Organizational Setting and Reporting Relationship
The position of Project Analyst is assigned to the Georgia Resident Mission (GRM) within the Central and West Asia Department (CWRD). You will be based at our Resident Mission in Tbilisi, Georgia.
You will report to designated international staff and officer (senior/principal/lead, as applicable).
Your Role
As a Project Analyst, you will provide analytical support for (i) project processing and implementation, (ii) portfolio monitoring and management, and (iii) development of knowledge products.
You will:
- Participate in missions as required (e.g., inception, reviews, and project completion report preparation) by collecting and analyzing project data on (i) indicators for outcome and outputs, (ii) contract awards and disbursements, (iii) reconciliation of project accounts, (iv) compliance with loan/grant covenants, and (v) assisting executing agencies (EAs) to be more familiar with ADB procedures on project.
- Monitor compliance with loan and grant covenants, follow up outstanding obligations of EAs, and inputs data on the status of such compliance into e-Operations.
- Assist in the review of procurement-related documentation such as request for proposals/invitation for bids, bid evaluation reports, contract awards-related documents/reports, and draft procurement- and disbursement-related documents.
- Prepare draft routine communications (e.g., letter, memo, note-to-file) on project administration actions, with guidance from the Project Team Leader and facilitates dispatch of signed communications.
- Support team leaders in preparing projects and portfolio financial and performance data and other analyses for knowledge products.
- Process staff consultant and technical assistance (TA) consultant recruitment and coordinate paperwork with concerned departments/offices; process contract variations; monitor submission of consultants' billings and final billings and TA completion to ensure timely closing of TA accounts.
- Assist in the maintenance of project records in ADB systems, recruitment of project processing consultants, monitoring project implementation progress, and analyzing in detail problems encountered by the projects flagged โfor attentionโ or โat riskโ and recommend remedial measures in liaison with Project Team Leaders.
- Prepare and update individual Project Performance Reports in the ADB project database and participate in the portfolio review missions and meetings.
- Compile data and statistics on contract awards and disbursements to support reports to Management, monitor and analyze the actual awards and disbursements against targets, and follow up these matters with the EAs.
- Support administration actions during project processing including but not limited to procurement-related advance action activities and review of project-readiness filters to ensure quality-at-entry and contribute to the preparation and update of Project Administration Manuals)/Facility Administration Manuals /Program Implementation Document.
- Manage SovOps entries and updates for projects under processing.
- Perform other tasks as reflected in the workplan.
Qualifications
You will need:
- Bachelor's degree in engineering, finance, accounting, business administration, or other related fields.
- At least 5 years of relevant professional experience in processing and implementation administration of development aid projects with international agencies, an advantage.
- Written and verbal proficiency in English.
- Proficiency in spreadsheets, word processing, and required information technologies.

Additional Information
This appointment is open to internal and external applicants.
This opening is a local staff position. It is open only to nationals and permanent residents of Georgia.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
