Background
The United Nations Development Programme (UNDP) is the UNโs global development network, working in more than 170 countries and territories. In Bosnia and Herzegovina, UNDP is committed to helping the country through strengthened national and local capacities to carry out political, economic, and social reforms and promote development. In the programmatic period 2021-2025, UNDP BiH supports the following programme priorities: (a) access to justice and increased human security; (b) reduction of regional, economic, and social disparities; (c) sustainable management of environmental and energy resources, and green jobs creation; and (d) access to services and employment opportunities for the most vulnerable. In all areas, there will be an emphasis on conflict-sensitive, integrated, and innovative programme design complementing country priorities and tailored to the post-floods recovery needs.ย
The Energy and Environment Sector (EE) of the UNDP in Bosnia and Herzegovina implements projects in the field of Climate Change Mitigation, Climate Change Adaptation, Disaster Risk Reduction and Environmental Development geared towards decreasing economic, social and territorial disparities and sustainable management of environmental and energy resources, and green jobs creation through coordinated approach by national and subnational actors. All interventions are realised in close collaboration with relevant government stakeholders, other UN agencies, multi-lateral and bi-lateral donors, private sector and civil society.
Bosnia and Herzegovina stands at a critical juncture, facing environmental challenges that demand a comprehensive and transformative approach. To address these challenges and pave the way for a sustainable future, UNDP Bosnia and Herzegovina, together with its institutional and UN partners, has launched the Catalyzing the Green Transition Portfolioย in Bosnia and Herzegovina. The Portfolio logic seeks to offer a plausible pathway for a green and just transition in Bosnia and Herzegovina, at scale and at pace.ย
The Portfolio aims to contribute to a just green transition in Bosnia and Herzegovina by empowering policymakers, businesses, communities, entrepreneurs, and scientists to devise and implement policies and solutions driving significant decarbonization and CO2 reduction. Key focus areas include transitioning from fossil fuels to clean energy (aiming for the most vulnerable to escape energy poverty), eliminating waste and pollution, combating environmental harms, introducing circular and climate-neutral business models, and protecting natural resources. The portfolio supports effective, fair, and sustainable development through policy dialogue, regulatory improvements, capacity building, and incentives in energy sustainability, waste management, sustainable business models, green chemistry, and environmental protection, driving system-level changes for Bosnia and Herzegovinaโs green transition. Portfolio is organized in four distinct Pillars: Decarbonization, Depollution, Biodiversity and Circular Economy.
Under the Depollution Pillar, the Green Transition Portfolio contribution consists of implementing interconnected interventions focused on the following distinct intervention areas:ย
enhancing legal frameworks and building capacities to improve the management of hazardous waste and chemicals, especially Persistent Organic Pollutants (POPs), supporting remediation of contaminated industrial sites and building for effective environmental management, promoting green chemistry in key industries through stakeholder engagement, environmental audits, and financial support mechanisms, and strengthening environmental rule of law in Bosnia and Herzegovina.Under the direct supervision of the Project Manager and overall supervision of the Sector Leader, the Project Associate for Chemicals and Biocides will be responsible for provision of technical assistance to the Federal Ministry of Health, specifically the Sector of Chemicals and Pharmaceuticals.ย
Duties and Responsibilities
Under the direct supervision of the Project Manager, and in close coordination with the representatives of the Federal Ministry of Health, the core functions of the Project Associate for Chemicals and Biocides will include the following:
Provision of Regulatory and Administrative support
Processing of systemic solutions relevant to the field of production, trade, transport, and storage of chemicals and biocides. Processing and monitoring of the classification, packaging, and labeling of chemicals, and maintaining the integrated chemical inventory โ through administrative procedures in accordance with the Law and relevant regulations (review and analysis of client requests, preparation of individual decisions, certificates, notifications, etc. based on client requests, data entry into the integrated chemical inventory, etc.). Conducting administrative procedures in accordance with applicable laws and regulations (reviewing and analyzing client requests, drafting notifications, decisions, certificates, entering data into the integrated chemical inventory). Collection of data on issued authorizations to legal entities and their entry into the record-keeping system, maintaining the database in this thematic area. Maintaining records of restrictions and bans of substances of concern, maintaining the register of verified distributors, and other relevant records in accordance with applicable regulations.Provision of Technical and Analytical Assistance to the Ministry
Provides technical and professional advisory services to the Ministry related to other technical and advocacy affairs. Performing technical tasks related to chemicals and biocides management. Preparing analytical, informational, and other reports in accordance with prescribed methodologies. Data management and integration into the national chemicals inventory system.ย Supports the establishment of regular coordination and liaison between the Ministry and other BiH and international organizations and institutions, media and foreign governments.Provides policy development and organizational support
Supports continuous flow of information between UNDP and the Ministry on implementation of partnership activities within the Portfolio. Provides expert input into format and type of content to be publicised in this field. Encourages awareness of and promotion of Portfolio activities among Ministryโs staff. Participation in the drafting of laws and regulations in this field and performing tasks as instructed by the immediate supervisor. Performing technical tasks in this field and other duties as assigned by the immediate supervisor.The employee will provide monthly progress reports to the Project Manager in form defined by UNDP.
The employee will work under the direct supervision of the Projectย Managerย and in close coordination with the representatives of the Federal Ministry of Health.
The Incumbent shall allocate at least 10 working days each month to work in the premises of the Federal Ministry of Health of Bosnia and Herzegovina in Sarajevo.
