ResponsibilitiesWithin assigned authority, the Programme Officer will provide substantive support to the implementation and expansion of the Instituteโs initiatives on the Nexus between terrorism and organized crime. The incumbent will be responsible for the following specific duties: โข Participate in the development and implementation of activities, including research, capacity building and knowledge dissemination, related to enhancing knowledge and awareness concerning the intersections between organized crime and terrorism; โข Conduct consulting assignments with Member States and partners by planning and facilitating workshops, organizing interactive sessions, and assisting in developing actionable plans for policy and operational change, especially in areas intersecting with transnational organized crime, terrorism, and climate security. โข Research, analyze, and synthesize information on the nexus between organized crime and terrorism, including associated areas such as critical minerals, illegal mining, environmental crimes, climate security, and violent extremism. โข Assist in policy development by reviewing and analyzing emerging issues and trends, conducting evaluations, and contributing to research on new topics, such as the use of new technologies to prevent environmental crimes, track critical minerals in supply chains, and enhance prison systems' digital rehabilitation efforts. โข Prepare various written outputs, including draft background papers, analyses, sections of reports and studies, and inputs to publications that cover topics related to crime, terrorism and their links, including within the prison settings, in relation to crime prevention technologies, and in connection to protecting soft targets through interfaith and cross-sectoral cooperation. โข Provide substantive support to consultative meetings, conferences, and workshops, including proposing agenda topics, identifying participants, and preparing presentations and documents, particularly in relation to capacity-building on climate-related security risks, violent extremism, and protecting soft targets. โข Coordinate capacity-building activities, including training workshops and scenario-based exercises for Member States and other stakeholders on critical issues such as rehabilitation of incarcerated people, climate securityโs influence on crime and extremism, and protecting vulnerable institutions through cross-sectoral partnerships. Deliver presentations and engage with participants to enhance skills and knowledge in these areas. โข Participate in or lead field missions, providing guidance to external consultants, government officials, and other stakeholders; draft mission summaries and actionable recommendations to support field implementation of policies developed within the framework of the projectโs activities. โข Contribute to project-related budget and funding activities, including programme and project submissions, progress tracking, financial reporting, and preparation of financial statements to ensure sustainable support. โข Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. โข Perform other work-related duties as required. Work ExperienceA minimum of five (5) years of relevant, progressively responsible professional experience in programme management, coordination or support in the field of international affairs or international security is required. Working experience in dealing with security governance, including organized crime, terrorism, prison reform, or climate security, in an international organization is required. Prior work experience on the Nexus between terrorism and organized crime is desirable. Work experience within the United Nations system or similar international organizations is desirable. Experience in conducting research in fragile and conflict-affected areas is desirable. Experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage. Special NoticeThis position is funded from extra-budgetary resources. This is a temporary position available for three months and will be limited to service with UNICRI. Any extension of the appointment is subject to extension of the mandate and/or the availability of funds.
