Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.
The Office of Safety and Security Coordination (NSOC) is located in the Office of the Deputy Director General, Head of the Department. Its mission is to ensure the technical consistency and effective coordination of the IAEA's activities in the nuclear, radiation, transport and waste safety and nuclear security programmes. NSOC comprises three Sections: the Programme and Strategy Coordination Section, the Networks Management and Partnership Section and the Safety Standards and Security Guidance Development Section.
The mission of the Network Management and Partnership Section (NMPS) is to ensure the further development of the Global Nuclear Safety and Security Framework by facilitating knowledge management, knowledge networks and capacity building. The section will also act as a focal point of contact for extrabudgetary projects with donors, partners and IAEA internal organizational units and will provide for a departmental level monitoring and evaluation of all extra budgetary projects, by ensuring compliance with donor requirements and IAEA internal rules and guidelines.

Main Purpose

Reporting to the Section Head of the Networks Management and Partnership Section, the Project Management Officer contributes to the management and implementation of the activities related to the regional and thematic safety networks. The main purpose is to promote the cooperation, coordination and collaboration among the different networks from different regions, to enhance the coordination and cooperation of the partnerships within and outside the department and to further strengthen the capacity building and safety infrastructure development nationally, regionally and globally. The Project Management Officer provides appropriate advice and support for computerized solutions aimed at improving business processes and systems to facilitate the primary needs of the GNSSN and also applies technical knowledge to create effective information systems.

Role

As a team member of the Networks Management and Partnership Section, the Project Management Officer is (1) a developer and implementer of the work programme and activities of safety networks; (2) a coordinator of capacity building activities, for both staff of the department and Member States (3) project manager for initiating, planning, executing and controlling agreed work; (4) an advisor to management, providing recommendations for improving work processes; (5) a coordinator within the Department and Member States in the field of regional networks.

Functions / Key Results Expected

Contribute to the development of the work programme for GNSSN and the regional and thematic safety networks.

Cooperate with Member States, relevant organizations and key persons to facilitate implementation of activities of GNSSN and the regional and thematic safety networks.

Collaborate with other departments and Offices of the Agency with a view to continuous improvement of the services provided by the Department, in synergy with the services offered by other Departments, particularly for countries embarking on nuclear power programmes.

Contribute to the capacity building of the Member States as well as the Departments staff, in synergy with all the Department core activities.

Contribute to coordinating the departmental knowledge management process, including the NS intranet, induction course for NS newcomers.

Provide training and workshops to users on technical topics.

Provide project management for agreed knowledge network IT solutions and oversee/execute implementation of IT undertakings.

Qualifications, Experience and Language skills

Bachelor's Degree - University degree in science, international relations, project management, business administration, economics, international law or other related field.

Minimum of five years of relevant working experience in project management.ย 
Experience required in project management, particularly in knowledge networks project coordination.
Experience required in developing capacity building programmes, education and training programmes, human resource development plans, knowledge management, preferably in international organizations.
Experience required in establishing management systems, preferably in international organizations.
Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, English, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $70212 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 34825*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.       • Appointment is subject to a satisfactory medical report.
      • Staff members may be assigned to any location.
      • Candidates appointed to posts in the Professional and higher categories are subject to IAEA rotation policy and their maximum tour of service shall normally be seven years.
      • The IAEA retains the discretion not to make any appointment to this vacancy, to make an appointment at a lower grade or with a different contract type, or to make an appointment with a modified job description or for shorter duration than indicated above.
