Work LocationRemote Expected duration1 August 2025 to 31 October 2027, the consultant works part-time and is evaluated based on deliverables Duties and ResponsibilitiesThe modern global landscape presents multifaceted challenges exacerbated by crises in food, fuel, and finance sectors. These crises, including the escalating cost-of-living, disproportionately affect vulnerable populations, impacting approximately 1.6 billion individuals globally. The necessity for evidence-informed policy making (EIPM) in navigating these challenges is paramount. By aligning policy decisions with credible evidence, nations can foster resilience and sustainable development. The Development Assistance project of the 16th tranche (DA 16) has been conceptualized in part to strengthen the capacities of countries like Colombia, Malawi, and Nepal in the realm of EIPM. By leveraging non-traditional and other data sources, this project endeavors to bridge the gap between different stakeholders including national statistical offices, other national government institutions, human rights institutions, academia and civil society organisations, promoting sound stakeholder coordination to advance inclusion and counteract these crisesโ€™ effects and channel efforts towards achieving the Sustainable Development Goals (SDGs). Working directly with the United Nations Statistics Division (UNSD) and Economic Analysis and Policy Division (EAPD), the consultant is to support the Development Assistant Project of the 16th tranche to carry out desk research and situation analysis, coordinate activities and outputs in the 3 target countries and prepare technical report with examples based on global available guidance, practical experience of the work in the country and key findings from the interaction and collaboration among them and with the implementing agencies. The consultant will support activities under two outcomes of the project. Outcome 1: Strengthened capacity of target countries to collaboratively identify and fill data needs and gaps to respond to a crisis using non-traditional data and methods Outcome 2: Improved national capacity to formulate policy responses using more timely and inclusive data, employing innovative approaches. Specifically, the work assignment will involve the following: โ€ข Liaise with the core national teams including the national consultant, the National Statistics Offices, other national stakeholders/collaborators (including representatives from the government agencies, international organizations, academia, civil society, development partners private sector, etc.), international consultants (technical consultants, methodological experts, etc.) hired by the project, and UNSD and EAPD staff for effective delivery of training and advisory services under the project. โ€ข Develop and monitor a detailed plan of activities, specifying key outputs and timelines, as well as responsible focal points, in close consultation with the core national team, UNSD and EAPD staff as well as the UN Country Team, regional commissions and other partners supporting the project in the country. โ€ข Work closely with the core national team, UNSD and EAPD staff as well as the UN Country Team, regional commissions and other partners supporting the project in the country. โ€ข Coordinate workshops and training sessions in consultation with the national consultants, NSO, UNSD and EAPD team and other partners supporting the project. โ€ข Identify opportunities for outreach and advocacy in-country and regionally and develop communication materials for user engagement activities aimed at integrating key outputs of the project in the policy process. โ€ข Integrate insights and deliverables from the project with related national and international initiatives. โ€ข Prepare a comprehensive progress review to be submitted to UNSD and EAPD by 31 October 2027 to the United Nations for monitoring and reporting purposes. Qualifications/special skillsAdvanced university degree (Masterโ€™s degree or equivalent) in statistics, economics, sociology or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree in statistics, economics, sociology or a related field. Project management and coordination skills required. Experience working with statistics, and the use of statistics for policymaking is required. Stakeholder engagement and communication with national and international development partners is required. Experience preparing technical reports is required Knowledge of the Sustainable Development Goals and national efforts to implement them is preferred. LanguagesFull command of spoken and written English is required. Knowledge of other UN languages is an advantage. Additional InformationNot available.
