Organizational Setting and Reporting Relationship
The position of Project Officer is assigned to the Transport Sector Office (SG-TRA) within the Sectors Group (SG). You will be based at the Pakistan Resident Mission (PRM) Office in Pakistan.
You will report to the Director, Transport or designated International Staff in the Transport sector office. You will have a matrix reporting to the Country Director, PRM or designated International Staff and will oversee administrative staff within the division.
Your Role
As a Project Officer (Transport), you will provide technical and operational support in project processing and implementation in the transport sector related to the MTR implementation (focusing on all transport projects) and related operations, taking contributory role in their administration, under the guidance of the designated International Staff supervisor and working closely with the PRM and ADB headquarter staff, government officials, and other external stakeholders.

Project and TA Administration
- Administer implementation of assigned projects in the transport sector by undertaking regular review and other missions, monitoring progress, actively identifying issues and taking actions to address them.
Project and TA Processing
Participate in fact-finding missions, including but not limited to providing support in reviewing technical designs and cost estimates, liaison with government officials, data and project costing, procurement packaging and related technical issues.Thematic, Analytical and Sector Work
Contribute to transport sector work in the field by conducting assigned transport sector research, updating information on the transport sector, analyzing transport sector issues and preparing reports on the subjects. Assist in the preparation of sector assessments within the context of development aid effectiveness and national sector strategy to be utilized for programming purposes. Maintain up-to-date knowledge base of future Government investment plans and approval processes, organizational structures and policies relevant to the assigned sectors. Maintain close relationships with relevant Government agencies and ADB staff. Participate in conferences, seminars, workshops related to transport sector.Portfolio Management
Assist in maintaining MIS on portfolio performance and maintain accurate data on current status of implementation progress of ongoing transport projects. Prepare in consultation with the EAs, the yearly contract award and disbursement targets and monitor the achievement of those targets. Monitor and coordinate with the EAs, the timely submission of monthly/ quarterly progress reports, audited project accounts and financial statements, and withdrawal applications. Participate in Tripartite Portfolio Review Meetings (TPRM) and prepare background and issue papers related to the transport sector for TPRMs. Participate in Country Portfolio Review Mission and provide inputs for monitoring overall performance of ADB's transport sector portfolio, including inputs for pre- and post-mission documentation.Others
Qualifications
You will need:
Bachelor's degree in civil engineering, preferably with advanced training. At least 8 years of relevant professional experience and demonstrated expertise in project management and implementation within the assigned sector Experience & knowledge of various stages of the project cycle in transport sector (project planning / feasibility analysis / detailed design / project implementation / construction supervision / contract management) is desirable Sound knowledge of government administrative systems and procedures Familiarity with accepted best practices of procurement and disbursement processes Excellent written and verbal communication skills in English is required Familiarity with local languages and institutions. Excellent interpersonal and communication skills, ability to work in a multicultural environment. Ability to work effectively and collaboratively in team-oriented environment. Ability to take initiative and work proactively. Flexibility/willingness to perform variety of tasks and expand the scope of work and responsibilities as needed. Proficiency in the use of technology packages (common word-processing, spreadsheets and graphics, PowerPoint and web-browsing and search engines. This opening is a local staff position. It is open only to nationals and residents of Pakistan.
This is a fixed term appointment with option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (โRecruitment and Appointmentโ). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
