GGGI has a unique in-country presence and prominent role as an independent, trusted advisor and strategic development partner embedded in Member and partner governments. These advisors are directly engaged with national governments in setting the strategic direction for national program development guided by a Country Planning Framework with the Government. GGGIโ€™s operating model maximizes the potential to translate green growth strategies and policies (especially economic policies) into green investment plans, mobilizing green finance commitments needed to bolster support for low-carbon and climate-resilient economic development and institutional solid capacity development.

GGGI is providing a multiyear technical assistance program to the Government of the Dominican Republic titled โ€œMobilizing International Climate Finance and Private Investments for Low-Carbon Development in the Dominican Republic.โ€ The program, funded by the Green Climate Fund (GCF) Readiness and Preparatory Support Program, aims to enhance the institutional capacity, strategic frameworks, and project pipeline of the Government of the Dominican Republic to increase the mobilization of national and international climate finance and private investments for the implementation of the nationally determined contribution (NDC) and low carbon development. The GGGI program aims to support the Government of the Dominican Republicโ€™s climate finance efforts by delivering a set of complementary workstreams under the Dominican Republicยดs National Climate Finance Strategy.

POSITION SUMMARY

The Project Associate will support the Government of the Dominican Republic and the GGGI technical team under the GCF Readiness project by ensuring that all technical outputs are aligned with the projectโ€™s goals and national priorities. The last includes providing a technical review of outputs and deliverables against quality standards across key workstreams, developing work plans and consultantsโ€™ Terms of Reference (TORs), coordinating deliverables and activities with consultants, supporting the delivery of capacity-building workshops, and engaging closely with stakeholders relevant to the project.

The Project Associate will report to the Sustainable Finance Senior Officer in the Dominican Republic and will work closely with the MMARNโ€™s focal point.

PURPOSE

The Project Associate will coordinate efforts among national institutions and consultants involved in the development of the National Green Vocational Education and the accreditation process of the two Direct Access Entities (DAEs), as well as support any other critical project activities assigned by the Sustainable Finance Senior Officer. He/she will serve as the main point of contact with government stakeholders for related queries and facilitating inter-institutional coordination. Additionally, the Project Associate will also provide quality assurance across deliverables, coordinating with both the technical team and external consultants to align outputs with government expectations and project objectives.

ENGAGEMENT

Directly report to the Sustainable Finance Senior Officer.

Engage with key government institutions, including the MMARN with its dependencies, the Ministry of Labor, the Ministry of Youth, the Ministry of Industry, Commerce, and MSMEs, INFOTEP, and the Direct Access Entities (DAEs): FONDO MARENA and Sur Futuro, to ensure effective coordination and alignment with project activities.

Collaborate with internal project teams, government institutions, and key stakeholders to support the execution of deliverables and activities, ensuring effective implementation in line with the project's quality and technical standards, as well as national priorities.

Support the Senior Sustainable Finance Officer in preparing technical monthly, quarterly, and annual reports for both internal corporate use and donor reporting, ensuring that key project outputs and progress are accurately reflected and aligned with expected results.

Assist the local technical team in developing and disseminating capacity-building materials and support other tasks related to the green jobs and GCF accreditation workstreams.

Maintain close communication and coordination with the DAEsโ€”FONDO MARENA and Sur Futuroโ€”to ensure they are well-informed and provide the necessary documentation required for the GCF accreditation process.

Support the Green Jobs Officer or the consultancy firm in charge of the workstream and contribute to the interinstitutional coordination of activities and deliverables under this workstream. Additionally, provide technical input on related outputs, considering a basic understanding of national public policies.

Represent GGGI at external engagements with government, industry, and partners as needed.

DELIVERY

Provide technical assistance in conducting policy and regulatory analysis of the deliverables related to the workstreams of the project.

Organize stakeholder consultations, workshops, and meetings to streamline coordination and maintain effective communication channels.

Support the identification and preliminary assessment of potential financing mechanisms and risk mitigation strategies under the guidance of senior team members.

Assist in performing policy analysis by providing research support and data compilation in collaboration with country teams and government counterparts.

Help ensure that project support activities are conducted efficiently and comply with GCF accreditation standards.

Review and provide feedback on technical deliverables to ensure alignment with project goals, GCF standards, and national priorities.

Assist in visualizing project documentation, including developing presentations, briefs, and other materials to effectively communicate project findings and statuses to stakeholders.

Assist in organizing and documenting meetings and workshops, ensuring all logistics are handled and materials are prepared.

QUALIFICATIONS

Bachelor's degree in public policy, international business, environmental sciences, economics, sustainable development, international relations, or a related field. A master's degree in public policy, management, and sustainability.

Preferred at least 3-4 years of relevant professional experience in project coordination, public policy implementation, or technical assistance, preferably in the areas of climate change, green jobs, sustainable development, or institutional capacity building.

Experience working in the Green Climate Fund (GCF) and climate finance mechanisms is required.

Previous experience working with the Ministry of Environment and Natural Resources is required. Experience engaging with government institutions, development partners, or international organizations is an asset.

Certifications or courses in project management and/or climate finance is an asset.

Ability to liaise effectively with diverse stakeholders, including government entities, development partners, and consultants.

Prior experience supporting stakeholder engagement, interinstitutional coordination, and/or reporting to donors is highly desirable.

Ability to review and provide feedback on technical deliverables to ensure alignment with project goals and national priorities.

Proficiency in preparing reports, presentations, and communication materials for technical and non-technical audiences.

Fluency in Spanish and English (written and spoken) is required.

FUNCTIONAL

Good interpersonal skills, chiefly proactive listening, incorporation of various ideas, and diplomatic communication with government stakeholders and multidisciplinary project teams.

Ability to efficiently manage many tasks/activities simultaneously and to navigate through complex environments. Interest in climate finance projects.

WORKING CONDITIONS

The Project Associate is a grade level X6 on GGGIโ€™s Dominican Republic national salary scale. The salary range for the position starts at USD 22,095 per annum, depending on qualifications, experience, and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
