    The Programme Policy Officer, under the guidance of the Head of Cooperating Partnership Management Unit will support in the management of NGOs partnerships supporting the implementation of WFPโ€™s Country Strategic Plan activities. The incumbent will collaborate closely with the partnership Unit/Colleagues, Programme Technical units, Supply Chain, Procurement, Finance, Risk Management and Area/Sub-offices to effectively meet food assistance needs.

    KEY ACCOUNTABILITIES

    The Programme Policy Officer under the guidance of the Head of Cooperating Partnership Management will be responsible for the following duties:

    1. Support the development and implementation of WFP Bangladeshโ€™s strategy for partner engagement, aligned with the CP (Cooperating Partnership) Corporate Guidance, Country Strategic Plan, and WFPโ€™s localization commitments under the Grand Bargain.
    2. Assist in providing guidance to programme teams on engagement with partners, coordinating with the Regional Bureau (RBB), HQ Cooperating Partnerships, and Legal as needed, in consultation with the Head of the Cooperating Partnership Unit.
    3. Facilitate implementation of country-level partnership reviews and pilots of Cooperating Partners (CP) management improvements based on lessons learned and evolving needs.
    4. Ensure the use of updated corporate standards, tools, and templates for CP (Cooperating Partnership) engagement, and coordinate with HQ/RBB to ensure WFP Bangladesh inputs are considered in evolving guidance and procedures.
    5. Review partnership proposals for accuracy and compliance with corporate rules, regulations, and country-level SOPs; support the timely execution of Technical Review Committee (TRM) and Cooperating Partner Committee (CPC) processes and Field Level Agreements (FLAs).
    6. Contribute to the due diligence, profiling, capacity assessment, and performance evaluation of Cooperating Partners, in line with corporate standards, and coordinate and support documentation and analysis to identify capacity gaps and propose improvement plans with Sub-Offices and Area Offices.
    7. Oversee the registration and verification of CP (Cooperating Partnership) profiles in the UN Partner Portal (UNPP), ensuring all partnership processes are completed through the platform, and support coordination and follow-up on audits of Cooperating Partners including implementation of recommendations.
    8. Liaise with programme and Resource Management Units to ensure timely allocation of resources and processing of Service Outline Agreements (SOAs) and Purchase Order Distribution Agreements (PODAs) in WINGS.
    9. Contribute to CP (Cooperating Partnership) capacity strengthening initiatives by supporting training and knowledge-sharing in operational and programmatic areas, coordinating rollout and capacity building on Partner Connect modules, ensuring system compliance, and supporting review and improvement of partnership-related tools and SOPs.
    10. Contribute to the preparation of timely and accurate reports on partnership trends, gaps, and outcomes; coordinate periodic spot checks; support a strong CP (Cooperating Partnership) team; and act as Officer-in-Charge in the absence of the Head of the CP (Cooperating Partnership) Unit.

    11. Performed any other tasks as assigned.

    Education: Completion of Advanced University Degree (Masterโ€™s or equivalent) is required. Education in International Relations, Economics, Agriculture, Environmental Science, Social Sciences or any other relevant field is preferable.
    Experience: At least 5 years of experience including 3 years of mandatory professional (Managerial/Supervisory) experience in Programme, Partnership, Operations Management or in any related field.
    Language: Fluency in spoken and written both in English and Bangla language.
