Project Context and Scope
IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs, and common transport services. Humanitarian response and resilience include CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management. ย  As an integral member of the UN South Sudan team, IOM South Sudan works across the humanitarian, peacebuilding, and development access with a broad range of programming clustered in three areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development.ย  ย  IOM South Sudan is an active member of the UN Country Team and Humanitarian Country Team. As the cluster coordinator for CCCM (co-lead with UNHCR) and the Shelter & NFI Cluster, IOM South Sudan is also a member of the Inter-Cluster Coordination Group (ICCG), the key coordination platform for humanitarian response. Within the RC-HC lead Partnership for Peacebuilding and Resilience Platform IOM co-leads the nexus working groups on climate change adaptation (with the UK) and durable solutions for internal displacement (with UNDP).ย  ย  IOM in South Sudan has been actively addressing the countryโ€™s complex and protracted displacement challenges, with a focus on facilitating sustainable, long-term solutions that support the voluntary, safe, and dignified return, relocation, and reintegration of displaced populations

Lead the development of a contextualized Guidance Note on Psychosocial Peacebuilding in South Sudan, including the design of key definitions, behavioral frameworks, and practice-oriented tools for field practitioners, with contextual examples from Unity, Upper Nile, Jonglei/GPAA, and Abyei. Design and implement a mixed-methods research processโ€”including behavioral ethnography, participatory workshops, psychosocial storytelling, and cognitive mappingโ€”to collect qualitative data on trauma-related behaviors, collective coping mechanisms, and identity formation among youth. Integrate climate-conflict analysis into the research, conducting site-specific climate risk assessments and analyzing the intersection between environmental stressors (e.g., flooding, drought) and youth vulnerability, mental health outcomes, and behavioral norms. Conduct a gender-sensitive analysis throughout the research process, capturing differentiated mental health needs, exposures, and behavioral responses of women, men, boys, and girls, and proposing tailored MHPSS interventions and programmatic recommendations. Ensure meaningful youth engagement across all phases of the research, including the possible formation and facilitation of a Youth Advisory Group and exploration of youth-led or co-designed data collection approaches using digital and community-based platforms. Identify and document traditional mechanisms (e.g. storytelling, rituals, intergenerational dialogue, forgiveness practices) that contribute to psychosocial reintegration and resilience, with attention to how these practices intersect with gender norms and climate-induced stressors. Facilitate validation and reflection sessions with IOM teams, local stakeholders, and community actors to review emerging findings and co-develop recommendations, while ensuring the process is conflict-sensitive and inclusive. Support the production of psychoeducational and self-help materials targeted at youth leaders, local chiefs, religious figures, and community groups to promote trauma-awareness, constructive youth agency, and community-based healing. Ensure a strong conflict-sensitive and โ€œDo No Harmโ€ approach throughout the research and drafting of the guidance note, including analysis of the psychosocial implications of transitional justice, group grievances, and intergroup dynamics ย  ย  Education

Masterโ€™s degree inย humanitarian or development studies, economics, social development or a related from an accredited academic institution with five years of relevant professional experience; or,

University degree in the above fields with seven years of relevant professional experience. Experience

Professional experience in durable solutions, research, integrated programming or displacement-related projects, ideally with some experience in fragile or conflict affected settings.ย  Demonstrated experience in conducting research and analysis on durable solutions or durable solutions related fields.ย  Experience in producing action-oriented analysis with clear recommendations on displacement related issues.ย  Proven experience in working with international organizations, UN agencies, or NGOs in recovery contexts. Skills Excellent analytical, writing, and communication skills. Strong interpersonal skills and the ability to work effectively in a multicultural environment. Ability to coordinate with senior representatives of government, communities, international and national organisations. Strong skills in community engagement. Familiarity with research methods including quantitative and qualitative approaches. Proficiency in using data analysis software and tools. Ability to develop training materials and facilitate workshops.
