INTRODUCTION
In Sri Lanka, GGGI is partnering with the Ministry of Environment to implement the GCF Readiness project titled โMobilizing International and Domestic Climate Finance and Private Investments for Climate Resilience in Sri Lankaโ. The project is designed to enhance institutional capacities at the national and provincial levels, strengthen frameworks for climate finance mobilization, and develop enabling conditions for private sector engagement in climate-resilient investments. The Project Assistant will play a supportive role, guided by the GGGI technical team, in delivering national and provincial-level activities that contribute to the broader goals of the Nationally Determined Contributions (NDCs), National Adaptation Plan (NAP), and Provincial Adaptation Plans (PAPs).
This project builds directly upon GGGIโs earlier role as the delivery partner for the Green Climate Fund-supported National Adaptation Plan (NAP) Readiness project, which supported the development of Sri Lankaโs revised National Adaptation Plan (NAP) 2025โ2034 and nine Provincial Adaptation Plans (PAPs), establishing a coordinated national and sub-national framework for climate adaptation and investment planning. The foundational initiative supported the development of institutional structures such as Provincial Climate Units (PCUs), Provincial Climate Boards (PCBs), and Sectoral Climate Cells (SCCs), and laid the groundwork for integrating climate adaptation into local governance. The current Readiness project serves as a second phaseโaugmenting and operationalizing these systems through more targeted capacity-building, deeper stakeholder engagement, and the establishment of climate finance access frameworks across national and subnational levels.
The National Designated Authority to the Green Climate Fund, through the Climate Change Secretariat, has nominated GGGI to be the technical delivery partner for this Readiness project. GGGI continues to work under the guidance of, and in close collaboration with, the Ministry of Environment to ensure strategic alignment, country ownership, and long-term sustainability of the interventions supported through this project.
POSITION SUMMARY
The Project Assistant will support the GGGI Sri Lanka Country Representative and the Program and Institutional Officer in delivering key activities under the GCF Readiness project. This role will involve assisting with logistical arrangements, documentation, and stakeholder coordination across national and provincial-level activities. Under the guidance of the GGGI technical team, the Project Assistant will support engagement with the Ministry of Environment, Provincial Climate Units (PCUs), Provincial Climate Boards (PCBs), and other local stakeholders to facilitate consultations, workshops, and monitoring activities. The position is suited for an early-career professional interested in climate policy implementation and stakeholder engagement in development projects.
PURPOSE
This position provides day-to-day administrative and logistical support for national and provincial project activities. The Project Assistant will support the GGGI technical team in coordinating stakeholder engagement activities, organizing events and consultations, and collecting relevant data and documentation across national and provincial workstreams.
ENGAGEMENT
Support the GGGI technical team to engage with the Ministry of Environment, Provincial Climate Units (PCUs), Provincial Climate Boards (PCBs), and local government partners, under the direct supervision of the Program and Institutional Officer. Provide logistical support for coordination with the logistics firm, provincial agencies, CSOs, SCCs, and community-based organizations to plan and implement project activities. Assist in ensuring inclusive participation in roundtables and consultations, integrating gender and social inclusion considerations. Maintain proactive communications with stakeholders to ensure clarity, consistency, and responsiveness throughout the project cycle.
DELIVERY
Support the arrangement of for national multi-partner roundtables, provincial capacity-building workshops, and mentoring sessions for government counterparts. Support the implementation of four-tier training modules and ensure training events are effectively delivered across provinces. Assist in compiling inputs for the development of provincial climate finance roadmaps by compiling stakeholder inputs and preparing summaries. Collect data for legal and policy needs assessments, and support data preparation for the GCF Annual Report. Support tracking and documentation of the progress of key project activities, providing regular updates to the Program and Institutional Officer and the Business Development Lead. Assist with preparing materials, documentation, and reporting for stakeholder consultations in provincial capitals.
REQUIREMENTS
QUALIFICATIONS
Diploma/Bachelorโs degree in International Relations, Environmental Studies, Political Science, Business Administration, or related fields. Minimum 2-3 years of experience in stakeholder coordination, preferably with government or international development projects in the climate change or development sector. Experience organizing consultations, training programs, or community engagement forums involving multiple stakeholders. Strong interpersonal and communication skills; ability to work across diverse stakeholder groups including government, CSOs, and local communities. Fluent working proficiency in Sinhala and English required, fluency in Tamil would be an asset Willingness to travel frequently within Sri Lanka, particularly to provincial capitals and rural districts. Prior experience with GESI-focused activities and understanding of climate governance at the local level is highly desirable.
FUNCTIONAL
Strong organizational and time management skills with attention to detail. Experience in preparing progress reports, synthesizing multi-stakeholder inputs, and supporting group discussions. Basic understanding of climate finance and institutional roles within the NDC/NAP frameworks is a plus. Ability to follow guidance and work collaboratively with team members, while maintaining strong coordination with senior technical staff.

WORKING CONDITIONS
The Project Assistant is an X5 grade level in GGGIโs national salary scale. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. This is a national position and does not include relocation benefits.
