Background

The Philippines is one of the most vulnerable countries in the world, mostly from climate change impacts. The country has enunciated policies and programmes to reduce these risks, among others the finalization of its Nationally Determined Contributions (NDC), the Philippines Biodiversity Strategy and Action Plan, the National Climate Change Action Plan (NCCAP). It has also institutionalized a climate budget tagging process for all agencies and developed tools and mechanisms to mainstream climate change and vulnerability assessments in various levels of programming. However, to achieve the desired transformation, funding would be needed not only from government but from private sector as well. Business decisions and investment priorities should be aligned with the countryโ€™s ambition to reduce greenhouse gas emissions, and improve adaptation of communities to protect people, assets, and communities at risk. The government has been at the forefront of this initiative through several policy measures. These include, the Central Bankโ€™s Sustainable Finance Framework, the Securities and Exchange Commissionโ€™s Guidelines on Environmental, social and Governance reporting, and more recently, the Sustainable Finance Roadmap issues by the Interagency Task Force on Sustainable Finance, led by the Department of Finance.

In order to support the initiatives on increasing public and private sector investments towards mitigating impacts of climate change and improving resilience of national and local government agencies and communities, UNDP is implementing the Project: Accelerating Green and Climate Finance in the Philippines: Nature Based Solutions (Climate Finance PH-NBS). ย With funding support from the Government of Canada, the Project aims to increase private sector investments into gender responsive nature-based solutions for climate resilient technologies, innovations, practices and approaches. This, in support of a just transition to resilient and low emission development that sustains nature and ecosystems and protects the rights of all who are affected and at risk. This Project will contribute to the realization of the economic prize offered by investments in nature-based solutions in the Philippines.

To achieve the above-mentioned objectives, the project has four main components.

Component 1: Gender-sensitive platforms for data-driven policymaking and regulatory strengthening for climate finance. Component 2: Design and implementation of Innovative Green and Climate Finance Solutions. Component 3: Capacity building of banks and non-bank financial institutions to increase finance flows to gender sensitive, green, and climate solutions. Component 4: Independent monitoring system on gender and SDG impacts of green and climate investments.

Duties and Responsibilities

The Project Analyst will report to the Project Management Specialist of the Climate Finance Team for support related with these Projects and to the Programme Analyst and Team Leader for other UNDP CO-related support.

Specific Functions:

Provides day-to-day operational management for the project focusing on achievement of the following results:

Support external coordination with partner government agencies, individual consultants, other international donors, bilateral and multilateral organizations.ย  Ensure delivery of activities and contribution to outputs and outcomes through an effective implementation plan, change management, and close coordination with UNDP management, technical teams, and government partners.ย  Collaborate with the project team in preparing the projectโ€™s annual work plan, procurement plan, M&E plan and preparation of progress reports.ย  Collaborate with the project team for regular monitoring and reporting of physical and financial progress; and,

Support effective resource utilization and partner and supplier management to enable timely and high impact delivery focusing on achievement of the following results:

Identify and collaborate with new potential project partners and maintain productive relationships with existing partners to ensure high-impact delivery. This includes day-to-day management of rosters and directories of project consultants/ service providers, responsible parties, and other partners.ย  Draft terms of references (TORs), technical specifications, and/or programs of work, and collaborate with the UNDP Procurement and Operations Teams in undertaking the procurement and contract management of the project consultants and suppliers.ย  Contribute to project development, resource mobilization, producing communication materials, and research.ย  Conduct field visits and co-facilitate training sessions or workshops (if necessary)ย  Document proceedings during stakeholder consultations and workshops.ย  Coordinate closely with project consultants, contractors, and suppliers and oversee their timely and quality delivery of outputs, address issues hampering their performance, and manage and mitigate risks; and,ย  Effectively apply UNDP financial oversight through the Quantum enterprise management system, including processing requisitions, receipts, and payments.

Maximize partnerships and advocacy by engaging, developing, and maintaining partnerships and linkages with government and non-government organizationsโ€”including civil society organizations, industry associations, and academic institutionsโ€”whose participation in the project will be critical to success.

Ensures facilitation of knowledge building and management focusing on achievement of the following results:ย  Identification of sources of information related to programme implementation-related issues. Identification and synthesis of good practices and lessons learned directly linked to the project.ย  ย Support in maintaining an effective network with development partners and government at the national level and sub-national level; and,ย  Sound contributions to knowledge networks and communities of practice.

Provides effective over-all support to other initiatives of the Climate Action Team, as may be needed.ย 

Assist the Programme Team Leader in providing oversight to select Projects, including ensuring timely and quality submission of Project technical and financial reports, conduct of quality assurance activities, implementation of Monitoring and Evaluation (M and E) Plan and financial monitoring.ย  Assist the Programme Team Leader in selecting project preparation activities as part of resource mobilization.

Required Skills and Experience

Education:

Advanced university degree (master's degree or equivalent) in Environmental Science, Development Studies, Business Administration, Public Administration, Economics and other relevant degrees is required.ย 
OR A first-level university degree (bachelorโ€™s degree) in combination with an additional two (2) years of qualifying experience will be given due consideration in lieu of the advanced university degree

Experience:

Applicants with a masterโ€™s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a bachelorโ€™s degree (or equivalent) are required to have a minimum of two years of professional experience in providing strategic and coordination support to project development, project management, monitoring and evaluation, and knowledge management in development cooperation or related areas Work experience in developing and/or implementation of sectoral net-zero carbon roadmaps, innovative sustainable finance instruments, and/or Environmental and Social Governance (ESG)/sustainability strategies is an advantage. Previous working experience with international organizations and familiarity in working on Official Development Aid (ODA) projects; working with UN is an advantage. Proficiency in standard software applications Word, Excel, PowerPoint, Outlook etc. is desired. At least two (2) years of experience working in projects with a specific focus on Climate Change and/or Biodiversity Management is desired.ย 

Required languages:

Fluency in spoken and written English and Filipino required
