Context
IOM in South Sudan implements a wide range of programs focused on three key areas: humanitarian coordination and support, humanitarian response and resilience, and peacebuilding, transition, and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM), Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH), and managing WASH and Shelter/NFI core pipelines, humanitarian hubs, and common transport services. Humanitarian response and resilience efforts include CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support, and the management of a Rapid Response Fund. Under peacebuilding, transition, and development, IOM South Sudan implements programs addressing housing, land, and property issues; transition and recovery; transhumance conflict prevention; community-based violence reduction; community development; and migration management.
As part of its community development portfolio, IOM is implementing a World Bank-funded project (Enhancing Community Resilience Project โ ECRP II) that seeks to address key gaps in basic service delivery and strengthen local institutions capacity to better manage inter-communal tensions and resources across 10 counties in South Sudan. The project aims to contribute to improve access to services through the construction of community infrastructure based on the needs and prioritization of the community members.
Under the overall supervision of the Chief of Mission (COM) and direct supervision of the Senior Programme Coordinator (Community Resilience and Disaster Risk Management) in Juba, and in collaboration with relevant units, the Project Coordinator (Technical Infrastructure) will be responsible for managing, coordinating and providing technical guidance and advice to all community infrastructure projects under the ECRP II Project, and across the mission as required, including technical, administrative, and logistical supervision, as detailed below.
The candidate will manage all staff and all preconstruction activities and direct site assessment teams for the identification of suitable projects, preparation and review drawings and BoQโs and tender documents and supervise tendering and awarding of contracts. Candidate will supervise national and international engineering teams in the procurement, design and implementation of community infrastructure works in eleven counties of South Sudan. Further the incumbent will closely monitor implementation of the activities, troubleshooting issues and avoiding delays to ensure that infrastructure activities will be carried out to a high level and according to the timeline of the project.
1. Manage and coordinate the technical assessment, identification of technical alternatives, design, implementation, and monitoring of the activities required for the successful completion of the Infrastructure Component of the ECRP II Project.
2. Ensure that the infrastructure projects meet their intended scope, timeframe, quality and budget in alignment with Infrastructure Compliance Guidelines, Standard Operating Procedures (SoPs), Post Descriptions (PDs), and the strategy of the ECRP Project. Notify in a timely manner of any changes needed and take action for delays or workarounds required for timely completion of activities.
3. Oversee the technical components and activities of the project that require engineering capacity, including the development and/or review of technical specifications, concept notes, project proposals and budgets, ensuring that mechanisms and modalities are appropriate and in line with international standards and best practices.
4. Develop and/or ensure the implementation of project work plans and take action for delays or workarounds required for the timely completion of activities.
5.ย Coordinate the operational and administrative aspects, and backstop the financial and budgetary aspects of all ongoing infrastructure projects, including oversight responsibility for project implementation, in coordination with Resources Management staff and programme units as required.
6. Oversee and lead monitoring activities to assess project implementation, undertaking regular visits to the areas of operation and ensuring that materials and resources are being properly utilized in compliance with design and technical specifications. Ensure that contractors adhere to scheduling and ensure the preparation of completion certificates. Ensure adequate contracts management with service providers, overseeing change requests, close out procedures and progress/final payments.
7. Coordinate procurement, ensuring alignment with approved specifications or Bills of Quantities (BoQs), in collaboration with procurement and logistics staff at Juba and Sub-office level, to ensure the procurement and delivery of the required materials and items to the respective sites in a timely manner.
8. Establish and maintain effective working relationships with counterparts, officials, local authorities and relevant stakeholders. Prepare progress, weekly, monthly and other required reports. Ensure that project data and information is archived and shared appropriately.
9. Coordinate with government counterparts and officials on community infrastructure needs and on strategic planning of infrastructure programming in target counties.
10. Supervise and coordinate the work of relevant Infrastructure staff, provide inputs for performance evaluations, and assist in resolving team conflicts.
11. Perform such other duties as may be assigned.
Education
Masterโs degree in Civil Engineering or a related field from an accredited academic institution with five years of relevant professional experience; or,University degree in the above fields with seven years of relevant professional experience.Accredited Universities are those listed in theย UNESCO World Higher Education Database.
Experience
