The incumbent will work under the overall guidance of the Regional Representative for the Middle East and North Africa (ROMENA), and the direct supervision of the Head of Office, Tunisia and the Regional Programme Coordinator (TIP/SOM) based in Cairo, Egypt. ResponsibilitiesWithin assigned authority, the incumbent will be responsible for the overall implementation and direction of UNODC projects and initiatives in the areas of human trafficking and migrant smuggling (HTMS). S/he will be responsible for the following specific tasks: โข Manage, coordinate, and monitor the implementation of initiatives in Tunisia under the Regional Programme โPreventing and Countering Trafficking in Persons and Smuggling of Migrants (TIP/SOM) in the MENA regionโ in close collaboration with national and international stakeholders. โข Develop, implement and monitor capacity-building and advisory services related to investigation and the criminal analysis of organized crimes and cybercrimes โข Monitor and analyze programme and project development and implementation; identify problems and issues to be addressed and propose corrective actions. Identify and assess technical assistance strategies of donors active in anti-trafficking and anti-smuggling initiatives. โข Facilitate and support training and other capacity-building activities for criminal justice actors, including the development of technical materials. Participate in the design and delivery of interregional, regional, and national training activities. Prepare and contribute to standardized training materials. Coordinate and liaise with intergovernmental and non-governmental organizations active in training related issues at the international, regional, or national levels. โข Coordinate and liaise with UNODC field offices and global programs, as well as relevant units at UNODC Headquarters (HQ), the authorities of the host country, and other relevant international and regional actors to facilitate project implementation and create synergies in this regard. โข Participate in the various Project Steering Committees on behalf of UNODC; ensure that reporting and other are fulfilled in a timely manner. โข Work collaboratively with the ROMENA Operations team to support financial and programmatic monitoring of the regional programme, ensuring alignment with endorsed costed workplans and theories of change. Proactively identify risks and propose solutions. โข Collect and analyze data to identify trends and patterns. Provide insights through graphs, charts, tables, and reports using data visualization methods to support data-driven planning, decision-making, and reporting. โข Prepare various written outputs, including technical presentations, analytical reports, periodic project progress updates, sections of studies, and contributions to publications. Support project and budget revisions, as well as monitoring and evaluation activities. โข Provide substantive support to consultative and other meetings and conferences, including proposing agenda topics, identifying participants, and preparing documents and presentations. โข Undertake outreach activities and participate in or lead field missions, providing guidance to external consultants, government officials, and other stakeholders. EducationAdvanced university degree (Masterโs degree or equivalent) in criminology, law, telecommunications, computer science, security studies or related discipline is required. A first-level university degree in similar fields, in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree. Work ExperienceA minimum of five years of relevant, progressively responsible professional work experience, in implementing projects/programs in international technical cooperation in preventing and countering organized crimes including human trafficking and smuggling of migrants and strengthening criminal justice systems is required. Experience in the delivery of capacity-building, training and advisory services training and providing advice and assistance to national and regional criminal justice and law enforcement organizations is required. Knowledge of and understanding of the situation and institutional context of Tunisia and the Middle East and North Africa related to countering organized crimes, including human trafficking and smuggling of migrants, is required. Experience in managing projects funded by the European Union, intergovernmental or international organizations is desirable. Experience in data analytics or related areas is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, Arabic and French is required.
