Org. Setting and ReportingThis position is located at the Programme Office for Barbados (POBRB), United Nations Office on Drugs and Crime (UNODC) in Bridgetown, Barbados. The incumbent will work under the direct supervision of the Regional Representative of the UNODC Regional Office for Central America and the Caribbean in Panama City (ROPAN) and the UNODC Programme Management Officer in Bridgetown, Barbados on the implementation of the regional project on Strengthening police accountability and professionalism in selected Caribbean countries to promote trust and ensure equal access to justice for all (Regional Police Modernization Programme). This position follows UNODC mandates and the Strategic Framework for Latin America and the Caribbean with emphasis on the following thematic areas and programmes: โ€ข Crime prevention and criminal justice: inter alia, supporting criminal justice reform (police reform, prosecution service, judiciary, access to legal defence and legal aid, prison reform, alternatives to imprisonment); justice for children, support and assistance to victims. โ€ข Research and Trend Analysis: inter alia, providing statistics and analyses of the world drug and crime problems, analysing the evolution of transnational drugs and crime issues; expert advice to drug-testing laboratories and forensic institutions. โ€ข Policy Support activities: inter alia, directing and coordinating policy support functions; leading and coordinating fund-raising strategy; carrying out media and outreach work. For more information on UNODC, please visit the website: www.unodc.org ResponsibilitiesWithin assigned authority, the Programme Officer will be responsible for the following specific duties: Programme development, implementation and evaluation: โ€ข Monitor and analyze social, economic, and political trends related to crime prevention and criminal justice at national, regional, and global levels. โ€ข Implement programme activities to enhance the understanding of UNODC mandates by civil society and governments and support national and inter-governmental crime prevention and police modernization strategies. โ€ข Assist and coordinate the Regional Police Modernization Project, including planning, implementation, evaluation, reporting, and stakeholder engagement. โ€ข Provide technical and administrative support within the project framework and ensures timely preparation of relevant documents. โ€ข Monitor financial resources and budget compliance, contributing to programme and project documentation and reporting, such as progress reports, work plans, programme budget, etc. โ€ข Participate in technical missions for needs assessments and proposal development with governments, UN agencies, and civil society organizations. โ€ข Guide consultants and officials, prepares mission documentation, and contribute to project performance assessments. โ€ข Support the development of Country Profiles and Strategic Programme Frameworks for submission to UNODC governing bodies. โ€ข Draft and review technical assistance proposals and project progress reports for assigned regions. โ€ข Prepare various written outputs including background papers, mission reports, policy proposals, and presentations. Substantive support to funds/resources mobilization and monitoring, liaison and partnerships, advocacy and outreach activities and substantive support to intergovernmental bodies: โ€ข Support fundraising by preparing materials, participating in donor meetings, and identifying funding sources, including cost-sharing with governments. โ€ข Promote UNODCโ€™s work, policies, and strategies on crime prevention and criminal justice to governments, civil society, UN agencies, and the public. โ€ข Represent UNODC at policy and technical meetings, liaising with counterparts and monitoring developments. โ€ข Coordinate with UNODC and UN counterparts in Vienna and the field, following up on decisions and documentation. โ€ข Assist in organizing and delivering technical services such as expert meetings and training seminars, as well as support mentors and regional advisers. โ€ข Contribute to and prepare reports for legislative and technical bodies, including the CND and CCPCJ. Research and data collection: โ€ข Conduct surveys, design data tools, analyze responses, and prepare conclusions. โ€ข Contribute to the development and management of databases on drug control, crime, and terrorism; contributes to technical assistance for national/regional data systems. Training and capacity building activities: โ€ข Participate in workshops, seminars, training courses, and conduct presentations. โ€ข Provide substantive support in the development of relevant technical and training materials, tools and capacity building packages. โ€ข Monitor and review best practices, methodologies and programmes in the areas of crime prevention and criminal justice (including police modernization) and contribute to their promotion; pilot-test promising practices and summarize their experiences.
