The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year (2019โ2027) global health project initially funded by the U.S. Department of State (DoS) as part of the Presidentโs Emergency Plan for AIDS Relief (PEPFAR). EpiC operates in approximately 50 countries, addressing key public health challenges such as HIV/AIDS, pandemic preparedness, and global health security.
In Ukraine, EpiC is expecting to roll out activities related to strengthening global health security capacity and systems. This may include strengthening outbreak preparedness and response systems, disease surveillance, infection prevention and control, zoonotic diseases, laboratory systems, biosafety and biosecurity, risk communication and community engagement, and health emergency management.
FHI 360 is seeking qualified candidates for a Project Director to be based in Kyiv, Ukraine. This position is currently open to Ukrainian nationals, as well as individuals of other nationalities who are residing in Ukraine or are willing to relocate to Ukraine. Professional proficiency in written and spoken Ukrainian is strongly preferred.
This position is contingent upon funding from Department of State.
Job Summary:
The EpiC Ukraine Project Director will provide leadership, management, and strategic direction for the EpiC Global Health Security project in Ukraine. The Project Director will be responsible for ensuring that project goals and objectives are achieved on-time and within budget and the submission of high-quality deliverables to the donor and EpiC headquarters (HQ). They will serve as the primary point of contact for EpiC in Ukraine, liaising with U.S. Department of State (DoS) representatives and developing and maintaining working relationships with a diverse group of organizations and stakeholders, such as the Ministry of Health, senior government officials, health workers, international and national development organizations, vendors, and U.S. Government (USG) representatives. They will supervise the project team and provide technical and management leadership to successfully implement the work plan, monitor expenditures in line with the approved budget, achieve the projectโs targets and goals, oversee compliance with US Government and FHI 360 policies and regulations, and identify, monitor and mitigate risks.
The Project Director will report to EpiCโs HQ team in FHI 360 and will work in close collaboration with HQ to plan and direct project implementation from start to close.
Accountabilities:
Lead planning of in-country activities and establish/nurture partnerships to meet or exceed goals, objectives and USG expectations.
Ensure resources (financial and human) are allocated for successful implementation, in alignment with approved budgets and work plans.
Oversee and ensure safety and security, in compliance with relevant policies (FHI 360 and USG) including safeguarding.
Serve as primary in-country point of contact for USG, project partners (subawardees), Ukrainian government counterparts and other stakeholders.
Review and adjust implementation based on data from M&E, results from management reviews, changes in operating environment, and other essential inputs.
Oversee project operational functions including finance, procurement, subaward management, and logistics. Liaise with FHI 360โs other projects/offices in Ukraine for shared functions such as human resources (HR), security, travel, etc.
Identify, mitigate and escalate risks.
Supervise, coach/mentor, provide feedback and contribute to corrective action/discipline, as needed, of staff.
Comply with established policies, procedures and performance standards.
Create, promote, and maintain a safe and equitable work environment for all personnel, including a harassment- and violence-free work culture, and systems for safeguarding project participants.
Applied Knowledge & Skills:
Comprehensive knowledge of theories, concepts and practices with project management, process development and execution.
Excellent and demonstrated project management skills.
Excellent oral and written communication skills.

Education:
Bachelor's Degree or its International Equivalent โข Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth or a Related Fields; Masterโs degree preferred
Project Management (PM) Certification preferred.
Experience**:
10+ years of relevant experience with donor-funded development projects (including 5+ years of line management experience).
Proficient with applicable rules, regulations, and policies associated with international development and non-governmental organizations (NGOs).
Demonstrated expertise in management of large, complex and high-quality health projects, with demonstrated expertise in global health security and infectious diseases programming. Experience in managing former USG-supported projects strongly preferred.
Experience in overseeing all aspects of international donor-funded projects, with a preference for USG-funded projects, including program and financial management, human resources, compliance, and quality assurance.
Demonstrated strategic planning, staff development and capacity building experience.
Experience in leadership in establishing and maintaining positive working relationships and partnerships with major stakeholders including governments, donor agencies, partners, and community networks in global health security.
Proactive in managing multiple tasks, managing and working in the virtual work environment, and flexible and open to managing time for working with different teams in different time zones as needed.
Excellent interpersonal, organizational, communication, coordination and collaboration, team building and management, and problem-solving skills.
Experience operating in insecure or conflict environments. Experience working in Ukraine and familiarity with the Ukrainian context and complex operating environment is strongly preferred.
Must be able to read, write, and speak fluent English. Professional proficiency in spoken and written Ukrainian strongly preferred.
