Background

Reports from the Sierra Leone Police indicated steady increase in theย  number of Sexual and Gender Based Violence cases reported to the Family Support Unit and other police units within Sierra Leone. 10,063 violence relating to women and girls were reported in 2024 as compared to 10,091 cases of rape and sexual penetration recorded within four years in 2020. 61.2% of women aged 15 years and above have experienced Intimate Partner violence in their life span, whilst 83.% of women were circumcised. ย 45% of girls survey between ages 16-19 and 15% of girls that are 15 years old are pregnant or are with children. The Sierra Leone Multiple Indicator Cluster survey also recorded over 30% of Child Marriage incidences in the country. Additionally, more women in politics, media reported experiencing tech facilitated violence.

To address these issues and challenges, the United Nations and theย  European Union signed a financing agreement that aimsย to prevent and respond to all forms of violence against women and girls. It contributes to creating a world where women and girls live free of threats to their security in cities (SDG 11)ย and in the workplace (SDG 8), where they can safely and equally access key resources such as water and energy (SDG 6 and 7)ย and where they can live a healthy life and reach their full potential.ย 

Spotlight Initiative sits at the heart of promoting peaceful and inclusive societies, providing access to justice for all and building effective, accountable and inclusive institutions at all levels (SDG16). By tackling the root causes of womenโ€™s health and human rights violations and by providing quality multi-sectoral services to survivors, Spotlight Initiative contributes to the greater health and well-being of women and girls, and society at large.

Under its Inclusive Governance and sustainable development pillar, UNDP will strengthen the institutional and policy environment in Sierra Leone to provide a safe and inclusive environment. Additionally, the program will strengthen the capabilities of Ministries, Departments and Agencies, Justice sector agencies to prevent and respond adequately to the needs of survivors of Sexual and Gender Based Violence. UNDP will be working with Civil Society Organizations, Justice sector and security personnel to adjudicate and improve legalities frameworks and services.ย 

Scope of Work

Under the supervision of the Team Leader - Governance, the core functions of the Project Analyst will include the following:

A. Ensures administration and implementation of Project activities:

Work with the Project Team in the identification, preparation, implementation, review and adjustments in the overall project implementation strategies, Annual Work and Financial Plans, Monitoring and Evaluation Plans, and Communications Plans; ย Participates in the analysis and summarization of proposals on the assigned thematic areas;ย  Presentation of information / reports for identification of areas for support and interventions;ย  Supports the implementation of the CO partnerships and resource mobilization strategies, and in the preparation of various reports.

B. Provides support and contributes to the efficient management of the Project:

Presentation of thoroughly researched information for formulation of country programme; Preparation of project document drafts, work plans, budgets, low-value agreements, proposals on implementing arrangements;ย  Initiation of a project, contribute to presentation of the project to the PAC, entering project into UN ALL, or Quantum; Finalization of contribution agreements, preparation of required budget revisions, and closure of projects through review; Participation in Local Project Appraisal Committee (LCAP) and Contracts, Assets and Procurement Committee (CAP); Analyses and submits procurement processes to CAP; Provision of guidance to executing agencies on routine implementation of projects, tracking use of financial resources; Follow-up on performance indicators / success criteria, targets and milestones; Preparation of reports; Contribution to operational and substantive analysis of project financial resources, identification of operational and financial problems and development of solutions.

C. Manages the provision of administrative support to the project:

Maintain a robust internal expenditure control system by verifying that processed vouchers are matched and completed, and that transactions are correctly recorded and posted in UNALL, or Quantum; Proactively monitor financial transactions to identify and resolve unposted vouchers, including those with budget check errors, match exceptions, and unapproved vouchers, ensuring timely corrective actions; Ensure accurate financial documentation by guiding the proper control of supporting documents for payments and conducting thorough reviews of financial reports; Ensure office supplies, equipment, and other necessary resources are available for project activities; Support budget and financial tracking โ€“ Assist with expense monitoring, procurement processes, and financial reporting; Organize and maintain project documentation โ€“ Ensure all reports, contracts, and records are properly filed and easily accessible.

D. Contributes to the creation of strategic partnerships and implementation of resource mobilization:

Engage in policy discussions and advocacy to align project initiatives with broader development agendas and funding priorities; Identify and engage potential partners by researching organizations, institutions, and stakeholders aligned with the project's objectives; ย Facilitate partnership meetings and negotiations to establish mutually beneficial collaborations and agreements; Develop compelling proposals and partnership frameworks to attract funding, sponsorships, and joint ventures; Strengthen stakeholder relationships through regular communication, networking events, and collaborative initiatives; Coordinate fundraising and grant application efforts by identifying funding opportunities and preparing persuasive submissions; Monitor partnership impact and resource utilization to ensure alignment with project goals and optimal use of funds.

E. Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

Organization and facilitation of trainings for the programme / project personnel; Synthesis of Lessons Learnt and Best Practices from the Projectโ€™s implementation; Sound contributions to knowledge networks and communities of practice; Encourage documentation of lessons learned from projects and activities to enhance institutional memory and future improvements; Engage in external knowledge exchange by collaborating with partners, stakeholders, and professional networks.

Institutional Arrangement

Under the overall guidance of the UNDP Deputy Resident Representative and the Team Leader of Governance and through the direct supervision of the Gender Analyst, the Project Analyst will be tasked to deliver distinct outputs of the project, to ensure quality implementation from activity design, budgeting, monitoring, and organizing events. This position will work with Admin Logistics Assistant in the WPS project.

Required Skills and Experience

Minimum Education Requirements:

Masterโ€™s degree in Social Sciences, including International Development, Community Development, Project Management, Peace and Conflict Studies or other related field Or; Bachelorโ€™s degree in a relevant field with additional 2 years of experience will be considered in lieu of masterโ€™s degree.

Minimum years of relevant work experience:

A minimum of 2 years (with master's degree) or 4 yearsโ€™ (with bachelorsโ€™ degree) of relevant work experience in project management and coordination of SGBV Prevention; Experience in providing advisory services to and advocating with senior public officials; Experience in project cycle management in the public or private sector or international organizations.

Required Skills:

Proven ability to collaborate with internal and external partners, facilitating effective communication; Ability to evaluate workflows and propose enhancements for better project outcomes; Experience in the use of corporate software for reporting, budgeting; Proficiency in standard software applications Word, Excel, PowerPoint, Outlook etc. is required.

Desired Skills in addition to the competencies covered in the competencies section:

Work experience in GBV survivor centered approach and in working with the European Union is critical; Experience in project management in an international organizational setting preferably in access to justice for survivors of SGBV,ย  GBV policy formulation, knowledge management generation is an advantage; Proven experience of effective partnership development with national counterparts, especially the Justice and security sector and work with development partners and civil society is required; Familiarity with legal reforms, justice sector delivery and survivor centered approach to GBV prevention and response is essential; Experience in training, mentoring, or facilitating knowledge transfer within project teams; Knowledge of stakeholder landscape in GBV prevention and response in Sierra Leone will be anย advantage.

Required Language(s):

Excellent written and verbal English language skills. Fluency in any Sierra Leonean Languages.
