This position is based at the WFP Bolivia Country Office within the Programme Unit. The incumbent will report directly to the Country Director and will work under the close mentorship of the current Head of Programme. Following a transition period, the incumbent will assume full responsibility as Head of Programme. The role involves close collaboration with Heads of Units, Activity Managers, and Subject Matter Experts (SMEs) across various functional areas, as well as with external stakeholders, including government counterparts, UN agencies, donors, and NGOs.
JOB PURPOSE:
After an initial onboarding period of three months, the incumbent will progressively take on a leadership role in guiding policy and programme activities that ensure effective, timely, and needs-based food assistance responses. This role will contribute to the design, coordination, implementation, and monitoring of WFPโs programme portfolio, with a particular focus on enhancing national capacities, resilience-building, and integrated emergency preparedness and response.After an initial onboarding and transition period of three months:
- Lead the operational oversight and strategic orientation of key programme activities under the Country Strategic Plan (CSP), particularly related to:
- Emergency preparedness, anticipatory action and response (SO1)
- Asset creation, livelihoods, and resilience building (SO2)
- Smallholder market access and value chains
- School feeding and nutrition
- Institutional capacity strengthening and technical assistance to government
- Coordinate and ensure programme alignment with WFP corporate guidelines and national priorities, actively contributing to policy dialogue with national counterparts and international partners.
- Ensure technical and financial compliance of CSP implementation activities, in line to WFPโs rules, regulations, and performance standards.
- Supervise the implementation of WFP-government Memoranda of Understanding (MoUs), ensuring effective technical assistance and joint programming on areas such as emergency response, livelihoods, school feeding, and food security.
- Support resource mobilization strategies, donor relations, and results-based reporting; contribute to the preparation of donor proposals, project documents, sitreps, and funding appeals.
- Promote the integration of Country Capacity Strengthening (CCS) approaches across programme activities, including the design and operationalisation of capacity strengthening interventions in coordination with CSP implementation.
- Facilitate Capacity Needs Mapping (CNM) exercises in collaboration with national partners and ensure findings are integrated into programme design and strategy.
- Support the formulation, implementation, and review of the CSP and its components, ensuring alignment with Strategic Review recommendations, national priorities, and WFP global objectives.
- Supervise and provide technical guidance to Activity Managers across the CSP, fostering internal coordination, programme coherence, and operational synergy.
- Oversee the effective management and strategic use of financial resources allocated under the CSP.
- Represent WFP in high-level technical and strategic fora, including:
- Programme Management Team (PMT) under the UN Resident Coordinatorโs Office
- UN Emergency Technical Team (UNETE)
- Other inter-agency or sectoral coordination mechanisms
- Contribute to institutional learning through the documentation of best practices, evidence generation, and adaptive programming to inform policy and strategy.
- Ensure that programme activities are gender-sensitive, inclusive, and aligned with WFPโs protection, accountability to affected populations (AAP), and environmental sustainability standards.
- Perform other duties as required by the supervisor or senior management.

- Strengthened national capacities in food security, nutrition, and emergency preparedness and response.
- Increased funding and strategic partnerships with government entities, donors, and UN agencies.
- Delivery of high-quality, evidence-based reporting and programme design that supports decision-making and enhances programme effectiveness.
- Continuous integration of CCS and resilience approaches across all WFP-supported interventions.
- Efficient coordination of cross-cutting areas including gender, protection, accountability, and climate resilience.
