BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Mozambique is one of Africaโs most disaster-prone countries, facing compounding crises of conflict, displacement, extreme weather events, and economic shocks. Under its Country Strategic Plan (CSP 2022-2026), WFP aims to assist the country in tackling the key drivers of hunger and assist vulnerable populations to attain food security and improved nutritional status. WFP aims to protect the food security and nutrition status of vulnerable people and communities affected by shocks and strengthen essential health and nutrition service delivery while leveraging opportunities to initiate resilience building and self-reliance activities.
Acute food insecurity has been on the rise in recent years in northern Mozambique, as conflict and recurring displacement, compounded by climatic and economic shocks, have disrupted communitiesโ agricultural activities, livelihoods, and purchasing power. The conflict in the northern province of Cabo Delgado, which started in 2017, continues to displace over 715,000 people.
WFP approach to resilience building and addressing root causes in Mozambique focuses on interventions that promote climate change adaptation and food systems (CCAFS), School feeding (SF), Nutrition, Social protection (SP) and Anticipatory Actions.
WFP is looking for an experienced Programme Policy Officer to support WFPโs programme and operations management in northern Mozambique (Cabo Delgado โ Pemba Area Office). The Programme Policy Officer will act as a Head of Programme leading the Area Office programme team. The position will support the Head of Area office in coordinating WFP's emergency response efforts in Northern Mozambique and will play a strategic role in supporting the integration of humanitarian, development, and peace (HDP) nexus approaches to address the root causes of food insecurity and promote sustainable solutions
KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
Under the direct guidance and supervision by the Head of Area Office, and in close collaboration with programme teams in the Country office, the Head of Programme will be responsible for the following duties:
1. Manage WFP programme implementation at field level, ensuring timely and effective deployment of food assistance programmes.
2. Provide support to the programme team in the AO and technical expertise to contribute to the planning, formulation and implementation of food assistance programmes, including advice on context-specific issues.
3. Ensure coordination and technical support for implementation of resilience building programmes in Cabo Delgado, with particular focus on strengthening linkages between school feeding, nutrition, social protection and climate and resilience initiatives.
4. Ensure implementation of programme activities is in line with ensuring the best use of financial resources for achievement of set objectives within a moderate budget.
5. Facilitate cross-functional coordination at the appropriate level and convene the counterparts from various technical/functional areas to ensure that programmes in the Area Office are delivered in a coherent, integrated, and efficient manner.
6. Establish and maintain operational partnerships with local government authorities and other partners (eg. international and local NGOs, UN agencies, civil society), to improve programmes and support complementary strategies; identify potential areas for collaborative approaches and initiatives.
7. Represent WFP in inter-agency forums at technical level and contribute to the development of joint strategies and plans across the Humanitarian, Development and Peace Nexus.
8. Provide timely inputs as applicable for programme reports, and a variety of information products or proposals for internal or external use
9. Lead, motivate and develop the Area Office programme team to enable high performance.
10. Perform other duties as required.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
Has actively supported and been engaged in medium to large scale emergency operations and has led or participated in programme implementation within a mid-size, moderately complex country or equivalent environment.
Has experience working across programme and policy function, leading emergency as well as resilience building programmes, and initiatives to operationalize the humanitarian development and peace nexus.
Has gained experience in field operations, preferably in a hardship duty stations.
Has led a mid-size to large team to ensure the effective delivery of objectives.
Has experience working in collaboration with a diverse array of humanitarian actors, including governments, NGOs, U.N. agencies, civil society, etc.
Has led a country/area office programme team or a component of a country office programme portfolio.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree preferably in social sciences, public administration, international law, public health, international relations/development/affairs, logistics, supply chain management, business administration or other related fields of study, or First University degree with additional years of relevant work experience and/or advanced training/courses.
Experience: 5 years or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development.
Knowledge & Skills:
Sound experience in project management in a related field.
Experience in project implementation and coordination among several teams.
Strong analytical skills with the ability to analyze and interpret information and draw out the key messages.
Strong oral and written communication skills, able to clearly articulate insights to stakeholders in WFP.
Leadership skills and excellent interpersonal skills. Ability to lead and motivate.
In-depth understanding of WFP program, objectives and strategic priorities.
Willingness to travel extensively to the field, at least 20% of working time.
Solid organizational skills including attention to detail and multitasking skills.
Language: Fluency (Level C) in English. Fluency in Portuguese or Spanish, is a requirement.
