Organizational Setting and Reporting Relationship
The Programs Officer is assigned to the Bangladesh Resident Mission (BRM) within the South Asia Department (SARD).You will help ensure that ADB's operations in Bangladesh align with ADB's Strategy 2030, the Country Partnership Strategy (CPS) and the government's development plans. You will be based at our Resident Mission Office in Dhaka, Bangladesh.
You will report to the Country Director (CD) and designated international staff.
Your Role
As a Programs Officer, you will provide technical expertise and quality inputs in BRM programming work, and help provide comprehensive knowledge, strategic and insightful inputs, and technical support in BRM's country strategy and programming work, policy dialogue, and knowledge management.
You will:
- Support the programming cycle by providing technical and strategic inputs for the preparation of the new Country Partnership Strategy (CPS) and Country Programming Missions (CPMs); adjust the pipeline of projects and Technical Assistance (TA) aligned with operational strategies, promoting Asian Development Bank's (ADB) priorities through cross-cutting projects.
- Review programming-related documents and pipeline projects as part of BRM's quality control under ADB's New Operating Model; collaborate with teams to (i) develop and implement action plans that align with the operational plans, priorities, and results framework of the Mid-term Review of ADB Strategy 2030, (ii) ensure operations align with current and forthcoming CPSs, and (iii) support country programming activities, including organizing and participating in relevant meetings and events.
- Develop sector, country, and region-wide operation strategies to build diverse and impactful project pipelines, linking analytical studies with country programming.
- Support the Country Management Team secretariat by setting meeting agendas, drafting minutes, and assisting the Country Operations Head in identifying \"One ADB\" projects to coordinate ADB's funding support for Bangladeshi stakeholders.
- Establish and manage an IT-based system to monitor and improve project readiness and processing; assess, coordinate, and report on the status of loan and TA program processing and manage correspondence with the Government on Aide Memoires and approvals.
- Engage with the government and partners to ensure successful formulation, processing, administration, and monitoring of ADB-financed loan and TA projects; collaborate with the Government on programming matters, providing feedback and advice to the Country Director and headquarters staff.
- Contribute to knowledge operations linked to country programming, ensuring TA projects and knowledge work are operationally relevant; support staff in preparing and finalizing programming documents.
- Administer assigned TAs, including consultant recruitment, progress monitoring, guidance, collaboration with executing agencies, representing ADB in tripartite discussions, preparing TA Completion Reports, and strengthening coordination with development partners to explore cofinancing opportunities.
- Provide orientation and guidance to technical staff, contributing to team capacity building; participate in setting BRM goals and standards to ensure quality and performance targets are met.
- Perform other tasks that may be assigned and reflected in the workplan.
Qualifications
You will need:

Bachelor's degree in economics, public policy, or a related field, preferably with advanced training.

At least 8 years of relevant experience in applied economic theory or quantitative methods, policy work, and programming work; Professional experience in similar international organizations is desirable.

A track record of publications on economic issues is desirable.

Knowledge of Bangladesh's project approval procedures and country-specific administrative, political, and development issues.

Competence in identifying issues, recommending appropriate actions, and managing deliverables within established timelines.

Proficiency in English and Bengali for and collaboration in a diverse professional environment.

Proficiency in office applications, including document processing, spreadsheet analysis, PowerPoint, and relevant software.

Additional Information
This opening is a local staff position. It is open only to nationals and residents of Bangladesh.
This is a fixed term appointment with option to renew for an initial period of three (3 ) years following Section 3.1 (b) of Administrative Order No. 2.01 (\"Recruitment and Appointment'). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
