Background

The Aspire to Innovate (a2i) Programme builds on the Government of Bangladeshโ€™s efforts to introduce a citizen-centric culture of innovation in civil service to improve service delivery and make services more inclusive, affordable, reliable, and easier to access. This project will provide support to establish institutional mechanisms and improve accountability to accelerate SDG achievements in Bangladesh.

This project will have three components:

Institutionalizing Public Service Innovation and Improving Accountability Catalyzing Digital Financial Services and Fintech Innovations Incubating Private Sector-enabled Public Service Innovation

The project is funded by the Government of Bangladesh, UNDP, and other development partners, and is implemented by the ICT Division and Cabinet Division.

Under the component number 1. Institutionalizing Public Service Innovation and Improving Accountability, a2i is implementing the Multi-Sectoral Integration between Government Organizations to strengthen routine vaccination system and accelerate digital health service. Estimating the target population for vaccination is challenging due to verification difficulties and a lack of valid birth records, especially among out-of-school children, marginalized communities, migrants etc. These gaps make it difficult to establish true denominators for the target population, posing a risk of missing vulnerable groups in the vaccination effort. The project aims to improve accurate identification and enumeration of vaccine eligible population by triangulating multiple data sources to inform policymakers and program managers on data driven decision making to improve vaccination coverage and service delivery. To support the effective implementation and coordination of this project, a2i seeks to onboard a Project Analyst with a strong background in public health or health systems. The role requires a strong understanding of public health, health systems and the practical challenges involved in identifying and reaching target populations, particularly in underserved or hard-to-reach areas. It also demands familiarity with the complexities of intermenstrual coordination and collaboration, recognizing that effective vaccination efforts rely on the integration across multiple sectors. The incumbent will be expected to contribute meaningfully to strengthening routine and campaign-based vaccination initiatives, ensuring alignment with national health priorities and contributing to improved health outcomes for all, especially vulnerable populations.

Duties and Responsibilities

The incumbent will report directly to the International Project Manager and will work closely with relevant government bodies, development partners, NGOs, and private sector entities. The incumbent will be a part of the Digital Health team and support its efforts to foster innovation and improve health service delivery systems in Bangladesh.

Summary of Key Functions

Under the direct supervision of the International Project Manager and in collaboration with relevant stakeholders, the incumbent will perform the following responsibilities:

Lead and manage the overall implementation of the Health Projects, including project planning, supervision & monitoring to ensure successful implementation of projects

Supervise and monitor the health team to ensure seamless progress and successful implementation of the project. Oversee the implementation of health-related projects and ensure alignment with project objectives and timelines. Ensure regular monitoring and provide necessary feedback to the field-level activities to achieve the targeted goal

Support the activity planning & strategy development

Create timelines for project activities outlined in the annual work plans to ensure timely completion while managing the project and implementing all activities in compliance with donor and Government of Bangladesh regulations. Supervise the knowledge management consultant to develop policy briefs for high-level policymakers based on the project findings. Develop and oversee risk management plans to address potential challenges and ensure project continuity.

Support the effective resource management for successful implementation of the project activities

Prepare monthly, quarterly, and annual progress & strategic reports and ensure the accuracy and timely submission of these reports to the donor and managing agencies. Develop comprehensive guidelines, tools, concept notes, project proposals, reports, and training materials, ensuring the availability of necessary resources for successful implementation. Participate in donor meetings, workshops, and conferences as required, representing the organization and providing updates on project progress, challenges, and achievements.

Facilitate formulation strategy and dissemination of the projectsย 

To supervise necessary support and coordination assistance in arranging different digitization & strategic planning programs for the ministries and government stakeholders. Organize and facilitate roundtable discussions and stakeholder consultations with high-level policymakers and other relevant stakeholders. Organize policy dialogues and national dissemination of the projects ensuring effective sharing of project updates, lessons learned, and best practices with relevant stakeholders. Facilitate knowledge sharing and learning among different stakeholders, including organizing meetings, workshops, and learning events to disseminate project outcomes, best practices, and lessons learned.

Communicate and coordinate activities with institutional partners and external collaborators, fostering effective partnerships and collaboration for project implementation.

Establish and maintain effective liaison with various national and international organizations, donor agencies, and government organizations. To facilitate effective coordination and communication with the government, non-government, and other relevant ministries, ensuring a collaborative and harmonized approach for the implementation of the projects. Coordinate with high-level Government policymakers to organize workshops, symposiums, webinars, and seminars. Supervise necessary support and coordination assistance in arranging different digitization & strategic planning programs for the ministries and government stakeholders.

Facilitate knowledge and capacity building

Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners.ย  Participate in and ensure sound contributions to knowledge networks and communities of practice on project related issues. Support establishment of knowledge platforms for the project, facilitate innovative mechanisms for dissemination of knowledge from the project, and develop knowledge resources and products to share with project partners and to support UNDPโ€™s engagement in this area.

Required Skills and Experience

Education:

An advanced university degree (Masterยดs Degree or equivalent) in Public Health/Health Administration/ Global Health/ Social Science or any related discipline is required. ย Or A first-level university degree (bachelorโ€™s degree) in the areas mentioned above, in combination with an additional 2 (two) years of qualifying experience will be given due consideration in lieu of the advanced university degree. ย 

Experience:

Applicants with a Masterโ€™s degree (or equivalent) in a relevant field of study are not required to have professional work experience.ย  Applicants with a Bachelorโ€™s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in health-related projects. Experience collaborating with government agencies, research organizations, NGOs/INGOs, and donor organizations is required Practical experience in implementing health initiatives within health information systems and related sectors.ย  Experience in research, policy advocacy, and strategy development Demonstrated experience and strong knowledge of Bangladeshโ€™s electoral system, governance structures, and political context. ย  Experience in leading, coordinating, and implementation of complex development and electoral initiatives. Experience in strong report writing, analytical documents, policy briefs and knowledge products.ย  ย Experience working in/with international agencies/development sector/academia/think tanks/donor organizations, etc.

Fluent in English and Bangla is required.
