INTRODUCTION TO GGGI

The Paris Agreement provides a comprehensive framework for signatory Parties to reach an ambitious commitment to limit the increase in global average temperature to well below 2ยฐC, and to pursue efforts to limit the increase to 1.5ยฐC in a cooperative manner. This framework covers a number of instruments including cooperative approaches under Article 6 which allows signatory countries (and private sector entities authorized by these countries) to engage in international carbon transactions. The Carbon Pricing Unit (CPU) of GGGI is a global leader in Article 6 international carbon trading technical assistance, implementing several programs since 2019 related to preparing and supporting countries in trading, opening up international carbon markets. The resultant flow of transactions is envisaged to build a robust and reliable global price for carbon, something many areas of the private sector have long called for as a way to motivate the transformational change needed to achieve the ambitious goals of Paris.

The Carbon Transaction Facility (CTF), launched in October 2024, one of the primary mechanisms through GGGI supports its member and partner countries to achieve readiness to engage in the international carbon markets established under Article 6 of the Paris Agreement. The CTF is a collection of single and multi-donor funds that cover the full spectrum of Article 6 cooperation โ€“ from readiness to transactions of internationally transferred mitigation outcomes (ITMOs). As of May 2025, GGGI serves as fund manager for three funds, including the multi-donor โ€œReadiness Facility,โ€ a USD19million fund which targets four key strategic readiness outcomes: (1) Awareness raising and capacity building; (2) Article 6 governance framework development; (3) Mitigation activity (project) origination; and (4) Multi-directional knowledge exchange. serves as fund manager for CTF.

Within the Readiness Facility program, the Strategic Hub for Article 6 Readiness Exchange (SHARE) project is a 3-year flagship global initiative that will build a structured knowledge ecosystem to support GGGI members and partners in preparing for and participating in Article 6 markets. Whereas the Readiness Facilityโ€™s targeted in-country support projects focus primarily on governance framework development and mitigation activity origination, the SHARE project will work across all scales โ€“ from national to global โ€“ to enable knowledge creation, transfer, exchange, and management, anchoring the Readiness Facilityโ€™s learning agenda to improve in-country delivery and scale up Article 6 market development globally. The project includes activities such as development of global knowledge products, capacity building, structured knowledge transfer and exchange in both in-person regional and global events as well as through webinars, and the implementation of an online knowledge hub (website) to disseminate knowledge across the globe.

POSITION SUMMARY

The SHARE Project Manager will report to the Readiness Facility Manager. S/he will be responsible for managing the full project cycle, including implementation of activities across knowledge creation, capacity development, knowledge exchange, and knowledge management. S/he will lead a team of staff in Seoul HQ, work closely with the Readiness Facility Manager to build and manage key global partnerships, and ensure SHAREโ€™s contribution to the CTFโ€™s broader results framework.

The SHARE Project Manager will oversee the day-to-day leadership and delivery of the project, ensuring high-quality outputs, effective stakeholder engagement, and strong internal coordination within GGGI. They will be responsible for ensuring the project is delivered within the scope, timeline and budget approved by the Readiness Facility Committee and according to the rules and processes required under GGGIโ€™s Project Cycle Management guidelines. As such, the Project Manager must have deep expertise in project management, knowledge management systems, international carbon markets (preferably Article 6), and capacity development and knowledge exchange approaches.

PURPOSE

Lead the effective design, planning, implementation, monitoring, and reporting of the SHARE project. Oversee project management for SHARE, including detailed work and budget planning, team management (staff members, interns, consultants, technical desk), risk management, and quality assurance in line with GGGIโ€™s project cycle. Guide the development of concept notes, TORs for consultants, and partnership agreements necessary for effective delivery. Lead the creation of a research and knowledge agenda that adds value to CTFโ€™s mission to open carbon markets through the implementation of cooperative approaches, providing practical guidance and tools for potential host countries. Ensure delivery of high-quality knowledge products, capacity development activities, knowledge exchange events and external knowledge dissemination activities. Lead the creation and strengthening of strategic partnerships with peer organizations to promote coordination and coherence in global Article 6 readiness efforts. Promote continuous learning, innovation and adaptive management within the project and across the Readiness Facility. Work closely with the Readiness Facility Manager and communications team to position CTF and GGGI as core global assets on carbon market implementation.

ENGAGEMENT

Work closely with the Readiness Facility Manager within the Carbon Pricing Unit to build partnerships and collaborate with government officials, knowledge partners and experts, development partners (e.g., development banks, UN agencies, bilateral development agencies, and multilateral efforts to build high integrity international carbon markets), as well as private sector representatives. Pioneer outreach and partnerships with peer knowledge institutions globally; lead establishment of a knowledge network for collaboration and peer review of project outputs. Represent GGGI and SHARE at global coordination meetings, providing feedback to CPU management and identifying opportunities to build synergies with international partners. Manage coordination between stakeholders involved in project delivery. This includes scheduling and participating in meetings, consultations and working sessions in both in-person and virtual settings, across time zones and geographies. Collaborate closely with CPU's technical desk officers, knowledge management specialists, country teams, GGGIโ€™s sector specialists, and the CPU management team. Coordinate internally across GGGIโ€™s divisions, geographies, and projects to ensure lessons learned from Article 6 implementation are captured and disseminated globally. This includes leveraging synergies between SHAREโ€™s deliverables and the cross-cutting knowledge deliverables and activities under the Supporting Preparedness for Article 6 Cooperation project (such as the Article 6 Implementation Toolbox and Community of Practice for Article 6 Implementing Countries).

DELIVERY

Lead the operational and financial management of SHARE, including oversight of a $3mn budget over 3 years. Supervise project staff including a knowledge management support staff and lead the planning and recruitment of consultants and firms involved in knowledge product development and capacity building efforts. Guide work planning processes, including development of concept notes, consultant TORs, and partnership agreements aligned with SHARE objectives. Implement robust risk management strategies, ensuring project alignment with GGGIโ€™s quality standards and responsiveness to evolving country needs. Lead the formulation and rollout of innovative, high-impact knowledge products and tools that support Article 6 implementation, developed through consultations with internal and external experts. Coordinate and deliver structured knowledge-sharing events such as GGGIโ€™s annual global knowledge exchange, regional events, and webinars. Oversee the development of a curriculum and implementation of a virtual training program for national financial institutions engaged in Article 6 mitigation activities. Ensure strong stakeholder engagement, including peer review of selected knowledge products and collaboration with CTF partners. Identify and implement strategies for feedback loops between SHARE and in-country readiness delivery to enhance mitigation activity origination and improve global learning.

REQUIREMENTS

QUALIFICATIONS

Masterโ€™s degree in economics, finance, international development, environmental policy, carbon markets, climate change, knowledge management, or a related field. Minimum 7 years of experience in project management at the national or global scales (including work planning, financial management, people management, communications and stakeholder coordination), preferably in international development, climate finance, or carbon markets. Minimum of two years of international experience (living and working outside of home country). Understanding of and experience in carbon pricing, international carbon markets and/or Article 6. Proven track record in delivering knowledge exchange, knowledge management initiatives and capacity development projects. Understanding of the global ecosystem, context and scale of need for Article 6 support to developing countries. Experience establishing, coordinating and strengthening partnerships between international development partners is a strong advantage. An excellent command of spoken and written English. Ability to speak French and/or Spanish is an advantage.

WORKING CONDITIONS

The Senior Officer is a X9 grade level in GGGI's international salary scale, details of which can be found in the GGGI Staff Rules on GGGIโ€™s website. In addition, GGGI provides 27 days of annual leave, flexible work arrangements and contribution towards private health insurance that covers dental and vision. The initial appointment is for 33 months, renewable subject to satisfactory performance and budget availability.
