and project administration issues and actions; (ii) preparing or clearing consolidated and analytical portfolio management reports; (iii) using various sources (e.g., Operations Dashboard, PPFD's Portfolio Management Unit) and in coordination with project teams if needed, respond to ad hoc requests for portfolio data; and (iv) providing any stop gap support to project administration as necessary. Analyze the sector portfolio performance, project administration workload, and provide guidance to other members of the team. Closely coordinate with the project administration teams across the sector office. Contribute to the analysis and review of mission reports and memorandum of understanding/aide memoires, progress reports, and other available project performance indexes on a regular basis and ensure quality. Contribute to addressing project administration red flags for timely corrective actions. Monitor and review the accuracy and consistency of data to ensure the quality of individual Project Performance Reports; monitor and analyze the team's projections and performance on contract awards/disbursement, project completion report/technical assistance completion report programs, and make recommendations to achieve targets, when necessary. Prepare portfolio analysis reports in Excel and presentation format for effective communication both internally and externally. Coordinate and provide inputs and feedback to sector office initiatives in project administration, reflecting the operational issues and experience from the team and executing agencies (EAs)/implementing agencies to ensure system improvement leads to more efficient portfolio outcomes. Support project administration for assigned loans, grants and TAs, especially in processing change memos, supporting PPFD colleagues in procurement and financial management and project team leaders in other project administration actions; and provide guidance to EAs and IAs on relevant ADB guidelines and policies. Participate in project inception, annual review, midterm review, special loan administration, and project completion review missions, and contribute to the mission memorandum of understanding/aide memoire and back-to-office reports. Contribute to the preparation of project completion reports and technical assistance completion reports for assigned projects. Undertake quality at entry review of various project and TA processing documents including concept notes, report and recommendation of the president and annexes/linked documents, and TA reports, taking into consideration the relevant Staff Instructions, ADB templates, and ADB's Handbook of Style and Usage. Provide guidance to project processing teams in the preparation of processing documents, including project concept notes, report and recommendation of the President and annexes/linked documents, and TA reports. Support project processing missions in designing project implementation arrangements, including procurement/disbursement procedures and project management set up, and review of financing plans, as required. Contribute to the preparation of annual portfolio management program (i.e., consolidate and prioritize required project supervision missions), assess resource implications, and monitor achievement of program. Working closely with the Director, contribute to the preparation of work program and budget resource requirements, based on the Three-Year Rolling Work Program and Budget Framework and its related annual/mid-year budget estimates, and monitor budget utilization. Monitor progress and issues in budget utilization for efficient and effective resource use and ensure that deviations are properly accounted for and justified. Lead undertakings of knowledge management products for the team and knowledge sharing. Mentor and oversee junior staff. Perform other duties that may be assigned as reflected in the incumbent's workplan.

Qualifications

You will need:

Bachelor's degree in in finance, business administration or related fields; preferably with advanced training. At least 8 years of relevant professional experience. Work experience or understanding of agriculture and natural resources sector would be beneficial. Knowledge of a multilateral organization's policies in a wide range of areas including project processing, administration, accounting and general administration. Ability to research, analyze and check data from external and internal sources, reconcile or explain inconsistencies and perform statistical calculations. Proficiency in database management method/s. High level of proficiency in use of the Internet and standard computer applications Ability to interact in a professional manner with ADB staff and Government officials. Ability to work collaboratively with teams as a constructive team member. Ability to guide Administrative Staff (AS) to facilitate work planning, delivery, and quality review.
