The above-described initiatives require enhanced capacity at the country office level and strong coordination with internal and external stakeholders. The Programme Associate will serve as the main focal point to the capacity strengthening component of the CCARBโs projects while supporting in the overall management and implementation of all CCARB initiatives for WFP Tajikistan, including, but not limited to, KOICA and USAID projects.
- Provide specific oversight on implementation and improvement of the project in cooperation with relevant authorities and technical partners;
- Ensure coordination of capacity strengthening of the communities to utilize digital technology and innovations through online platforms as well as offline;;
- Initiate and coordinate outreach activities; conduct training workshops, seminars etc.; make presentations on assigned topics/activities;
- Manage the technical support of institutions and/or individual consultants;
- Develop and/or consolidate comprehensive reports, documentation and briefing notes on the progress and status of implementation of project activities;
- Support with the coordination of relevant government stakeholders at national level, Cooperating Partners (CP), and Field Offices;
- Lead monitoring missions, including provision of guidance to WFP staff and partners, government officials and other parties and draft mission summaries/reports, etc.;
- Participate in steering committee meetings, progress update meetings with donors, working group meetings, and any other ad hoc meeting;
- Engage at the technical level with line ministries and other government entities at central and subnational levels;
- Support in preparing accurate and timely reports on projects and activities, including the annual report on CCARBโs ongoing projects for stakeholders;
- Support in updating and revising all CCARB project documents, as required;
- Support the diversification of programming for the overall CCARB portfolio (including capacity strengthening components, climate information services, and early warning systems) by developing well-reasoned concept notes to mobilize resources for the continuation/expansion of existing projects and for new projects that include innovative approaches and improved traditional practices that consider indigenous values;
- Support the development of a strategy/implementation plan, standard operating procedures and other guidance documents, lessons learned and best practices, monitoring and reporting formats, reviews and evaluations;
- Support in the technical review of potential partnersโ project proposals;
- Provide inputs to all reporting requirements and development of advocacy/communication materials;
- Support ESS focal point with reviewing of ESS for construction/rehabilitation activities across the projects;
- Create food release notes (Emergency Response), monthly distribution report (CBT), distribution report (CBT, actual), data completion report (FLA);
- Preparation of CBT distribution report to SCOPE focal point and coordination with FSPs on accounts and cash distribution;
- Participation on CO CBT WG meetings and activities to ensure effective planning, implementation and information sharing;
- Support with activities relevant to internal WFP processes and procedures in accordance with all deadlines (e.g., potential partner proposals, field level agreements, and service provision processes and contracts; invoice/transfers clearances; corporate systems such as WINGS/COMET; monthly deliverables such as mission plans, country brief inputs and bank forecast inputs; responding to official letters requesting support or information; etc.);
- Support the implementation of the WFP Tajikistan Country Strategic Plan through ensuring cross-cutting efforts such as nutrition-sensitivity, gender and diversity inclusion, protection and accountability, and capacity development, are integrated throughout the portfolio and to ensure equal participation and consideration of women and men, boys and girls, and people living with specific needs and/or disabilities;
