Setting and ReportingThe Office for Middle East and North Africa (OMENA), housed within the Division of Country Programmes (DCP), is in charge of the overall liaison and relationship management with partner countries in the MENA region. OMENA is responsible for coordinating ITC technical assistance projects and activities in the region to achieve synergies and impact.. This position is located in OMENA and will focus on implementation, management and monitoring of the Southmed Digital project, launched in March 2025. The Southmed Digital Trade Project is funded by the European Union (EU) and the BMZ (German Ministry of economy) and implemented jointly by GIZ and ITC. It has been designed to foster regional integration among the south mediterranean countries through strengthening of digital trade. The project aims at creating a conducive business environment and strengthening the competitiveness of MSMEs to harness the benefits of digital trade to increase trade among southmed countries and with the EU. The project will work in the following 8 countries: Algeria, Egypt, Jordan, Lebanon, Libya, Morocco, Palestine, Tunisia. It will be implemented in partnership with national, and regional institutions. ResponsibilitiesUnder the direct supervision of the Chief OMENA, Division of Country Programmes (DCP), and in close collaboration with other project team members, the Programme Officer will be responsible for the following duties: โข Participates in the implementation, monitoring and evaluation of Southmed Digital Trade project; prepares and reviews relevant documents and reports, including consolidating of the inception report; prepares yearly workplans; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. โข Researches, analyzes and presents information gathered from diverse sources. โข Provides substantive support to consultative meetings, steering committee meetings and other meetings or conferences, etc., proposing agenda items, identifying participants, preparation of documents and presentations, etc.. โข Prepares various written outputs; Contribute to the preparation of results-based progress reports and other programme related reporting requirements including mid-term and final evaluations;, drafts background papers and briefing notes. โข Participates in and/or lead field missions, including provision of guidance to external consultants, government officials, the donor, and other parties and drafting mission summaries, etc. โข Contributes to activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.); manages financial grants, sub-contracts and procurement actions etc.). โข Support the integration of cross-cutting interventions on gender, youth and environment during implementation. โข Keeps abreast of global trends and of client demands, provide up to date relevant information on competitors and partners to determine appropriate technical responses to clients making the best use of ITCโs products and services. Contributes to project development efforts in the southmed region. โข Contributes to outreach activities; conducts workshops, seminars, etc.; makes presentations on assigned topics/activities. Ensures projectโs marketing and promotional material are up to date and of high quality โข Performs other duties as required. Competenciesโข Professionalism: Knowledge of the international trading system, the trade-related technical assistance environment and recent trends in export development and competitiveness, in MENA region, particularly in Southmed countries; awareness of current and emerging trends in regional trade integration; Knowledge of result-based project management, monitoring and reporting. Familiarity with the GIZ and EU reporting requirements. Knowledge and understanding of theories, concepts and approaches relevant to particular sector, functional area or other specialized field. EducationAdvanced university degree (Masterโs degree or equivalent) in business administration, management, economics or a related field. Work ExperienceA minimum of five years of experience in project or programme management, administration or related area is required. Experience in trade-related project design is desirable. Experience in the UN system is desirable. Experience with EU trade and development is desirable. LanguagesFor the position advertised, fluency in both English and French is required.
