Job Summary:
The Project Manager will lead and coordinate the implementation of a work plan for EpiCโs infectious disease, malaria and global health security (GHS) activities in Cambodia. This includes planning, execution, and stakeholder engagement to support the national malaria and GHS program. The role involves strategic oversight of all infectious disease, malaria, and GHSrelated efforts, aligning with the Government of Cambodia, the U.S. Department of State, and
other partners. The manager will also support monitoring and evaluation, as well as financial and technical reporting, and manage any malaria and GHS subcontractors. The position serves as a key liaison among local and international stakeholders, ensuring that EpiCโs contributions effectively address emerging gaps in infectious disease, malaria and GHS response and
surveillance.
Accountabilities:
Project Management:
โ Manages and oversees the development of projects from initiation to completion.
โ Manages capacity-building project staff in coordinating and implementing project activities, delivering quality and accountability.
โ Develop and deliver a project management plan that encompasses all the details of a project to team members.
โ Provide guidance and monitoring to project staff, ensuring clarity on project plans and priorities, and fostering effective teamwork.
โ Develops best practices and tools for project execution and management.
โ Defines project scope, goals, and deliverables that support business goals and strategic vision of management.
โ Develops and delivers project plans, documentation, training, presentations and budget proposals to management and staff.
โ Identifies and resolves project issues, implementing improvement plans to ensure the project stays on schedule and within budget.
โ Evaluates the progress of the project regularly.
โ Builds, develops and nurtures partnerships essential to the project's success.
โ Manages the operational and tactical aspects of multiple projects in a matrix environment.
โ Oversees entire projects with focus on minimizing risk across multiple projects, monitors budgets, and scope to ensure the successful execution of project deliverables and the completion of the project.
โ Manages the development of project teams to ensure compliance with policies and procedures and develops and implements process improvement plans.
โ Identifies partnerships, opportunities, and information to present to management, helping to achieve the company's strategic goals.
โ Keeps abreast of the latest strategies, tools, and terminologies used in project management worldwide to adopt and increase productivity.
โ Leads sub-award design and is responsible for sub-award monitoring.
โ Performs other duties as assigned.
Project Administration:
โ Establish a communication schedule to update stakeholders, including relevant staff within
the organization, on the projectโs progress.
โ Determine the resources (time, money, equipment, etc.) required to complete the project.
โ Develop a schedule for project completion that effectively allocates the resources to the activities.
โ Builds and implements or socializes the best practices for performing all tasks.
โ Review the project schedule with senior management and all other staff that will be affected by the project activities; revise the schedule as required.
โ Determine the objectives and measures upon which the project will be evaluated at its completion.
โ Execute the project according to the project plan.
โ Author reports on the project for management and for funders.
โ Communicate with funders as outlined in funding agreements.
โ Develops best practices and tools for project execution and management.
Financial Management:
โ Monitor and approve all budgeted project expenditures in consultation with Associate Director of Finance.
โ Manage all project funds in accordance with established accounting policies and procedures.
โ Ensure that all project financial records are up to date.
โ Prepare financial reports and supporting documentation for funders as outlined in the funding agreement.
Personnel Management:
โ Coaches, mentors, and manages project team to ensure quality, efficiency, and compliance with project and company standards/policies.
โ Provide guidance and monitoring to project staff, ensuring clarity on project plans and priorities, and fostering effective teamwork.
โ Manages the development of project teams to ensure compliance with policies and procedures and develops and implements process improvement plans.
โ Develop tools and techniques for delegating tasks according to the skills and evaluatethe performance of all team members.
โ Ensure that all project personnel receive an appropriate orientation to the organization and the project.

โ Reports to EpiC Project Director.
Education: **
โ Minimum of a Masterโs degree (or higher) in public health, international development, or a related field, with a preferred focus on infectious disease and GHS.
Experience: **
โ At least 7-10 years of experience managing malaria, infectious disease and/or GHS activities in Cambodia.
โ Strong knowledge of the Cambodian health system.
โ Demonstrated interpersonal skills in facilitation, stakeholder engagement, and coordination.
โ Familiarity with U.S. Government (USG) management, programming, and operations, including regulatory and reporting requirements.
โ Knowledge of operationalizing guidelines and procedures.
โ Experience working in the government sector
โ Knowledge and skills in training and facilitation, including the development of curricula and
resources using innovative training approaches.
โ Well-developed written and oral communication skills.
โ Understanding of different donor requirements

โ Typical office environment.
โ Ability to spend long hours looking at a computer screen and doing repetitive work on akeyboard.
โ Ability to sit and stand for extended periods.
โ Ability to lift/move up to 5 lbs.
Technology to be Used:
โ Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.
