Context

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Head of Programmes, the Programmes Coordinator (Solutions to Displacement) will be responsible and accountable for managing and overseeing the efforts to address internal displacement, transition, and recovery challenges in Chad. The Programmes Coordinator (Solutions to Displacement) will focus on durable solutions for displaced populations, including returnees in the East of Chad, while advancing resilience programmes, transition and recovery efforts, Disarmament, Demobilization, and Reintegration (DDR) and Disarmament, Demobilization, Rehabilitation, and Reintegration (DDRR) initiatives. Additionally, the Programmes Coordinator (Solutions to Displacement) will integrate considerations of migration, climate change, and environmental challenges into programme design and implementation to address the nexus of displacement and environmental sustainability.

Programme Development and Coordination

1. Coordinate and oversee the implementation of the strategies to support durable solutions for displaced populations, returnees, and host communities, including return, local integration, and resettlement.

2. Oversee resilience-building programmes, transition and recovery efforts, and DDR/DDRR initiatives, ensuring alignment with national priorities and IOM frameworks.

3. Integrate migration, climate change, and environmental considerations into programming to address displacement drivers and promote sustainable solutions.

4. Coordinate multi-sectoral initiatives addressing displacement, recovery, and climate adaptation in collaboration with stakeholders.

Stakeholder Engagement and Advocacy

5. Engage with government authorities, UN agencies, donors, and civil society to strengthen partnerships and mobilize resources for displacement solutions, DDR/DDRR, resilience, and climate-sensitive programming.

6. Represent IOM in inter-agency coordination mechanisms, advocating for integrated approaches to displacement, environmental sustainability, and recovery.

Capacity Building and Knowledge Management

7. Provide training and capacity-building support to government counterparts and partners on durable solutions, DDR/DDRR, resilience programming, and the migration-climate-environment nexus.

8. Document and disseminate best practices, lessons learned, and success stories to inform future programming and advocacy efforts.

Monitoring, Evaluation, and Reporting

9. Develop and implement monitoring and evaluation frameworks for displacement, resilience, DDR/DDRR, and climate-related programmes, ensuring compliance with donor requirements and IOM standards.

10. Prepare comprehensive reports, policy briefs, and communication materials to highlight progress and address challenges in programme implementation.

Cross-cutting Considerations

11. Ensure gender, protection, and environmental considerations are integrated into all programmes and activities.

12. Monitor developments in Chadโ€™s displacement, climate change, and recovery context to identify emerging needs and opportunities for programme adaptation.

Education

Masterโ€™s degree in International Relations, Political Science, Business or Public Administration, Humanitarian Affairs, Conflict Studies or a related field from an accredited academic institution with five years of relevant professional experience; or,University degree in the above fields with seven years of relevant professional experience.

Experience

Minimum five years of relevant international experience in Displacement, Community Engagement, Stabilization, Peacebuilding, Return, Recovery and Reintegration;Experience at the international level with specialized international organizations (UN agencies, international organizations, and specialized international NGOs), preferably in early recovery and stabilisation, assistance to IDPs and refugees, and humanitarian assistance;Experience working directly with displaced populations, particularly in conflict settings and in protracted displacement situations; particularly the socio-economic reintegration of returnees or other groups;Experience working in conflict and post conflict settings;Project management experience including administrative and financial management (previous experience with IOM an advantage);External representation experience and/or experience in leading a coordination forum such as a working group or cluster (previous experience with IOM in this role an advantage);Experience in liaising with governmental authorities and local communities;Proven experience in designing, implementing, and managing displacement, reintegration, resilience, and climate-sensitive programmes, in complex or post-crisis settings; and,ย Demonstrated experience working with government counterparts, UN agencies, donors, and civil society.

Languages

For this position, fluency in English and French is required (oral and written).

Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) is an advantage.
