Background

The objective of the \"Development of the First Biennial Transparency Report and the Combined Fifth National Communication and Second Biennial Transparency Report of Armenia to the UNFCCC\" UNDP-GEF project (project) is to assist Armenia in the preparation and submission of its First Biennial Transparency Report (BTR1) and a combined Fifth National Communication and Second Biennial Transparency Report (NC5/BTR2) for the fulfilment of the obligations under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement (PA).ย 

The project will assist the country in mainstreaming and integrating climate change considerations into national and sectoral development policies by giving continuity to the institutional and technical capacity strengthening process initiated by previous climate change Enabling Activity (EA) projects and further enhanced in the framework of the Capacity Building for Transparency Framework (CBIT) project.ย 

Project activities will improve and update the national greenhouse gas inventory (GHGI), assess and document the progress towards Armeniaโ€™s Nationally Determined Contributions (NDCs), compile information on vulnerability and adaptation and strengthen capacity to report on those areas, report on support needed and received, and update and gather information on research and systemic observation, and education, training, and public awareness with an emphasis on gender issues.ย 

The preparation and submission of the BTR1 and NC5/BTR2 will serve to further strengthen institutional and technical capacities of Armenia for implementing the UNFCCC and the PA.ย 

Duties and Responsibilities

Project management, annual work planning, implementation and reporting:

Ensure overall project management, including leading the Project Unit.ย  Ensure the project day to day activities and monitor progress against the approved workplan. Prepare revisions to the multi-year workplan, as needed, as well as annual and quarterly plans if required. Manage and monitor the project risks โ€“ including social and environmental risks - initially identified and submit new risks to the Project Board for consideration and decision on possible actions if required; update the status of these risks by maintaining the project risks log. Organize meetings of the Project Boards, and other meetings planned under the project. Perform regular progress reporting to the Project Board as agreed with the board. Manage requests for the provision of UNDP financial resources through funding advances, direct payments or reimbursement using the FACE form.ย  Prepare and submit financial reports to UNDP on a quarterly basis. Assess major and minor amendments to the project within the parameters set by UNDP-GEF.

Support mobilization of technical expertise for the project successful implementation:

Execute activities by managing personnel, goods and services, including drafting terms of reference and work specifications, and overseeing all contractorsโ€™ work. Draft ToRs aligned with the project document outputs and expected results; coordinate TOR development with UNDP Climate Change Programme and national partners (as necessary) in terms of expected results. In coordination with UNDP CO secures ownership and participation of key national partners from line ministries in the projectโ€™s technical work. Ensures oversight over the hiring of knowledgeable national experts and supervise on their work, provide leadership and guidance, act as a quality assurance for all the technical deliverables.ย 

Knowledge management, responsibility over technical knowledge products, events coordination:

Reviews, follow-ups and finalizes all technical reports, best practices, lessons learned, publications, etc. prepared by the project. Oversee the compliance of outcome planned under Component 3 of the project to the requirements of the reporting to the UNFCCC. Organizes and facilitates technical events at national level and supports the exchange of information/experiences, aimed at national climate agenda formulation.ย 

Monitoring and evaluation:

Monitor financial resources and accounting to ensure the accuracy and reliability of financial reports. Monitor events as determined in the project monitoring plan and update the annual workplans as required. Monitor progress, watch for plan deviations, and make course corrections when needed within project board-agreed tolerances to achieve results. Monitor implementation plans including the gender action plan, stakeholder engagement plan, and any environmental and social management plans. Ensure that the indicators included in the project results framework are monitored annually.ย  Provide support for completion of assessments required by UNDP, spot checks and audits.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

Under direct supervision and overall guidance of the UNDP CO Climate, Environment and Resilience (CER) Programme Analyst, and in close cooperation with the Climate Change Programme Manager, the incumbent provides effective and efficient management of the project through a range of actions contributing to the design, planning, management and monitoring of project activities.ย 

The incumbent is accountable to the Project Board and is responsible for the overallย day-to-dayย management of the project behalf of the Implementing Partner.

The incumbent will inform the Project Board and the Project Assurance roles of any delays or difficulties as they arise during implementation so that appropriate support and corrective measures can be adopted.

Required Skills and Experience

Education:

Advanced university degree (masterโ€™s degree or equivalent) in Business Administration, Public Administration, Economics, Energy, Environment Management or relevant related field is required, orย  A first-level university degree (bachelorโ€™s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

A minimum of 2 years (with masterโ€™s degree) or 4 years (with Bachelorโ€™s degree) of relevant professional experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects.

Languages:

Fluency in English and Armenian languages is required.

Required Skills:

Experience in managing projects, including design, implementation, monitoring and evaluation, as well as supervising staff. Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages. Excellent written, oral communication and analytical skills, including the ability to prepare concept notes, outcome reports, and other written materials.ย 

Desired Skills:

Proven experience in climate change related issues under UNFCCCโ€™s key technical areas, as well as in thematic area (Climate Change, Environment); Experience in working, liaising, and collaborating with Government counterparts, UN agencies, NGOs, civil society organizations, and public internationalย organizations; Experience in designing capacity building theory/assessment methodologies. Experience in networking and partnership development. Prior experience with EU and UN/UNDP project management and/or implementation.

Professional Certificates: Certification in project management is an asset.
