Background
The United Nations Office on Drugs and Crime (UNODC) is a global leader in the fight against drugs, crime, terrorism, and corruption. It is a leading provider of specialized assistance to governments and operates through an extensive network of field offices. The UNODC Regional Office for Southern Africa (ROSAF) works in all areas of UNODC mandate.
UNODC's technical assistance in Angola includes the development of specialist institutional capacities, training, appropriate legislation, and international cooperation to stop illicit financial flows and deny criminals the opportunity to benefit from the proceeds of organized crime, in accordance with international standards and good practices.
With funding from Japan, UNODC is strengthening the capacities of relevant national authorities through technical assistance and capacity building to criminal justice and law enforcement institutions, as well as through the promotion of regional cooperation. UNODC supports Angola in three interlinked areas: 1. Strengthening the national capacitiesย to prevent and counter illicit financial flows and related profit-driven illegal activities, including tax fraud and smuggling practices. 2. Enhancing the ability of theย tax administration in taxation, and tax law for international investment to effectively detect and deter illegal tax evasion practices. 3. Promotingย public-private sector engagement to foster collaboration among law enforcement, the General Tax Administration (AGT), justice institutions, the private sector, and civil society, with the goal of leading to more cohesive and effective efforts in combating illicit financial flows, including tax evasion, and enhancing economic stability.ย
Purpose of the assignment:
Under the overall direction of the Regional Representative and the direct supervision of the programme coordinator based in Angola, the Project Assistant ensures execution of transparent and efficient services and processes in the project. The Project Assistant promotes a quality and results-oriented approach, and ensures high quality, accuracy and consistency of work.
Duties and Responsibilities
The Project Assistant undertakes the following tasks:
Assist the project team in the timely preparation of relevant documents for meetings, seminars, workshops and conferences, and in the finalization of related reports. Assist in planning, developing and managing all procurement processes and contractual aspects of projects related to procurement of diverse services and commodities, or for a variety of goods and services of a general nature, considering local economic and other conditions. Compile and present procurement data; prepare all relevant supporting documents and recommend approval of the contract or purchase order; and, in cases where the amount exceeds authorized signature authority, prepare submissions to the Contracts Committee for review and subsequent approval by the authorized official. Perform general administrative tasks (e.g leave and attendance recording, arrangements for meetings and other events, hotel and other reservations, etc.), including preparation and/or processing of administrative requests/documents (e.g. requisitions, purchase orders, travel requests, visa applications, preparation of inputs for re-payments, returns of fund to UNODC accounts, etc.) Provide support to the preparation and implementation of procurement according to the rules of the United Nations Secretariat. Prepare a variety of procurement-related documents, contracts, communications, guidelines, instructions, etc. Collect necessary information including banking details from funded participants andย acquire index numbers in Umoja for new participants to the meeting. Liaise with the Travel unit and assist with the travel arrangements for fundedย participants including payments of daily subsistence allowances in accordance with the UN Rules. Follow-up late nominations or amendments on the travel, as required. Prepare and submit travel authorizations by calculating air fare, daily subsistenceย allowance, terminal expenses and other appropriate entitlements for non-staff andย funded participants. Provide service and support for the organization of international, regional and nationalย conferences, meetings, seminars and workshops by liaising with national authorities ofย the countries concerned, service providers, as well as administrative and financial departments, regarding hotel reservations and preparing documents such as agendasย and lists of attendees. Perform other duties as required.Competencies

Experience:
A minimum of three (3) years of progressive experience (with a bachelorโs degree) or six (6) years experience with (High school diploma or equivalent) is required, including at least three years in the field of administrative services, project management and travel assistant.ย Previous experience in a UN project or donor environment is desirable. Knowledge of various administrative procedures of UNODC or the United Nations system in general would be an advantage. Knowledge of UMOJA is desirable.Language:
For this position, fluency of Portuguese and English with excellent drafting and communication skills, is required.ย Knowledge of another United Nations official language is an advantage.Equal opportunity
