After the passage of a comprehensive electoral and political reform in 2023, followed by a National Referendum in May 2024, Vanuatu has entered into new phase of implementing these reforms, which provide for greater independence to electoral management bodies, introduces more modern and inclusive electoral management, regulation and registration of political parties.

The Vanuatu Electoral Environment Project (VEEP) has been providing technical assistance to Electoral Commission, Vanuatu Electoral Office and Civil Registration and Identity Management (CRIM) Department since 2016. The third phase of the project โ€œVEEP IIIโ€ builds on previous electoral assistance to Vanuatu with the objectives of consolidating the achievements of previous electoral assistance and to further the democratic development of Vanuatu. The project will do this by further strengthening the Electoral Commission (EC) and the Vanuatu Electoral Office (VEO) to more effectively implement their newly independent mandate, and ensure inclusive, transparent, and credible electoral processes and by improving the institutional environment and practice of democracy.ย  ย 

The project strategy is twofold: (i) to support the positive growth of the institutional environment: the laws, rules, and regulations of the democratic processes; and (ii) to empower the agency of stakeholders: notably the Electoral Commission / VEO on one hand and individual citizens and civil society organisations on the other. In this regard, VEEP III will support to the EC/VEO, to work in partnership with key stakeholders, including with civil society organisations, to improve voter education and to maintain trust in the electoral and broader democratic system.

The VEEP III project has the following objectives:

Provide services to support all citizens, including women, youth, persons with disabilities, and other marginalized groups, to be increasingly aware of elections and the importance of democratic practices and processes Voter register kept accurate and updated with every eligible voter registered Political parties operate within the legislated regulatory environment Effective and efficient electoral governance with less reliance on external assistance

Duties and Responsibilities

The Project Management and Monitoring and Evaluation Specialist works under the general supervision of Chief Technical Specialist.

Project Management and Monitoring & Evaluation Specialist will report to Chief Technical Specialist (CTS).ย  Following the programmatic lead of Chief Technical Specialist (CTS), Project Management and Monitoring & Evaluation Specialist will perform the following functions:

Coordinate and supervise effective project planning and implementation.

Coordinate and supervise project implementation, including through Quantum and other UNDP platforms, to ensure the effective realization and quality of outputs and adherence to applicable UNDP policy and programme management procedures and Government standards, rules, and regulations.ย  Ensure proper execution of all administrative activities associated with project implementation, including mobilizing goods and services, preparing Terms of Reference, completing contracting processes, recruiting/selecting consultants and experts, and managing financial arrangements/transactions and their correct authorization. Assist the Finance/Admin Officer in raising payment requests and facilitating IC consultancy delivery paperwork.ย  Support grant management and reporting. Carry out technical review of project documents produced by the project team and partners, and ensure high technical standards are met.ย  Ensure all project interventions integrate a gender equality perspective/gender equality mainstreaming to the extent local context allows.

Monitor and report on progress in implementing project activities and achieving the targets set.

Provide technical advice to the project in developing baselines and indicators for project monitoring and evaluation and coordinate the finalization of detailed results framework, including through Quantum and other UNDP platforms, as required. Develop clear strategies and an effective system for data collection, means of verification, and information sharing and reporting.ย  Lead the implementation of project monitoring, evaluation, and results framework to identify plan deviations and other problems; and make needed course corrections within agreed upon tolerances to achieve results.ย  Lead the development and conduct of mid-term and annual reviews and end line assessment; and coordinate the conduct of audits and independent evaluations. Organize project review and evaluation meetings.ย  Coordinate the preparation of corporate, donor and government reports in line with the reporting schedule and UNDP and donor requirements. Ensure provision of ad hoc reports and information requested by relevant entities. Assist CTS in donor relations, meetings of the Project Board and other stakeholder management tasks. Ensure proper operational and financial closure of the project.ย  Maintain project archive.

Facilitate long term capacity building and knowledge sharing in area of elections and governance.ย 

Identify capacity building needs and opportunities. Support CTS in development of long term institutional capacity building strategies, operational plans and procedures. Ensure appropriate training, project workshops and other relevant activities are organized and implemented in a consultative manner, involving technical experts and stakeholders that may include the government, private sector, NGOs, donors, and/or academia. Ensure effective communication of the project achievements.ย  Develop knowledge resources and products to share with project partners and to support UNDPโ€™s engagement in this area. Promote advocacy for UNDPโ€™s work and opportunities for collaboration in addressing development trends in coordination with the project partners, stakeholders, and UNDP communications staff. Ensure that project reports capture results, lessons learned and good practices. Participate in UNDP regional and international fora on elections and governance.ย Identify opportunities for the project partners to participate in local and global networks, communities of practice, and other knowledge management mechanisms.ย

Required Skills and Experience

Education:

Advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or related field is required, orย  A first-level university degree (bachelorโ€™s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

Minimum of 5 years (with Masterโ€™s degree) or 7 years (with Bachelorโ€™s degree) of relevant and diversified professional experience in programme management, preferably in the area of in the area of democratic governance, elections, institutional strengthening, international development, human rights. Previous experience in electoral assistance. Previous experience working with the United Nations System and delivering United Nations mandate or work in development context. Experience in the use of computers, office software packages (MS Word, Excel, Power Point, etc.)ย  Excellent reporting and communication skills and familiarity with wide range of communication tools.ย  Previous experience and knowledge of UNDP Program Management, rules, regulations, policies, and procedures. Previous experience in institutional capacity building. Familiarity with assessment, evaluation and comparative studies methodologies.ย  Previous experience in the Pacific region. Sound knowledge of UNDP project management and operational rules, preferably by managing multi-donor projects with project teams. Able to communicate effectively, verbally and in writing with a wide range of people within UNDP, Governments, donors, and UN agencies. Strong drafting, report-writing skills and oral communication skillsย  Ability to work under pressure in a multicultural and complex environment
