The Partnership for Harmonized Operations, Effectiveness, and Navigation in Implementing European Investment Bank (EIB) Resilient Syunik Program (PHOENIX-RESYP) is an EU-UNDP technical assistance initiative aimed at supporting the Ministry of Territorial Administration and Infrastructure of Armenia (MTAI), Project Implementation Unit (PIU) of the Armenian Territorial Development Fund (ATDF), Governorโs office and target municipalities of Syunik province under Resilient Syunik Program (RESYP) programme funded by the EIB.
The overall objective of the Project is to strengthen infrastructure resilience in Syunik province and enhance delivery of accessible public services, including education, health and safe drinking water supply, as well as energy efficiency through support to the proper implementation of the Syunik Resilience Program framework loan provided by the EIB.
The PHOENIX-RESYP Project outcome is to ensure effective planning, operation, and monitoring of schemes financed under the EIB loan enabled through strengthened governance capacity of the MTAI, ATDF and MOF.
The Outputs of the Project are as follows:
Output 1.ย Effective operation management system for implementing RESYP project is in place at the ATDF.
Output 2. The ATDF PIU operates effectively, with optimized internal processes and enhanced capacity to manage implementation and procurement functions.
Output 3. Quality investment proposals with procurement plan developed and approved by MTAI and ATDF.
Output 4. Independent verification and anti-corruption measures are embedded and consistently applied throughout the PIU operations to ensure transparency and integrity across all operations.
Output 5.ย Enhanced capacity of ATDF, line ministries, Syunik local government, and communities to identify, prepare, implement, and monitor development operations effectively.
Duties and ResponsibilitiesProvision of Technical Assistance for Health Infrastructure Planning and Design
Review and validate technical designs, feasibility studies, and specifications for health facilities (e.g., polyclinics, primary health centers, ambulatories) to ensure alignment with EIB standards, national health policies, and international best practices. Conduct gap analyses of existing health infrastructure designs and recommend upgrades for energy efficiency, climate resilience, and universal accessibility (e.g., disability-friendly features) as needed. Collaborate with the MTAI, ATDF, their PIU and Ministry of Health (MOH) to integrate sectoral guidance, standard designs, and equipment lists into project documentation. Ensure Project Implementation and Risk Management Support the ATDF to monitor construction and rehabilitation activities to ensure compliance with technical specifications, timelines, and budgets. Identify and mitigate risks related to procurement delays, contractor performance, and environmental/social safeguards. Conduct site inspections to verify adherence to health and safety (H&S) protocols and environmental management plans (ESMP). Support the Project Manager in ensuring the steady progress towards achieving goals and objectives of the Project.ย Ensure timely implementation of the Project activities in regular coordination with the beneficiary institutions. Ensure the timely administration of the Project activities in health sector, including its reporting, budgeting stemming from annual work-plan. Provide substantive technical inputs to the annual workplan and budget; work towards its timely implementation with Project partners and beneficiaries; monitor budget implementation and make budget re-alignments/revisions as necessary. Work towards safeguarding, monitoring and facilitating quality assurance of Project activities in health sector as spelled out in the Project document. Monitor progress of implementation of activities and finances in health sector using the results-based management tools in health sector. Contribute to effective information flow and exchange within the team. Contribute to the selection of international and national consultants/companies and preparation of procurements and contracting packages in line with the work plans and UNDP rules and guidelines. Work closely and coordinate the work of the national and international experts of the Project in health sector. Organize and attend field missions as necessary and draft reports on monitoring site visits in health sector. Draft and coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners; identify capacity development needs of stakeholders in health sector. Keep updated a mapping of main stakeholders/ partners in the field in the health sector. Ensure proper maintenance of the documentation and filing system in health sector. Manage the Project contracts outsourced to third parties to ensure timely and due quality of delivery of products and services in health sector. Confirm receipt of goods and services procured, authorize payments from the Project funds, monitor financial status of the Project in health sector. Facilitate Capacity Building and Training Develop training plans and facilitate delivery of training for ATDF PIU staff, contractors, and local stakeholders on: EIB procurement guidelines and contract management. Health infrastructure standards (e.g., infection control, medical equipment integration). Climate-responsive design and energy efficiency practices. Mentor ATDF PIU staff on project management tools, monitoring frameworks, and reporting systems. Support the Project Manager to coordinate the development/expansion of knowledge management strategies, methodologies, and products in the health sector work of the Project. Ensure Stakeholder Coordination Liaise with the MTAI, ATDF, Ministry of Health (MOH), Syunik Governorโs Office, municipalities, and other local stakeholders to ensure community needs are reflected in the design of relevant schemes. Facilitate participatory consultations with health sector stakeholders, including refugees and vulnerable groups, to promote inclusive infrastructure planning. Ensure Reporting and Compliance and facilitate knowledge sharingย Prepare technical progress reports, consolidating gender-disaggregated data and environmental compliance metrics, for submission to EIB and UNDP. Support the ATDF PIU in preparing procurement plans, tender documents, and disbursement requests aligned with EIB requirements. Identify and synthesize best practices and lessons learned that are directly linked to the implementation of the Project activities and contribute to their dissemination. Facilitate Integration of Cross-Cutting Themes Ensure health infrastructure projects adhere to energy efficiency requirements, conflict-sensitive approaches, gender mainstreaming (e.g., womenโs access to healthcare), and climate adaptation measures. Collaborate with the Environmental and Social Safeguards Analyst and other team members of the project to address grievances and mitigate adverse impacts.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.Institutional Arrangements:
The Project Analyst โ Health Infrastructure Coordination works under the supervision of the Project Manager and the overall guidance of UNDP CO Democratic Governance Programme Analyst / Team Leader, and closely collaborates with UNDP CO Programme and Operations Team, as appropriate.ย
The incumbent provides effective and efficient implementation of project activities with major focus on ensuring EIB standards, policies and procedures under all pillars of the Project.

Education:
Master's degree in Business Administration, Public Administration, Social Sciences, Engineering, Economics, or related field is required, OR; Bachelorโs degree in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.Experience:
