    Organizational Setting and Reporting Relationship

    The position of Project Analyst is assigned to the Financial Sector Office (SD3-FIN) within the Sectors Department 3 (SD3). SD3 aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB's strategic agenda in finance, human and social development, and public sector management and governance in the region and with ADB's clients. SD3, which is comprised of three sector offices, delivers or supports sovereign, nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RDs) and resident missions (RMs) in engaging with developing member countries (DMCs); and ensures ADB's technical leadership externally and internally.

    FIN leads policy development and dialogue, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance (TA) processing and administration in the financial sector.

    You will be based at our Headquarters in Manila, Philippines.

    You will report to the designated Technical International staff and Officer (as applicable).

    Your Role

    As a Project Analyst, you will provide analytical and statistical support with respect to the assigned project portfolio including technical support in portfolio management, project administration, project processing activities related to loans and technical assistance (TA), knowledge work, and budget management activities. S/he provides oversight support to the work of the junior technical local staff in coordinating and consolidating information to achieve a specific functional result

    You will:

  • Support project processing, administration and implementation tasks for assigned loans, grants, and TAs including procurement and consultant recruitment reviews and other project administration actions; provides guidance to executing and implementing agencies and other project clients, on ADB policies, guidelines, and procedures such as on procurement and disbursement; and helps ensure that requests from executing/implementing agencies and other project clients are promptly addressed or responded to.
Contribute to the preparation and updating of Project Administration Manuals under assigned projects, including gathering and consolidating data, and drafting writeups for its various sections. Compile data and statistics on contract awards and disbursements (projections and achievements) for assigned projects, and provides analytical inputs to project team leaders and/or government counterparts on shortfalls, causes, and actions needed to meet targets. Prepare and updates project records in ADB systems following quality and service level standards, including information related to project performance, project implementation status, major issues, actions planned or taken by the project team, and other project details. Analyze project performance and provides inputs to the project team to help ensure project progress and performance targets are monitored and met; Assists in addressing project administration red flags for timely corrective actions. Contribute to the preparation of project-specific and/or portfolio reports. Support project processing missions particularly in designing project implementation arrangements, including procurement/disbursement procedures and project management setup, review of financing plans, and preparation of Project Administration Manuals; and participate in project implementation missions as required; provide data, analyses, and draft writeups to assigned sections of mission reports such as Memoranda of Understanding and Aide Memoires. Contribute to data gathering and preparation of project completion reports and technical assistance completion reports. Be part of and contribute to the Project Administration Unit (PAU) to support preparation of reports, SovOps data update and general quality control. Provide support to other junior technical local staff (Senior/Operations Assistants i.e. TL1 and TL2). Perform other duties that may be assigned as reflected in the incumbent's workplan.

Qualifications

You will need:

Bachelor's degree in finance, business administration, public administration, or related disciplines. At least 5 years of hands-on experience in project processing of loans and TA projects, portfolio management, project administration, and budget preparation/monitoring. Familiar with good industry practices and guidelines within area of expertise Strong analytical, interpersonal, and cross-cultural skills Sound understanding of ADB procedures and practices related to TA and loan/grant project processing and administration, including safeguards compliance. Experience in processing and administrating finance sector projects and TAs is an advantage. Experience in private sector operation and risk management is an advantage. Excellent oral and written communication skills in English Proficiency with computer-based applications. Please refer to the link for ADB Competency Framework for TL3.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.
