Org. Setting and ReportingThis position is located in the Regional Office for West and Central Africa (ROSEN)in Dakar, Senegal, Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the supervision of the Programme Coordinator, responsible for the Trafficking in Persons and Smuggling of Migrants Unit in ROSEN, as first reporting officer, and the overall guidance of the Programme Coordinator of the Global Programme on Cybercrime, assigned to the Cybercrime and Technology Section (CTS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA) of UNODC as second reporting officer. The incumbent will also work under the substantive guidance of the Regional Representative, ROSEN, as well as the Team Leader, Technical Cooperation and Field Support, Human Trafficking and Migrant Smuggling Section (HTMSS), Organized Crime and Illicit Trafficking Branch (OCB) of DTA as additional supervisors. ResponsibilitiesWithin assigned authority, the incumbent is responsible for implementing technical cooperation activities under UNODCโ€™s European Union funded project โ€œGlobal Action against the Financial and Digital-based Dimensions of the Smuggling of Migrantsโ€, including counter-cybercrime technical assistance and practical day-to-day support to relevant bodies, entities and authorities. The incumbent will be responsible for the following specific duties: โ€ข Coordinate cyber-related technical assistance activities in African countries in support of implementing the Global Action against the Financial and Digital-based Dimensions of the Smuggling of Migrants. This includes overall activity implementation and coordination, procurement of equipment, contracting service providers, monitoring and reporting obligations related to national stakeholders in those countries; โ€ข In coordination with UNODCโ€™s Human Trafficking and Migrant Smuggling Section, liaise with relevant parties, such as with Law Enforcement Agencies, Ministries of Interior, Ministries of Justice, Attorney General Offices, and Supreme Courts in selected countries, to ensure project implementation of the Global Action against the Financial and Digital-based Dimensions of the Smuggling of Migrants in the African countries covered; โ€ข Design and update curricula and courses on investigating cyber-dependent and cyber-enabled smuggling of migrants; โ€ข Organize and conduct capacity building and technical assistance activities on detection and investigation of migrant smuggling committed by means of technology, virtual assets, darknets, all related technologies, and provide technical advice to counterparts upon request; โ€ข Undertake outreach activities; coordinate international, regional and national workshops, meetings and conferences; make presentations on assigned topics/activities; โ€ข Provide, prepare and draft reports, guidelines, standard operating procedures (SoPs), and analysis on cyber-related issues; โ€ข Design and undertake training needs assessments of law enforcement and related criminal justice agencies related to detecting and investigating cyber-enabled and -dependent migrant smuggling, including training, in collaboration with other relevant experts, on the use of software to gather, collect and analyze digital evidence as well as open-source intelligence (OSINT) and social media intelligence (SOCMINT) techniques; โ€ข Coordinate and liaise with intergovernmental and non-governmental organizations and institutions which are active in the provision of training and education on related issues at the international, regional or country level, as well as with associated UNODC and broader UN Programmes; โ€ข Assist in the ongoing monitoring and evaluation of the programme by collecting relevant data on project implementation, drafting reports and supporting follow-up of activities, as requested; โ€ข Prepare, review, plan and manage the implementation of substantive and administrative support, including budget and procurement management; โ€ข Prepare and draft a variety of written outputs that relate to the implementation of the project, such as background papers, progress reports, evaluation reports, mission reports, briefings and presentations; โ€ข Support the visibility of UNODCโ€™s anti-migrant smuggling work in the region in accordance with the communications plan, including submitting inputs to communication actions and products in a timely manner; ensure project donor(s) visibility in all public activities; โ€ข Prepare inputs for performance parameters and indicators, programme performance reports as well as inputs for results-based budgeting and results-based management as part of the monitoring, evaluation and learning plan; โ€ข Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting; โ€ข Perform other work-related duties as required. CompetenciesProfessionalism: Has in-depth substantive knowledge and specialization in the field of counter-cybercrime law enforcement and/or prosecution. Demonstrates ability to transfer knowledge and skills to the field of migrant smuggling. Has knowledge of policies and practices in international criminal justice and crime prevention and relevant UNODC mandates. Has knowledge of programme/project administration, implementation, evaluation, technical cooperation, programming and budgeting. Has knowledge of and ability to provide training to prosecutors, law enforcement officers, digital forensic officers, or other criminal justice officials in matters relating to the investigation and prosecution of organized crime. Experience in the development and delivery of training is required. Work experience related to the topic of the smuggling of migrants and related crimes is desirable. Work experience using open-source intelligence (OSINT) and social media intelligence (SOCMINT) techniques is desirable. Work experience within the United Nations or similar international organization dealing with law enforcement related operations is desirable. Work experience in project management is desirable.
