Background

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDPโ€™s policy work carried out at HQ, Regional and Country Office levels offers a spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in its Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in UNDPโ€™s Strategic Plan.

Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policies and guidance to support the results of UNDPโ€™s Strategic Plan. BPPS staff provide technical advice to Country Offices, advocates for UNDP corporate messages, represent UNDP at multi-stakeholder fora including public-private, government and civil society dialogues, and engage in UN inter-agency coordination in specific thematic areas.

UNDP's 2022-2025 Strategic Plan highlights our continued commitment to eradicating poverty, accompanying countries in their pathways towards the SDGs and working towards the Paris Agreement. As part of the Global Policy Network in the Bureau for Policy and Programme Support, UNDP's Nature, Climate Change, Energy, Chemicals and Waste Hubs promote and scale up integrated whole-of-governance approaches and nature-based solutions that reduce poverty and inequalities, strengthen livelihoods and inclusive growth, mitigate conflict, forced migration and displacement, and promote more resilient governance systems that advance linked peace and security agendas.

BPPSโ€™ Hubs on Nature, Climate, Energy, Chemicals and Waste work with governments, civil society, and private sector partners to integrate nature, climate, energy and waste related concerns into national and sector planning and inclusive growth policies, support country obligations under Multilateral Environmental Agreements, and oversee the implementation of the UNโ€™s largest portfolio of in-country programming nature, climate change, energy, and waste. This multi-billion-dollar portfolio encompasses:ย 

Biodiversity and Ecosystem Services including forests;ย  Sustainable Land Management and Desertification including food and commodity systems;ย  Water and Ocean Governance including SIDS;ย  Climate Change Mitigation and Adaptation;ย  Sustainable Energy;ย  Extractive Industries;ย  Chemicals and Waste Management;ย  Environmental Governance and Green/Circular Economy; and SCP approaches.

This work advances crosscutting themes on innovative finance, digital transformation, capacity development, human rights, gender equality, health, technology, and South-South learning.

In recent decades, biodiversity finance tools and solutions have demonstrated their importance for achieving biodiversity goals and broader sustainable development objectives. Improved choice, design and implementation of effective, well-tailored finance solutions will strengthen countriesโ€™ chances of achieving national and global biodiversity targets.

The Biodiversity Finance Initiative โ€“ BIOFIN โ€“ was developed to provide a comprehensive methodology for governments to 1) review the existing policy context, 2) measure expenditure levels for biodiversity, 3) calculate future financial needs and 4) design strategic plans to deploy the right mix of finance solutions, tailored to the country context 5) implement national biodiversity finance plans. To date, 41 countries have designed their biodiversity finance plans and mainly focus on implementation. Another 92 countries is in the process of designing their Biodiversity Finance Plan.

BIOFIN is supported by the Governments of Belgium, Canada, Flanders, France, Germany, Norway, Switzerland, the United Kingdom, the GEF and the European Union. The initiative is part of UNDPโ€™s Nature Hub, under UNDPโ€™s Bureau for Policy and Programme Support (BPPS).

BIOFINโ€™s first phase (2012-2019) enabled full assessments and initial implementation of finance plan elements in target countries. Based on lessons learned, a new and comprehensive version of the BIOFIN Methodology was developed. Significant scaling up of finance solutions is required in all 41 countries to address the biodiversity finance challenge. BIOFINโ€™s second phase (2018 โ€“ 2030) focuses mainly on the implementation of prioritised finance solutions while also allowing additional countries to undertake the initial assessments and create the finance plan. Duties and Responsibilities

The Project Analyst is a core member of the project staffing structure, responsible for HR, procurement, Gender Mainstreaming and applying UNDPโ€™s SESP - Social and Environmental Safeguards Policies. Under the direct supervision of the BIOFIN Programme Manager, and close cooperation with UNDP Programme, Operations, Communications and other project teams in the Country Office (CO) the Project Analyst will execute duties and responsibilities outlined below in line with the prevailing UNDP rules and procedures as well as with due compliance with the UNDP internal control framework.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration. The incumbent is expected to exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.

Provision of Human Resources servicesย 

Support staffing actions, including recruitment, onboarding and offboarding processes. Facilitate the recruitment activities for HR contractual modalities including but not limited to FTA, PSA, UNV, Fellowship, and Internship.ย  Support the recruitment process, including the development of Job Descriptions (JDs) and Terms of References (TORs), preparing and updating recruitment strategies, collecting the relevant approvals, supporting the stages of the recruitment and selection process, coordinating matters related to the relocation of team members, and handling onboarding processes in collaboration with UNDP HR Units. Process the position management requests, ensuring accurate position creation and timely position data update in compliance with the designated project organigramme.ย  Consolidate and maintain a global HR staffing list for the designated project, support with information collection and verification at the regional and country team levels as needed. Plan the personnel contract management activities and undertake the required actions in line with standard operating procedures.ย  Advise the hiring manager on the most appropriate staffing modalities and appropriate use of different contract types. Coordinate with HR on the interpretation and application of HR policies, regulation and rules related to recruitment and staffing. Track progress of recruitments, the completion of mandatory trainings and the annual PMD Process and regularly update the management.ย  Support national teams with HR processes.

Provision of Procurement servicesย ย 

Prepare and regularly update procurement plans in Quantum.ย  Coordinate and monitor all procurement activities under the project. Prepare Purchase Requisitions (E-requisitions) in the corporate management system Quantum (ERP platform). Prepare and submit requests in the UNall Case Management System for initiating new procurement cases and processing amendments to existing contracts. Conduct Micro-Purchases for services, goods and works.ย  Provide support in creating and updating supplier profiles in the Quantum system.ย  Assist in conducting market research for procurement cases prior to submission to the Procurement Unit. Verify, review and provide support with drafting Terms of Reference (ToRs)/Specifications/Statements of Works (SoWs) in line with UNDP regulations, required evaluation criteria and scoring, providing procurement related inputs before Procurement Unit review. Lead all International Consultant (IC) recruitment cases, including initiating the advertisement in the GPN roster or recruitments through Long Term Agreements (LTAs), coordinate shortlisting and interviews, follow-up contract awarding with procurement unit, provide all the relevant documentation for the PO creation and closure. Ensure the timely payment of all contractors including Individual Consultants (ICs) and IPSA-Retainers.ย  Coordinate the timely payment of Annual Subscriptions, trainings, electronic materials, and other related items. Review submissions to CAP/ACP and support the preparation of responses to queries received during the oversight review process.ย  Support the preparation of all relevant documentation related to contract amendments and terminations, including but not limited to the Contract Amendment, Checklist, Note to the File (NTF), and cumulative value analysis. Support national teams with procurement processes, ensuring they are in line with UNDP policies and procedures.

Ensure Gender Mainstreaming:ย 

Provide inputs to reports and publications including donor related reports.ย  Lead sessions on Gender and Biodiversity Finance at global events. Participate in field visits and provide inputs to the Biodiversity Finance Plan.ย  Draft presentation slides, social media posts, etc., in line with project activities and events. Write web articles and prepare other knowledge products, including the 2027 BIOFIN Workbook. Support the Gender Expert as necessary in organising meetings and missions.ย  Support the identification of risks and the appropriate safeguards.

Facilitate knowledge and capacity building, knowledge sharing and advocacy relevant to the assigned thematic area(s).

Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners.ย  Participate in and ensure sound contributions to knowledge networks and communities of practice on project related issues. Support establishment of knowledge platforms for the project, facilitate innovative mechanisms for dissemination of knowledge from the project, and develop knowledge ย resources and products to share with project partners and to support UNDPโ€™s engagement in this area.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The Project Analyst will be Istanbul based; The incumbent will work under the supervision of the BIOFIN Programme Manager;ย  The incumbent will work with the BIOFIN global Team, BIOFIN national Teams, UNDP Country Offices, Nature Hub MSU, the GPN/Joint Directorate teams (IOT & PMRT), other international/multi-lateral organizations, and contractors; Given the global consultations to be undertaken during this assignment, the incumbent is expected to be reasonably flexible with his/her availability for such consultations taking into consideration different time zones where applicable; The incumbent will be responsible for providing her/his own working station (i.e. laptop, internet, phone, scanner/printer, relevant software, etc.) and shall have access to a stable, secure and reliable internet connection.

Required Skills and Experience

Education:

An advanced university degree (masterโ€™s degree or equivalent) in Political Science, International Relations, Social Sciences, Gender Studies, Development Studies, Project Management, Human Resource management or other closely related field ย is required, OR A first-level university degree (bachelorโ€™s degree) in any of the above mentioned fields (or related) in combination with two additional years of qualifying experience will be given due consideration in lieu of an advanced university degree.ย ย 

Experience:

Applicants with a Masterโ€™s degree (or equivalent) in a relevant field of study are not required to have professional work experience.ย  Applicants with a Bachelorโ€™s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in HR recruitment and procurement processes at international level.ย 

Desired skills:

Experience in supporting HR processes (other than recruitment) is an asset. CIPS level 3 is highly desirable for this position and candidates holding this level at the time of application will have a distinct advantage. If the desired certification is not available at the time of recruitment, it should be obtained within one year of recruitment. Candidates holding a CIPS certification at any level below at the time of application will have a proportionate advantage. Prior experience with gender mainstreaming is an advantage.ย  Experience of web-based management systems (preferably Quantum). Experience of UNDP policies, procedures and practices is an advantage.ย 

Languages:

Fluency in English is required.ย
