Indonesia has set forth bold commitments to tackle climate change through its Nationally Determined Contribution (NDC) and the Long-Term Strategy for Low Carbon and Climate Resilience 2050 (LTS-LCCR 2050). These frameworks chart a path toward decarbonization while promoting economic growth and social inclusion. To support these ambitions, the Government of Indonesia established a comprehensive 2022 Strategic Plan, covering 12 national programs including forest and land rehabilitation, peatland restoration, sustainable forest management, fire prevention, and robust monitoring and carbon accounting. However, to stay responsive to dynamic policy developments, global financing shifts, and local socio-ecological complexities, this strategic foundation must be continuously updated and integrated into broader national development efforts, also to strengthen the involvement of related stakeholders.
Yet, persistent challenges hinder the full realization of Indonesia’s low-carbon goals. These include fragmented cross-sector coordination, difficulty aligning subnational action with national targets, limited access to and integration of innovative climate finance, and gaps in inclusivity—particularly for women, Indigenous Peoples, and youth. The NDC recognizes these issues, emphasizing the need for social equity and inclusive participation as central components of Indonesia’s climate response. The LTS-LCCR reinforces this through gender mainstreaming, Indigenous rights, and community empowerment.
To address these interlinked challenges, the UNDP develops an Initiation Plan that will support the design of an integrated and inclusive climate architecture to achieve the NDC target by focusing on two key workstreams:
1. Catalysing Inclusive Climate Investment in the LULUCF Sector and other potential NDC sectors
2. Carbon Integrated Industrial Reporting for Climate and Low-Emission Economy
3. Strengthening the position of local communities, including Masyarakat Adat, marginal communities
The Expected Output of this project is the development of a comprehensive blueprint that will establish an integrated, inclusive, and transparent system for climate investment and emissions reporting, as well as the participation of local communities to support the achievement of NDC targets. This blueprint aims to strengthen cross-sectoral collaboration, fostering alignment and cooperation among key sectors. It will enhance data quality and harmonization, ensuring that the data used for decision-making is consistent and reliable. The blueprint will also embed gender equality and social inclusion, ensuring that all groups are empowered and involved in climate action. Furthermore, it will mobilize innovative finance, creating new funding opportunities for sustainable projects. Lastly, the blueprint will enable effective tracking of emission reductions, providing the tools needed to monitor and measure progress toward climate goals.
The Project Associate will play a pivotal role in ensuring the efficient administration and transparent utilization of financial resources within the financial services programme. This position requires a deep understanding of administrative and financial policies, with the Associate is expected to critically analyze, interpret, and apply relevant rules and regulations to address a broad range of complex financial and operational challenges. She/He will contribute directly to the strategic and operational goals of the Climate Cluster, providing essential support to both the core programme and its associated projects.
Duties and Responsibilities
a. Support the projects under Climate Cluster to ensure effective project planning, budgeting and implementation focusing on achievement of the following results
• Compile and summarize information and data for project planning and preparation work for, typically, a large-sized and highly complex component of the project initiatives;
• Analysis, researches, summary and presentation of basic information/data on specific project and related topics;
• Preparation for project documents and submission to relevant parties for approval.
• Implementation of standard operating procedures in line with the government and UNDP’s
regulations;
b. Support to the effective reporting on progress of projectimplementation
• Preparation and analysis of project workplan and budget proposals; provides assistance in the interpretation of budget guidelines; reviews and coordinates submissions of work proposal and budget estimation, ensuring requisite information is included and justified in terms of proposed activities; propose adjustments as necessary; prepares reports and ensures that outputs/services are properly categorized.
• Preparation of results oriented progress reports, in line with the monitoring and reporting guidelines and presents it to the project assurance team on a timelymanner;
• Preparation of data for monitoring of projects; categorization, updating, tracking and analysing data related to projects, e.g. accounting records, outputs, resources utilized, deviations/revisions, etc.; carries out periodic status reviews
• Identification of issues and initiates requisite follow-up actions
• Preparation of reports on budget revisions, expenditures and obligations, verification availability of funds;
• Preparation for financial authorizations for expenditures to be approved and documentation in prevailing budget system;
• Preparation of annual and quarterly work plans as well as project board meetings, audit, operational and financial closure of a medium-sized project.
c. Provides administrative support to the Projects under Climate Cluster focusing on achievement of the following results:
• Provision of guidance to implementing partner and serves as focal point for coordination, monitoring and expedition of project implementation activities, involving extensive liaison with a diverse organisational units to initiate requests,
• Preparation of standard terms of reference against project objectives, obtained necessary clearances, process and follow-up on administrative actions and provision of solutions to the issues related to project implementation, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, security compliance, etc.
• As focal point for responding to the complex information requests and inquiries; review and establishment of a filing management system; organization of meetings, workshops; monitoring of implementation of various routine administrative tasks.
• Preparation of draft correspondence on complex budget-related issues, periodic reports, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc.
• Supervision of project support assistant, clerical level (as applicable)
d. Support strategic partnerships, communication and support to the implementation of resource mobilization
• Updated database of the relevant public and development partners private sector, civil society and other stakeholders who are counterparts for the project;
• Establishment of filing management for internal databases; updated statistical tables, graphic content, and other background materials/notes to facilitate audit and other reviews.
• Finalization and publication of multiple languages report as a tool to communicate results, deepen stakeholder knowledge and buy-in to the project, and resource mobilization for the project,
• In coordination with UNDP’s Communication unit and other relevant counterpart, drafts project
summaries, coordinates with editor, translation services, etc.
• Preparation of draft correspondence and communications related to all aspects of programme/project administration, including work plan and budgets, revisions and other related issues, as well as preparing project’s contributions for a variety of periodic reports
e. Supports knowledge building and knowledge sharing focusing on achievement of the following results:
• Organization of trainings for the operations/ projects staff.
• Synthesis of lessons learned and best practices in project management support function
• Contributions to knowledge networks and communities of practice.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
Under the overall guidance of the Programme Analyst or Programme Manager of Nature, Climate and Energy Unit, the Project Associate will coordinate with various units to support the project on finance, procurement, HR, security, communication and project administration. S/He will support staff of the Project Management Unit. The organigram in Annex shows the position of this function within the office and unit structure.

Required Skills and Experience
Min. Academic Education
Secondary Education is required.
University degree (Bachelor’s Degree) in Accounting, Finance, Business, Public Administration, Economics, Political Sciences, Social Sciences Management or other relevant fields will be given due consideration, but is not a requirement.
Min. years of relevant Work experience
• Minimum 6 years (with Secondary Education) or 3 years (with Bachelor Degree) of relevant experience in project admin and finance preferably in the field of environment, or natural resources management.
• Relevant experience in administrative/ financial/ procurement/ asset management and project activities would be an asset.
