The broader objectives of the research are:
1. Quantifying the negative impacts of the absence of the MCBP and VWB programmes and highlighting the economic, social, and health costs of inaction.
2. Identifying the potential long-term economic and social consequences of inaction around the MCBP and VWB programmes, in terms of inadequate planning, preparedness, and investment in addressing targeting errors in urban and rural areas and insufficient urban coverage of the MCBP and VWB programmes.
3. Inform policy reform, and strategic papers in the transition to a middle-income country and their relevance to social protection coverage.
METHODOLOGY:
A qualitative survey would be commissioned to capture existing knowledge and perceptions on social protection, perceived negative impacts of absence or insufficiency of the MCBP and VWB programmes through appropriate tools, including stakeholder consultations and dialogues with the line ministries, departments, and other relevant agencies.
๏ Sample Size: Sample size will be determined later based on consultation.
EXPECTED RESULTS:
1. The study will gather evidence on the negative impacts of the absence and the importance of expanding the MCBP and VWB programmes coverage in urban areas, considering the lower coverage compared to the magnitude of urban inequality.
2. The study would outline the present scenario of targeting inefficiency and the impact of inaction towards designing and investment to address targeting efficiency in urban and rural contexts.
3. There would be a policy advocacy piece to feed into national plans for the national social security programmes for effective targeting mechanisms, highlighting the economic, social, and health costs of inaction, and the importance of inclusiveness.The incumbent will perform the following duties:
๏ง Provide technical inputs in developing the research context, areas to address, operational issues (e.g., known challenges and bottlenecks), and opportunities.
๏ง Conduct sufficient literature review on the existing theories and knowledge on the inaction studies on social protection.
๏ง Design a qualitative research framework to quantify the negative impact of the absence of the MCBP and VWB programmes and cost of inaction for both urban and rural areas.
๏ง Lead the qualitative research including questionnaire preparation, data collection, analysis and report.
๏ง Support the drafting of a policy advocacy paper, which will feed into the national development plan for rural and urban areas, with additional focus on expanding the MCBP and VWB programmes in urban.
๏ง Support WFP in organizing a policy dialogue session involving relevant line ministries, academia, research agencies, CSOs and development partners to validate the policy advocacy content derived from the research.
REQUIRED QUALIFICATION:Education: Advanced university degree in economics, statistics, development studies or other relevant fields. Having substantial credibility and good rapport for contribution in the field of economic analysis, development statistics and social protection related analysis.
Experience: Minimum 15 years of work experience in econometric analysis, research, and clear understanding on social protection, cost-benefit analysis and inaction studies.
Language: Fluency in spoken and written both in English and Bangla language.
