UNDP positions itself as a development partner that brings global knowledge, through a multi-sectoral approach โ€“ the key comparative advantage of UNDP - and concentrates its work on 3 programmatic fields: i) Inclusive and Sustainable Growth, ii) Inclusive and Democratic Governance, iii) Climate Change and Environment.

CCE Portfolio focuses on three programmatic areas that complement each other: 1-Natural Resource Management contributing to sustainable environment management and conservation of natural resources in production landscapes, within the general framework of the ecosystems approach; 2- Climate Change and Disaster Resilience (including chemicals and waste) strengthening institutional capacities for analysis and risk management for resilience with a specific emphasis on climate change, and 3- Cooperation with relevant stakeholders to promote energy efficiency and renewable energy.

Tรผrkiye approved ratification of the Kigali Amendment in March 2021 and ratified on 10 November 2021. The country has progressed in meeting its commitments relevant to the Montreal Protocol and its amendments through implementing several programs, laws, and other policy instruments such as codes and standards. The country has phased-out Ozone Depleting Substances (ODS) and Hydrochloroflourocarbon (HCFC) consumption much beyond the limits established by the Montreal Protocol phase-out schedule, nevertheless, this achievement has also resulted in an increase in Hydrofluorocarbon (HFC) consumption. In this regard, Tรผrkiye has elaborated many national plans that contribute to reducing the consumption of ODS and HFCs, as well as increasing energy efficiency (EE) and cooling demand reduction.ย 

Stage I of the Kigali Implementation Plan (KIP) for Tรผrkiye has been developed by the government of Tรผrkiye through its National Ozone Unit (NOU), which operates within the Directorate of Climate Change of the Ministry of Environment, Urbanisation, and Climate Change (MoEUCC). This project document has been prepared with the support of UNIDO as the Lead Agency and UNDP as the Cooperating Agency. Stage I of the KIP aligns with the cost guidelines for the phase-down of HFCs in Article 5 countries as specified by the Executive Committee Decision 92/37. The Executive Committee approved, in principle, stage I of the KIP for Tuฬˆrkiye for the period 2024โ€“2029 to reduce, by 2029, HFC consumption by 14.4 per cent of the countryโ€™s baseline.ย 

Stage I of the KIP will be implemented in three tranches. Under the stage I of KIP, UNDP will be responsible for:ย 

Component 1: Regulatory framework and control mechanism

Component 2: Project addressing end users (establishing an accredited testing laboratory)ย 

Component 3: Technical assistance and monitoring the use ofย HFCs as fire extinguishing agents, solvent and propellant in aerosol sector

Component 4: Campaigns on regulation, energy efficiency, and climate change

The Project Associate (PA) will allocate %100 of his/her time to the Kigali Implementation Plan (KIP) for the Republic of Tรผrkiye Project for the whole projectโ€™s duration. PA will assist the Project Manager in fulfilling his/her duties and tasks. The PA will be responsible for supporting day-to-day implementation of project activities, drafting progress reports and output-related substantial documentation, as well as liaising with the donor and national and international stakeholders at the institutional level. PA will also provide assistance to other key experts or relevant stakeholders, as deemed necessary by the Project Manager.ย 

3.ย ย ย ย ย  Scope of Workย 

Under the supervision of the Project Manager, the Project Associate is responsible for efficient and timely implementation of the activities referred in the project document and the associated work plan. S/he is also expected to support project planning and AWP formulation as well as quality check of the technical reports and other outcomes. S/he will maintain high standards of service delivery, including adherence to deadline, quick response time, accuracy and completeness of information, sensitivity to client needs.

Project planning and AWP formulation:

โ€ข ย Support the preparation of AWPs of the Project.

โ€ข ย Support the preparation of the annual budgets and procurement plans of the Project under the coordination of Project Manager and Projects Implementation Administrator.

โ€ข ย Make periodic revisions of AWPs and procurement plans of the Project in consultation with the Project Manager.

Timely and effective implementation of the project

โ€ข ย Provide general administrative support to ensure the smooth running of the project management.

โ€ข ย Provide project logistic support to the Project Manager and short-term consultants in conducting different project activities (trainings, workshops, stakeholder consultations, arrangements of study tour, etc.).

โ€ข ย Support the control of budget expenditures by preparing payment documents, Daily Subsistence Allowance (DSA) documents for the project staff and reviewing financial reports.

4.ย ย ย ย ย  Institutional Arrangement

Project Associate will report to the Project Manager and work in close co-operation with the Portfolio Manager, M&E Officer and Projects Implementation Administrator to ensure the project inputs are administered timely and efficient manner according to UNDP rules and procedures. The Project Associate is expected to work in the premises of the Directorate of Climate Change under the Ministry of Environment, Urbanization and Climate Change, as requested.ย

6.ย ย ย ย ย  Minimum Qualifications of the Successful NPSA Min. Education requirements

Secondary education is required, orย ย  University Degree in engineering, urban or/and regional planning, climate change, faculty of science or environmental sciences, or related fields will be given due consideration, but it is not a requirement. Min. years of relevant work experienceย  A minimum of 7 years (with high school diploma) or 4 years (with bachelorโ€™s degree) of progressively responsible administrative and at least one (1) year project experience is required. Requiredย  skillsย  Excellent command of office software, such as word processors, spreadsheets, databases. Experience in project cycle management in the public or private sector or NGOs or international organizations. Desired skills in addition to the competencies covered in the Competencies section Experience in budget planning and monitoring. Experience in project management as part of national or international organizations, preferably in the area of environment and sustainable development (Montreal Protocol, Climate Change, Waste Management, Chemicals Management, Energy Efficiency, etc.) is highly desirable.
